Home My WebLink AboutMIN SEP 12 1978 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD SEPTEMBER 12 , 1978 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met in regular session this the 12th day of September , 1978 , with the follow- ing present : HONORABLE : Tom Combs , Jr. Councilman, Ward I Vi McGinnis Mayor Pro Tem & Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Absent : Maurice Meyers Mayor Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -_000 The Invocation was given by Mr. Wilbur J. Balmer, Public Works Coordinator. The Pledge of Allegiance was led by Councilman Combs. -000- Mayor Pro Tem McGinnis issued the following proclamations: ''Port Week in Beaumont" - September 17-23 , 1978 ; "Land Manor Week in Beaumont" Septem- ber 10-17, 1978; and "Better Business Bureau Week in Beaumont" - September 18-22 , 1978. -000- The Minutes of the regular City Council session held September 5 , 1978 , were approved on a motion made by Councilman Evans and seconded by Coun- cilman Combs. Question: Ayes : All Nayes : None -000- Resolution 78-306 advertising for bids for furnishing a 24" transmission line connecting Well #3 to existing transmission line to Well #2 at Loeb, Project 80-78-041 - CIP Project - at an estimated cost of $180, 000 to $200, 000 was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 78-307 advertising for bids for moving existing furnishings and fixtures to the Municipal Office Building was approved on a motion made by Councilman Combs and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 78-308 authorizing payment to Westinghouse Electric Corp. for furnishing and installing five (5) electric motor starters for the Water supply system at Loeb at a cost of $55, 828. 00 was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- -137- September 12, 1978 Resolution 78-309 authorizing the City Manager to execute two (2) assign- ments of existing pipeline permit licenses to Cayuse Pipeline, Inc . by Bronco Pipeline Company (originally assigned to Dow Pipeline) was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question :. Ayes : All Nayes : None -o0oz Resolution 78-310 authorizing the City Manager to enter into an agreement with the firm of Livesay and Livesay to conduct a feasibility study con- duct a feasibility concerning the Terminal Building at the Beaumont Muni- cipal Airport , amount of study not to exceed $2 , 500. 00, was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 78-311 authorizing the City Manager to make application to the Criminal Justice Division of the Governor ' s Office for a grant titled "Expansion of Record Analysis System"' (first year funding $21 ,680 to in- clude a computer programmer and disk packs - City ' s share $250. 00) was approved on a motion Councilman Combs and seconded by Councilman Evans. None -000- Mr. Clarence Jackson, 2405 Bolivar, addressed Council to complain of weeds growing on the Southern Pacific Railroad right-of-way near his home and asked the City for help in getting them cut . Mr. L. P. Kinnear, 2395 Park Street , addressed Council to say he is opposed to one-way pair proposed for Park (southbound) and Pennsylvania (north- bound) Streets. He also complained about traffic signals removed or pro- posed to be removed at several intersections. Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council to complain about various traffic signals around the City. Mrs. Delia Harrington, 815 Willow Street , addressed Council to urge citizen cooperation in driving as well as trash clean-up. -000- There being no further business , the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the regular City Council session held September 12 , 1978 .
