E. Platt , Assistant City Manager. The Pledge of Allegiance was led by Councilman 17illiams . -000- Mayor Ritter issued the following proclamation : "Thanksgiving Day" - November 24, 1977. -000- The Minutes of the regular City Council session held November 15, 1977 , were approved on a motion made by Councilman Evans and seconded by Coun- cilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 77-340 authorizing the award of bid to Mar-Len, Inc . , and author- izing the City Manager to enter into a contract with them for the construc- tion of various water lines in Census Tract 17 at a cost of $410, 054 . 50 was approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Evans. Question : Ayes : All Nayes : None A lengthy discussion was held concerning the status of the Community Develop- ment Block Grant Program in Census Tract 17. It was decided that the City Council will tour the area December 13 , 1977 , following the regular City Council session. -000- Resolution 77-341 authorizing the award of bid to Tektronex , Inc . for fur- nishing an oscilloscope for the Traffic and Transportation Department at a cost of $1 ,406 . 00 was approved on a motion made by Councilman Evans and se- conded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 77-342 authorizing the award of bid to Pak-M0r Manufacturing Co. for furnishing one (1) cylinder assembly, required to repair garbage truck #60-6003 at a cost o ° $2, 782 . 55 was approved on a motion made by Councilman Cash and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- -176- November 22, 1977 Resolution 77-343 authorizing the award of bids to Lupton Painting Company for cleaning and painting the exteriors of the 1 . 0 M.G. elevated water storage tanks located at 1,41ashington Boulevard and Municipal Drive ($17, 000. 00) and at Kenneth and Harriot Streets ($18 , 500. 00) was approved on a motion made by Councilman Williams and seconded by Councilman Cash. Question : Ayes : All Nayes: None -000- Resolution 77-344 authorizing the award of bids to F. Gatlin Asphalt Company Inc . for the Park (#71-77-311 - $51 , 567 . 80) and Pearl (#71-77-312 - $54 ,824 . ) Streets Overlay Projects (EDF Public ?'forks funds) was approved on a motion made by Councilman Cash and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Councilman Cash left here. -000- Ordinance No. 77-122 amending Chapter 32 of the Code of Ordinances , estab- lishing summer sewer rates was considered : ORDINANCE NO. 77-122 ENTITLED AN ORDINANCE AMENDING CHAPTER 32 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO AMEND SEWER RATES FOR RESIDEN- TIAL AND COi MEIRCI.AL-INDUSTRIAL CUSTOMERS; PROVIDING FOR SEVERABILITY A'dM PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 77-345 authorizing the City Manager to enter into an agreement with Sabine Investment Company of Texas, Inc . and Northwest Forest Munici- pal Utility District to furnish water, provide sewage treatment and certain inspection in accordance with the City of Beaumont requirements was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 77-346 authorizing the City Manager to execute an agreement with the South East Texas Regional Planning; Commission for $20, 000 of Section 112 Transportation Planning Funds for continuation of the position of Transpor- tation Planner for one year for the Traffic and Transportation Department was approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Evans. Question : y A es : All Nayes : done -000- Councilman Cash returr :d here. -000- Ordinance No. 77-123 appropriating ; 2, 281 , 000 in FY 77 CDBG Funds for the continuation of work in Census Tract 17 was considered: -177- November 22 , 1977 ORDINANCE NO. 77-123 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL YEAR COMMENCING OCTOBER 1 , 1977 , AND ENDING SEPTEMBER 30, 1978 , BY APPROPRIATING $2, 281 , 000 FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS INTO THE CENSUS TRACT 17 PROJECT. The ordinance was approved on a motion made by Councilman ?Williams and se- conded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 77-347 authorizing the purchase of 1978 R. L. Polk City Directories for various departments at a cost of $1 ,491 . 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 77-348 authorizing the Incoterm Corp. to continue maintenance service at $162 . 69 per month for one year on the Police Department ' s Inco- term Terminal (high-speed landline terminal) was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes All Nayes : None -000- Resolution 77-350 accepting two (2) highway Commission Minute Orders, #73282 and #73567, concerning the proposed construction of Highway Spur 380 (Lamar Freeway) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : 'None -000- Resolution 77-351 appointing Mr. Joe B. Wilson for a two-year term to re- place Reverend Sam Jernigan to serve the Transit Advisory Committee was approved on a motion made by Councilwoman McGinnis and seconded by Council- man Cash. Question : Ayes : All Nayes : None -000- Mr . Raymond Chaison, 1130 Lamar Street , addressed Council to complain about the dilapidated condition of the old Charlton-Pollard High School and asked that action be taken ky the City to correct it . Mr. J. C.
