The Pledge of Allegiance was led by Councilman Williams . -000- The Minutes of the regular City Council session held July 25, 1978 , were approved on a motion made by Councilman Combs and seconded by Councilman Evans. Question : Ayes : All Nayes : None 000 Resolution 78-264 authorizing the award of a bid to U.E.C. Equipment Com pany for transferring a hotstik lift onto a new cab/chassis for use by the Building and Maintenance Department was approved on a motion made by Councilman Williams and seconded by Councilman Combs . Question: Ayes: All Nayes : None -000- An ordinance authorizing a zoning change from LR-1 to R-1 for one and one-half lots totaling 0. 24 acres , located at 5195 S. Irving Street was considered : AN ORDINANCE ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZON- ING MAP OF THE CITY OF BEAUMONT, TEXAS, BY CHANGING A 0. 24 ACRE TRACT OF LAND OUT OF THE MORNING VIEW ADDITION, BEAUMONT, JEFFERSON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRE- SENTLY ZONED "LR-1" TO "R-11" ; PROVIDING FOR SEVERABILITY AND PROVIDING A PENALTY. The ordinance was denied on a motion made by Councilman Williams and se- conded by Councilman Combs. Question : Ayes : All Nayes : None -000-_ -118 August 1 , 1978 Ordinance No. 78-81 authorizing a zoning change from R-2 to LR-1 for two tracts totaling 3 . 27 acres, located generally in the 5000 Block of Haden Road was considered : ORDINANCE NO. 78-81 ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CITY OF BEAUMONT, TEXAS , BY CHANGING A 3 .27 ACRE TRACT OF LAND OUT OF THE A. WILLIAMS SURVEY, FRENCH HEIGHTS ADDITION, BEAUMONT, JEFFERSON COUNTY, TEXAS , AS HEREINAFTER DES- CRIBED, PRESENTLY ZONED "R-2" TO "LR-1 PRO- VIDING FOR SEVERABILITY AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Racki) was considered: ORDINANCE NO. 78-82 ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CITY OF BEAUMONT, TEXAS, BY CHANGING A 23 . 94 ACRE TRACT OF LAND OUT OF THE W. Bobbie Mazzola) was considered: ORDINANCE NO. 78-84 ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CITY OF BEAUMONT, TEXAS, BY CHANGING A 2 . 45 ACRE TRACT OUT OF THE BEAU- MONT IMPROVEMENT COMPANY SUBDIVISION, BEAU- MONT, JEFFERSON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRESENTLY ZONED "R-1" TO 11R-21' ; PROVIDING FOR SEVERABILITY AND PROVIDING A PENALTY. Question : Ayes : All Nayes : None -000 Ordinance No . 78-85 appropriating Street Construction Funds of $5 , 790, 000 to the Lamar Freeway Project , 71-74-131 , was considered : ORDINANCE NO. 78-85 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COI4MENDING OCTOBER 1 , 1977 , AND ENDING SEPTEMBER 30, 1978 , BY APPROPRIATING AND ALLOCATING FROM UNAPPROPRIATED 1974 C.A.P. BOND FUNDS $5, 790, 000 TO PROJECT NO. 71-74-131 , LAMAR FREEWAY. The ordinance was approved on a motion made by Councilman Combs and se- conded by Councilman Evans. Question : Ayes : All Nayes : None -000 Resolution 78-265 authorizing the acceptance for City maintenance the street , water and sewer improvements in Washington Manor (Corley Avenue west approximately 361 ' to existing Corley Avenue was approved on a mo- tion made by Councilman Williams and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 78-266 authorizing the acceptance for City maintenance the street , water and sewer improvements in Washington Park (Bolivar and Calvin Streets) was approved on a motion made by Councilman Williams and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78-267 authorizing the City Manager to make application to the Governor 's Office, Criminal Justice Division, for a grant for a Juvenile Specialist for Status Offenders was approved on a motion made by Council- man Evans and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 78-268 appointing Mrs. C. J. (Mary) Landry to fill the unex- pired term of Mrs. William Malec to the Community Development Block Grant Committee was approved on a motion made by Councilman Evans and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- -120- August 1 , 1978 Resolution 78-269 appointing M. L. Lefler to fill the unexpired term of .Auvie Wheeler to the Board of Adjustment was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 78-270 adopting the Facility Plan Report prepared by Turner, Collie and Braden, Inc . as presented to the Texas Department of Water Resources and Environmental Protection Agency was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes : All Nayes : None 000 Resolution 78-271 adopting a revised implementation schedule for sanitary sewer improvements in accordance with the 201 Facility Plan was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- All citizens were invited to meet the new City Manager , Ray Riley, and his wife at a reception to be hosted by the Beaumont City Council from 4 : 00 to 6 : 00 p.m. , August 3 , 1978 , at the John & Mary Gray Library at Lamar University. -000 Citizens were reminded of the Public Hearings on Revenue Sharing to be held at 10 : 00 a.m. on August 2 , 1978 . -000 Mrs . Jarvis Gordon, Route 1 , Box 325, Beaumont , addressed Council to again urge action by Council prohibiting public smoking. Mr. Dorsey Watler , 4720 Corkwood, addressed Council to compliment the Director of Traffic & Transportation for improvements he has made; to complain about the left-turn lanes on College Street ; and to suggest an on-going program to clean out catch basins, ditches, etc . Mrs .
