E. Platt , Assistant City Manager . The Pledge of Allegiance was led by Councilman Williams. -000- Mayor Meyers issued the following proclamation : "E.O.C. Week in Beaumont- October 2-6 , 1978 . -000- The Minutes of the regular City Council session held September 19 , 1978 were approved on a motion made by Councilman Combs and seconded by Coun- cilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 78--321 authorizing the award of a contract to Inchlor Services for furnishing one (1) residual chlorine analyzer for use by the Water Production Division at a cost of $2 ,495 . 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 78-322 authorizing an amendment to the contract with Swift Ag- ricultural Chemical Company to provide for deferral of 12-21% of the annual payment in lieu of taxes was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Reoslution 78-323 authorizing the award of a contract to Pyramid Concrete Pipe Company for furnishing storm sewer for the Manion Drive Extension Participation Paving Project (cost $120, 345. 35 -- city ' s 1/3 share esti- mated to be $40, 115. 00 -- Drainage District 6 to construct ) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- -143- September 26, _ 1978 Resolution 78-324 authorizing the City Manager to enter into an agreement with Local 491 of the International Brotherhood of Police Officers to submit unresolved negotiation issues to arbitration was approved on a motion made by Councilman Evans and seconded by Councilman Combs. Question: Ayes: All Nayes : None -000- Resolution 78�-325 authorizing acceptance of two (2) ten-foot wide storm sewer easements across property north of Manion Drive (Nichols Company and Nichols Development Company) was approved on a motion made by Coun- cilman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 78326 authorizing final payment of $5, 082 .81 to Municipal Code Corporation for recodification of ordinances (total cost $11 ,081 . 82) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes: All Nayes : None -000- Resolution 78-327 authorizing the execution of a contract with Wathen, DeShong and Company to perform an annual independent audit for FY 1978 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 78-328 authorizing the award of a contract to Hartgraphics and Office Centers, Inc. for furnishing 40, 000 traffic citation forms for Municipal Court at a cost of $1 ,483 . 20 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 78,-329 authorizing an amendment to the Group Health and Life Insurance Plan with Blue Cross/Blue Shield was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question: Ayes : All Nayes : None -000- Ordinance No. 78-97 increasing the Senior Citizen Homestead Exemption to $7, 500 was considered: ORDINANCE NO. 78-97 ENTITLED AN ORDINANCE AMENDING SECTION 34-4 . 1 OF CHAPTER 34 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT PROVIDING FOR A $7500 HOMESTEAD EXEMPTION FOR PERSONS OVER SIXTY- FIVE; PROVIDING FOR SEVERABILITY; AND PRO- VIDING FOR REPEAL. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78330 approving the 1978 tax assessment rolls as certified by the City Tax Assessor-Collector and the Board of Equalization (total - $671, 454, 790) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -144- September 26 , 1978 Public Hearing on an amendment to the proposed Budget for FY 1979 for increasing the allocation to the Economic Development Foundation from $50, 000 to $80, 000 was held: Mrs. Clara Benoit , 1253 Laurel , addressed Council to ask for increased salaries for Police. There being no others to address Council concerning the budget , the hearing was closed. Councilman Combs made a motion to approve the amendment in allocation to the Economic Development Foundation; Councilman Evans seconded the motion. Question : Ayes : All Nayes : None -000- Ordinance No. 78-98 adopting the FY 1979 Budget , including General Revenue Sharing Budget was considered: ORDINANCE NO. 78-98 ENTITLED AN ORDINANCE REFERRED TO AS THE "ANNUAL APPROPRIATION ORDINANCE" ADOPTING A BUDGET FOR THE ENSUING FISCAL PERIOD BEGINNING OCTOBER 1 , 1978, AND ENDING SEPTEMBER 30, 179, IN ACCORDANCE WITH THE CHARTER OF HE CITY OF BEAUMONT, AP- PORTIONING THE FUNDS OF THE CITY OF BEAUMONT; PROVIDING FOR LINE-ITEM TRANS- FERS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes: All Nayes : None -000 Ordinance No. 78-99 providing for the levying, assessing and collecting of ad valorem taxes for the year 1978 was considered : ORDINANCE NO. 78-99 ENTITLED AN ORDINANCE PROVIDING FOR THE LEVYING, ASSESSING AND COLLECTING OF AD VALOREM TAXES FOR THE YEAR 1978 FOR THE PURPOSES OF PROVIDING A GENERAL FUND, A CAPITAL IMPROVEMENT FUND, AND A SINKING FUND TO MEET THE PAYMENT OF ALL BONDED INDEBTEDNESS OF THE CITY OF BEAUMONT AND THE PAYMENT OF ACCRUING INTEREST THEREON; AND PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Ordinance No. 78-100 amending the City' s Job Classification and Compensa- tion Plan for non-civil service employees was considered : ORDINANCE NO. 78-100 ENTITLED AN ORDINANCE AMENDING CHAPTER 12, SECTION 12-35 ADOPTING A CLASSIFICATION AND PAY PLAN; PRO- VIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. -145- September 26, 1978 The ordinance was approved on a motion made by Councilman Combs and se- conded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Ordinance No. 78-101 amending Chapter 12, Sections 12-19 (1) , 12-19 (2) and 12-20 (1) , establishing positions and pay grades in the Police and Fire Departments was considered: ORDINANCE NO. 78-101 ENTITLED AN ORDINANCE AMENDING CHAPTER 12, SECTIONS 12-19(1) , 12-19(2) AND 12-20(1) ESTABLISHING POSITIONS AND PAY GRADES IN THE POLICE AND FIRE DEPARTMENTS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Mr. Jim Williams, Chairman E.D.F. Marketing and Promotion Committee, ad- dressed Council to express appreciation for their action today. Mrs. Lila Williams , 2585 Gladys , read a letter from eight (8) residents of the Beaumont Art Museum area concerning efforts of compromise of the proposed expansion of the Art Museum. Mr. Charles 0. Rivet , 1095 Grand (now at the Beaumont Retirement Hotel) addressed Council to compliment the buses and bus drivers but requested more bus benches and better marked (with destination shown) bus signs . -000- Mayor Meyers calked an Executive' Session pursuant to Section 2 of the Texas Open Meetings Law. -000- There being no further business, the meeting was adjourned. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas , certify that the above is a true copy of the Minutes of the regular City Council session held September 26, 1978 .
