E. Platt Asst . City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mr. Lane Nichols, Asst . City Attorney. The Pledge of Allegiance was led by Mr . R. E. Platt , Asst . City Manager. -000 The Minutes of the regular City Council session held August 29, 1978 were approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question: Ayes : All Nayes : None -000- Mayor Meyers issued the following proclamations : "Run, America, Run Day in Beaumont" - September 9, 1978; "United Cancer Day in Beaumont" - September 8 , 1978; and "Voter Registration Day in Beaumont" - September 6, 1978. -000- Ordinance No. 78-93 allocating and appropriating $100, 000 from the Engineer- ing Department Budget Account 041-507 to the Street Construction Fund Pro- ject 71-78-361 , Manion Drive Participation Paving Project ; and authorizing the Manager to execute a contract with Cajun Concrete Works, Inc . for the paving of Manion Drive (contract cost $161 , 186. 38) was considered: ORDINANCE NO. 78-93 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1 , 1977, AND ENDING SEPTEMBER 30, 1978, BY ALLOCATING AND APPROPRIATING $100, 000 FROM BUDGET ACCOUNT NO. 041-507 TO THE STREET CON- STRUCTION FUND PROJECT NO. 71-78-361 , MANION DRIVE PARTICIPATION PAVING PROJECT AND AUTHORIZING THE EXECUTION OF A CONTRACT IN THE AMOUNT OF $161 , 186. 38 WITH CAJUN CONCRETE WORKS, INC. FOR THE PAVING OF MANION DRIVE. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- -134- September 5, 1978 An ordinance iysuing a specific use permit for cluster housing (requested by Carl Kohler) for a 12 . 87 acre tract , described generally as a portion of the A. K. Daniels Subdivision, Lot 21 , Block 31 , Calder Highlands Addi- tion, located in the 4100 Block of Delaware Street on the north side was considered: AN ORDINANCE ENTITLED AN ORDINANCE FOR THE ISSUANCE OF A SPECIFIC USE PERMIT FOR CLUSTER HOUSING DE- VELOPMENT FOR A 12. 87 ACRE TRACT HEREIN DES- CRIBED IN ACCORDANCE WITH A PLAN FOR DEVEL- OPMENT; PROVIDING FOR THE FILING OF A DECLARATION OF COVERING THE 12. 87 ACRE TRACT. After much discussion, Councilman Evans made a motion to table considera- tion for two weeks ; Councilman Combs seconded the motion. Question : Ayes : All Nayes : None -000- Ordinance No. 78-94 abandoning a portion of an alley located in Block 2 , College Heights Addition, approximately 94 feet south of Campus Street (requested by John Broussard) was considered: ORDINANCE NO. 78-94 ENTITLED AN ORDINANCE VACATING AND ABANDONING A PORTION OF AN ALLEY LOCATED WITHIN BLOCK 2 COLLEGE HEIGHTS ADDITION IN BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN, PROVIDING THAT SUCH ALLEY BE RETAINED AS A GENERAL UTILITY EASEMENT. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 78-302 reappointing Messrs. Brack Jones, Wilmer Roberts, and M. J. Conner to the Planning and Zoning Commission for three-year terms expiring August 1 , 1981 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78-303 authorizing the execution of an agreement with the State Department of Highways and Public Transportation and Kansas City Southern Railway Company for the installation of automatic grade crossing protection devices at Park Street and Railroad Avenue was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 78-304 authorizing the City Manager to enter into an Artist Agree- ment with Mrs. Faviana Olivier for tapestry to be installed in the new Coun- cil Chambers at a cost not to exceed $6, 500. 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- -135- September 5 , 1978 Resolution 78-305 authorizing Change Order #13 to the H. A. Lott , Inc . con- tract for the Civic Center Project , #70-74-011 , for steel supports for doors , revising air conditioner ducts over the lobby and v. i .p. area (cost $3 ,741 . ) was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes: All Nayes : None -000- Mrs. Delia Harrington, 815 Willow Street , addressed Council concerning the need for better care by tenants of low housing projects for the property and spoke of areas that needed to be cleaned. Mr. J. C. Leggett , 1849 Washington Blvd. , addressed Council to complain about high weeds all over town. Mr. Jackie D. Collins, 9535 Gardner, addressed Council to request salary increases for Police Officers. Mr. James F. Brown, 540 Potter, addressed Council to request salary in- creases for Police Officers. -000- The regular City Council session was recessed before continuing with the Public Hearing for the proposed City budget - FY 179 - including Revenue Sharing Funds budget . -000- PUBLIC HEARING PROPOSED CITY BUDGET FY ' 79 AND FEDERAL REVENUE SHARING BUDGET The hearing was called to order. There were no citizens wishing to address the public hearing.
