HomeMy WebLinkAboutMIN APR 11 1978 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD APRIL 11 , 1978 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 11th day of April , 1978 , with the following present : HONORABLE : Ken Ritter Mayor Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Absent : Don Cash Councilman, Ward I Ray A. Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Earl Daws, Forest Park Methodist Church. The Pledge of Allegiance was led by Councilman Evans . -000- Mayor Ritter issued the following proclamations : "National Volunteers Week" - April 16-22 , 1978 and National Educational Secretaries' "Mildred Bennett Day" - April 11 , 1978 . -000- The Minutes of the regular City Council sessions held March 28 and April 3 , 1978 were approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- A resolution authorizing the award of bid and the execution of a 5-year contract with S & S Food Distributing Company for furnishing concessions for City facilities was held for action after some discussion on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resooution 78-126 authorizing the award of bid to Tyrrell Hardware Supply Corp. for furnishing twenty-three (23) lawnmowers for the Parks & Recrea- tion Department at .a cost of $1 , 955. 31 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 78-127 authorizing the award of bids and the execution of contracts with Pinkley & Associates for furnishing aluminum sign blanks for a cost of $11 ,402. 50 and Renco Supply, Inc . for galvanized sign posts at a cost of $7,885. 00 for the Traffic and Transportation Department (contracts to run from April 15, 1978 through April 14 , 1979) was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- -58- April 11 , 1978 Resolution 78-128 authorizing the award of contract to Liberty Industrial Construction, Inc . for the Crow Road Participation Paving Project in the Calder Highland Extension Addition at a cost of $30, 348 . 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question: Ayes : All Nayes : None -000- Resoultion 78-129 accepting an additional $200, 000 in U. S. Treasury 6. 00% Notes against the City's deposits (total of $40, 907 , 000 pledged by the American National Bank) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78-130 authorizing the purchase of a transmitter , power adapter , body microphones and built-in antenna from Audio Intelligence Devices at a cost of $1 ,223 . 00 for the Police Department was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 78-131 authorizing the settling of the claim of T. S. Landry ($4 , 500) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Ordinance No. 78-44 amending Chapter 9B of the Code of Ordinances of the City of Beaumont to change the name of the Fair Park Arena to Fair Park Coliseum and regulating parking was considered : ORDINANCE NO. 78-44 ENTITLED AN ORDINANCE AMENDING CHAPTER 9B OF THE CODE OF ORDINANCES PROVIDING FOR CHANGING THE NAME "'ARENA AT FAIR PARK" TO FAIR PARK COLISEUM" ; AMENDING THE RENTAL RATES AFTER MIDNIGHT; REGULATING PARKING AT FAIR .PARK; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Ordinance No. 78-45 annexing certain properties to the City of Beaumont was considered: ORDINANCE NO. 78-45 ENTITLED AN ORDINANCE ANNEXING THE HEREIN- AFTER DESCRIBED TERRITORY TO THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS , AND EX- TENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE THE SAID HEREINAFTER DESCRIBED PROPERTY WITHIN THE CITY LIMITS , AND GRANTING TO SAID TERRITORY AND TO ALL FUTURE INHABITANTS OF SAID PROPERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID FUTURE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES OF SAID CITY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -59- April 11 , 1978 Resolution 78-132 authorizing Ray A. Riley, City Manager ; Myrtle Corgey, City Clerk; and William J. Avery, Finance Officer as official signatories for the City of Beaumont ; and revoling all other resolutions was approved on a motion made by Councilman Williams and seconded by Councilwoman Mc- Ginnis. Question: Ayes : All Nayes : None -000- Ordinance No. 78-46 adopting amendments to the Standard Building Code , with the exception of Appendix "J" was considered : ORDINANCE NO. 78-46 ENTITLED AN ORDINANCE AMENDING CHAPTER 8 , SECTION 8-1 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO ADOPT THE 1976 EDITION OF THE STANDARD BUILDING CODE WITH THE 1977 AMENDMENTS WITH THE EXCEPTION OF APPENDIX "J" ; PROVIDING FOR SEVERABILITY, PROVIDING FOR REPEAL AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 78-133 authorizing the City Manager to make application to the Department of Housing & Urban Development for $2,604 , 000 in fourth-year Community Development Block Grant Funds was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis.
