HomeMy WebLinkAboutMIN NOV 29 1977 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD NOVEMBER 29, 1977 BE IT RESOLVED that the City Council of the City of Beaumont , Texas , met in regular session this the 29th day of November, 1977, with the following present : HONORABLE : Ken Ritter Mayor Don Cash Councilman , Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Howard McDaniel City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend A. D. Brackin, Westfield Church of the Nazarene. The Pledge of Allegiance was led by Councilman Evans. -000- Mayor Ritter issued two proclamations : ''No More Litter Day in Beaumont" - November 30, 1977 and "South East Texas Chapter of the American Theatre Organ Society Day in Beaumont" - December 3 , 1977 . -000- Resolution 77-352 authorizing the award of a formal bid to Equipment Head- quarters Company, Inc . for furnishing one (-1 ) tractor backhoe loader for use by the Water Utilities Department at a cost of $18 , 399. 99 was approved on a motion made by Councilman Cash and seconded by Councilman Evans . 'question : Ayes: All Nayes : None -000- Resolution 77-353 awarding a contract for sound system in the Fair Park Arena to Taft Sound and Equipment Corporation of Houston at a cost of $23 , 092 . 00 was approved on a motion made by Councilman Williams and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Ordinance No. 77-124 authorizing a zoning change from R-2 (Two Family and Multiple Dwelling) to LR-1 (Local Retail District ) of a 0. 733 acre tract described generally as a portion of the Hezekiah Williams League, Abstract 56, located on the northeast corner of the intersection of Gladys Avenue and Major Drive (FM 364) (requested by Richard Guseman and Tom 0. Bailey) was considered: ORDINANCE NO. 77-124 ENTITLE ) AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZON- ING DISTRICTS AS INDICATED UPON THE ZONING MAP 0 THE CODE OF ORDI,TA'NCES OF BEAUMONT, TEXAS, BY CHANGING A 0.733 ACRE TRACT OF LAND OUT OF THE HEZEKIAH WILLIAMS LEAGUE , ABSTRACT 56, LOCATED ON THE NORTHEAST CORNER OF THE INTERSECTION OF GLADYS AVENUE AND MAJOR DRIVE, BEAUMONT, JEFFERSON COUNTY, TEXAS, AS HEREAFTER DESCRIBED, PRESENTLY ZONED 11R-21' TO "LR-1'' ; PROVIDING FOR SEVERABILITY AND PROVIDING A PENALTY. -179- 'November 29, 1977 The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Ordinance No . 77-125 authorizing the transfer of $1 , 700 from Activity 51-410 (Planning Department ) to Activity 13-410 (City Clerk) to reimburse the City Clerk' s budget for various newspaper publications was considered: ORDINANCE '_NO. 77-125 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COM14ENCING OCTOBER 1 , 1977 , AND ENDING SEPTEMBER 30, 1978, BY TRANSFERRING $1 , 700. 00 FROM ACTIVITY 51-410 (PLANNING DEPARTMENT) TO ACTIVITY 13-410 (CITY CLERK) TO REIMBURSE CITY CLERIC'S BUDGET FOR VARIOUS NEWSPAPER PUBLICATIONS ON ZONING MATTERS. The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes: None -000- Resolution 77-354 authorizing the execution of a three-year lease agreement between Mobil Oil Corporation and the City of Beaumont beginning December 4 , 1977 and ending December 3 , 1980 (contractors ', parking lot ) for the unim- proved part of Carroll Street Park extending approximately 400' south of Grant Street and 200' west of Grove Street was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : ?•4ayor Ritter Abstained: Councilman Evans Councilman Cash Councilwoman McGinnis Councilman Williams -000- Resolution 77-355 authorizing the City Manager to execute change order #4 to the contract with H. A. Lott , Inc . on the Civic Center Complex (CAP 45-B-01 ; #070-74-011 ; add $21 , 607. 00) was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes: All Nayes : None -000- Mrs . Jean Roper, 620 Martin, addressed Council to request assistance for the Halfway House which burned recently and also asked to raise the amount named in her lawsuit against the City. Mr .
