HELD NOVEMBER 15 , 1977
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 15th day of November , 1977 , with the
following present :

The Invocation was given by the Reverend Bob Arnold, Touch Center.
The Pledge of Allegiance was led by Councilwoman McGinnis .

The Mayor issued the following proclamation : "National REACT Month in
Beaumont" - November , 1977 .

The Minutes of the regular City Council session held November 8 , 1977 ,
were approved on a motion made by Councilman Cash and seconded by Coun-
cilman Evans .

Resolution 77-335 accepting the Dowlen Road Fencing Project and authoriz-
ing final payment to United Fence Company in the amount of $6,811 . 05
was approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Cash.

Ordinance No. 77-121 authorizing the City Manager to execute all lien
releases related to Assessment Paving Projects was considered :
ORDINANCE NO. 77-121
ENTITLED AN ORDINANCE AMENDING THE PROGRAM
AND POLICY OF RESIDENTIAL STREET PAVING
ASSESSMENT AS PASSED DECEMBER 11 , 1973 ,
PROVIDING FOR EXECUTION OF ASSESSMENT PAVING
LIEN RELEASES BY THE CITY MANAGER; PROVIDING
STANDARDS FOR SAID EXECUTION; REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CON-
FLICT; AND PROVIDING FOR SEVERABILITY.
The ordinance was approved on a motion made by Councilman Cash and seconded
by Councilman Evans.

Resolution 77-336 granting permission to Dallas Williams Furniture Company
to construct five (5) brick planter boxes on the sidewalk area within the
public street right-of-way at the corner of Park and Fannin Streets was ap-
proved on a motion made by Councilwoman McGinnis and seconded by Councilman
Cash.

Resolution 77-337 authorizing commencement of eminent domain proceedings
for the acquisition of the remaining parcels of land for the Irving Street
Underpass and the retention of Orgain, Bell & Tucker to represent the City
was approved on a motion made by Councilman Evans and seconded by Council-
woman McGinnis .

Resolution 77-338 appointing Mrs . Elaine Butler , J. O. Keelan, Mrs. R. A.
Head, James C. Leggett , 11.1rs. C. L. Whittington, Mrs. Alida Terrell , Dr.
George McLaughlin, Mrs. Leonie Bodin and Marshall Rowe to the Transit Ad-
visory Committee was approved on a motion made by Councilman Cash and se-
conded by Councilman Evans .

Citizens were reminded of the grand opening of the new Transit Maintenance
Facilities to be held at 11 : 00 a.m. today.
