Home My WebLink AboutMIN OCT 10 1978 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD OCTOBER 10, 1978 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met in regular session this the 10th day of October, 1978 , with the following present : HONORABLE: Maurice Meyers Mayor Calvin Williams Councilman , Ward III Leroy Evans Councilman , Ward IV Absent : Torn Combs, Jr. Councilman, Ward I Vi McGinnis Councilwoman, Ward II Ray Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mr. Ray Riley, City Manager. The Pledge of Allegiance was led by Mayor Meyers . -000- Mayor Meyers issued the following proclamation : "Alpha Delta Kappa Week in Beaumont" - October 9-14, 1978. -000- The Minutes of the regular City Council session held October 3 , 1978 , were approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Captain R. D. Williamson, Beaumont Police Department , presented copies of the book Psychologist with a Gun, written by Detective Harvey Schlossberg, Phd. , to the City Council and City Manager. -000- Ordinance No. 78-103 repealing and reenacting Ordinance 78-102 , passed Octo- ber 3, 1978, so as to correct typographical errors, and provide for the re- zoning of two (2) tracts, totaling 23 . 48 acres , on the north side of Highway 105 near Keith Road as R-2M in their entirety was considered : ORDINANCE NO. 78-103 ENTITLED AN ORDINANCE REPEALING ORDINANCE NO. 78-102 , AND CORRECTING SAME BY AMENDING CHAPTER 12 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CITY OF BEAUMONT, TEXAS, BY CHANGING A 6. 77 ACRE TRACT OF LAND AND A 16. 71 ACRE TRACT OF LAND OUT OF THE DANIEL EASLEY SURVEY, JEFFER- SON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRESENTLY ZONED "R-l" TO 11R-2M, " PROVIDING FOR SEVERABILITY AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -150- October 10, 1978 Resolution 78-339 authorizing the acceptance of a deed to a 2 . 727-acre tract of land from Park North Corporation for a park site in the Park North Addition was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question ; Ayes : All Nayes : None -000- Resolution 78-340 authorizing a Change Order to the 1978 Hot-Mix Overlay Contract , Project No. 71-78-600, with the F. Gatlin Asphalt Company to include additional streets and adding approximately $80, 000 to the contract total was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 78-341 appointing Charles A. Kothe as arbitrator in Police Col- lective Bargaining was approved on a motion made by Councilman Williams and seconded by Councilman Evans . Question : Ayes: All Nayes : None -000- Resolution 78-342 advertising for bids for drilling Well #3 at Loeb and for furnishing pumping equipment (Project No. 80-78-041 ) was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 78-343 authorizing the award of a contract to Gold Crest Electric Company in the amount of $21 , 917. 60 for furnishing the VASI System at the Beaumont Municipal Airport (9070 F.A.A. grant ) was approved on a motion made by Mayor Meyers and seconded by Councilman Evans. Question : Ayes : All Nayes : None -00or Resolution 78-344 authorizing the acceptance for City maintenance of the water sewer and street improvements in Griffing Place, Unit I (portions of Birch Drive, Griffing Blvd. , Firethorn Drive and Hackberry Drive) was approved on a motion made by Councilman Evans and seconded by Coun- cilman Williams. Question : Ayes : All Nayes : None -000- Resolution 78-345 authorizing settlement of the case #D-105-769 - Norma Young vs. the City of Beaumont , et al (City portion $1250. 00 + 1/3 court costs) was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Messrs. Dale Killebrew (5170 Folsom) and W. C. Hanson (5065 Folsom) addressed Council to complain of the poor condition of Folsom Drive.
