HomeMy WebLinkAboutMIN FEB 28 1978 r REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD FEBRUARY 28, 1978 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met in regular sessionthis the 28th day of February, 1978 , with the following present : HONORABLE : Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV R. E. Platt Acting City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mr. W. J. Balmer, Public Works Coordinator . The Pledge of Allegiance was led by Councilman Cash. -000- The Mayor issued the following proclamations: "National Bowling Hall of Fame and Museum Week in Beaumont" - February 27 - March 5, 1978 and "National Youth Art Month in Beaumont" - March 1-31 , 1978 . -000- Government students from Kelly High School were welcomed to today 's meeting. -000- The Minutes of the regular City Council session held February 21 , 1978 , were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 78-74 authorizing the advertising for bids for the Crow Road Participation Project (extending south from Folsom) at a cost not to exceed $12, 000 was approved on a motion made by Councilman Evans and se- conded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 78-75 authorizing the award of a lease contract for $255.40 per month to IBM Corporation for furnishing a coin-operated copier for the Beaumont Public Library was approved on a motion made by Councilman Cash and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000 Resolution 78-76 authorizing the award of bid to Factory Sales, Inc . for furnishing uniforms for the Beaumont Police Department at a cost of $16,833 . 75 was approved on a motion made by Councilwoman McGinnis and se- conded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 78-77 authorizing the award of bid to F. Gatlin Asphalt Company for revisions to the Police Station parking lot (6 to 10 spaces - $5 ,841 . 00) was approved on a motion made by Councilman Evans and seconded by Council- woman McGinnis. Question : Ayes : All Nayes : None February 28, 1978 Resolution 78-78 authorizing the award of bid to Blumenfeld Sport Net Company for furnishing windscreens for the tennis courts at the Athletic Complex at a cost of $1 ,804. 06 was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis . Question: Ayes : All Nayes : None -000- Resolution 78-79 authorizing the award of bid to Olshan Demolishing Company, Inc. for the demolition of ten (10) structures in Census Tract 17 at a cost of $7, 944. 00 (30 days completion) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 78-80 authorizing the City Manager to enter into a contract with the Neches River Festival for the use of the Multimax area for a carnival April 19-23 , 1978, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Ordinance No. 78-24 amending the Flood Plain Management Ordinance was considered: ORDINANCE NO. 78-24 ENTTTLED AN ORDINANCE AMENDING CHAPTER 8 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, BY ADDING SECTIONS 8-9. 1 , 8-13 . 1 , 8-14. 1 , 8-14. 2, 8-16 . 1 , 8-21 . 1 , 8-22. 1 , 8-22 . 2 , INCLUSIVE, ESTABLISHING RESPONSIBILITIES OF THE CHIEF BUILDING INSPECTOR; ESTABLISHINC� .PER- MIT PROCEDURES; ESTABLISHING STANDARDS FOR SUB- DIVISION PROPOSALS; ESTABLISHING SPECIFIC STANDARDS FOR RESIDENTIAL CONSTRUCTION AND NON- RESIDENTIAL CONSTRUCTION; ESTABLISHING STANDARDS FOR MOBILE HOMES; ESTABLISHING STANDARDS FOR AREAS OF SHALLOW FLOODING; PROVIDING FOR SEVER- ABILITY AND PROVIDING FOR PENALTY. The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Mr. Robert Greenleaf , 4395 El Paso, spoke in opposition to special use permits for Day Care Centers for children in residential areas . Mrs. Georgia Smith, 3060 Blossom, addressed Council to express her concern for the soaring costs of utility bills. -000- There being no further business, the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the minutes of the regular City Council session held February 28 , 1978 .
