The Pledge of Allegiance was led by Councilman Williams. -000 Mayor Ritter issued the following proclamation : "United Nations Week in Beaumont" - October 24-30, 1977 . -000- The Minutes of the regular City Council session held October 18 , 1977 , were approved on a motion made by Councilman Cash and seconded by Council- woman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 77-308 authorizing the award of a formal bid to Pyramid Concrete Pipe Company for furnishing twenty-six (26) 7-foot joints reinforced con- crete box culverts and preformed plastic gaskets for the Langham Road Bridge Project at a cost of $17 , 295. 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 77-309 authorizing the award of bid to Rose City Sand Corporation for furnishing river sand for a one-year period beginning November 1 , 1977 through October 30, 1978 at a cost of $1 . 00 per cubic yard was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 77-310 authorizing the award of bids to Mabry Foundry and Supply ($20, 960. 91 ) and Universal Palestine ($4, 175. 76) for furnishing various water line and equipment parts for use in the Water Distribution Division was ap- Proved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 77-311 authorizing the award of bid to Keown Supply Company for furnishing sand-cement admix ($10. 74 per cubic yard + $1 . 50 for each z sack) for a one-year period was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -161- October 25, 1977 Resolution 77-312 authorizing the award of bid to Nunn Electric Company for furnishing electrical material for remodeling the Naval Reserve Building at a cost of $1 , 313 . 79 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 77-313 authorizing the award of bid to Alex Feigelson, Inc . for one (1 ) hydraulic cylinder to repair unit #30-3039, a 1976 Ford trash truck with knuckle boom loader at a cost of $1 , 239. 78 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-314 authorizing the American National Bank to release $4 ,600, 000 in U. S . Treasury Notes and substitute $1 , 025, 000 in securities was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 77-315 authorizing the City Manager to execute Change Order #5 for a tire balancer for the Transit Maintenance Facility at a cost of $1 , 125. 00 (UMTA Grant : Federal/801/1'C; State/13%; and City/7o) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-316 authorizing the execution of an agreement between the City of Beaumont and Steinman, Gordy and Huffhines for the provision of architectural services on the furnishings for the Municipal Office Building, including an evaluation of existing furniture (not to exceed $2 , 800. 00) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-317 authorizing the execution of an addendum to the Contin- uing Phase Agreement with the Texas Highway Department for continuing, co- operative and comprehensive transportation planning process - SETRPC as coordinator) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-318 authorizing the City Manager to exercise the purchase option within the lease agreement with IBM for the purchase of data process- ing equipment (central processing unit , printer and card reader punch) at cost of $41 , 835. 00 was approved on a motion made by Councilwoman McGinnis -end seconded by Councilman Evans. i st- ion : Ayes : All Nayes : None -000- A resolution authorizing endorsing the Emergency Medical Service Program as outlined by Frasier, Stout , Jameson and Associates, Inc . and recommended by the EMS Task Force was denied on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question : Ayes : Councilman Cash Nayes : Mayor Ritter Councilwoman McGinnis Councilman Williams Abstained : Councilman Evans -000- -162- October 25, 1977 A resolution directing the City staff to prepare the necessary documents to call for a referendum election on the Emergency Medical Service was denied on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : Councilman Cash Nayes : Mayor Ritter Councilwoman McGinnis Councilman Williams Councilman Evans -000- VERBATIM EXCERPT : MAYOR RITTER: It ' s an agenda item to call a public hearing on the Mass Transit Administra- tion and Howard, you want to explain that and we ' ll go into that . . . . . . CITY MANAGER HOWARD MCDANIEL: Yes. A few weeks ago, the City Council authorized us to apply for funding for the expansion of the Orleans Street Mall and one of the stipulations as imposed by the Urban Mass Transit Administration is that a public hearing be held on this and just like to say that I believe Clyde McManus is in the crowd. He ' s our Transportation Planner for the City and might ask him to give just a general overview of what this entails. Clyde, will you come to the mike, please? CLYDE MCMANUS , TRANSPORTATION PLANNER : I think most of you are probably aware the first phase of the Orleans Mall project is a three-block section along Orleans Street from Bowie to Wall . The grant application here for public hearing today covers only the middle block section from Fannin to Forsythe of this Mall project . This particu- lar part of that project was selected because it has the most transit re- lated aspects of the Mall project . The items here included . . the transit items that are included within this one block section of the first phase of the Mall include the bus turn-out lanes, the construction of sidewalk areas, passenger benches and shelters, and associated utility work -- electrical , irrigation , things of this nature. The total estimated cost of these items is approximately $152 , 000. In addition to the Orleans Mall item in this application is included several items that also relate directly to the new Transit Maintenance Facility. These items include some energy abosrbing bus bumpers which, hopefully, will enable us to cut down on some of the accident related costs to the buses on the street ; a couple of super- visory vehicles for the street supervision of the buses as they' re running the route schedules throughout the day; forklifts for the garage and main- tenance facility itself; doors and heater for the bus washer , hopefully to prevent it from freezing up in a severe winter ; some office furniture; and some shop and garage equipment . The total cost of all these items comes to $90, 570, making the entire project , including 5% contingency, come to a grand total of $255, 000. $240 of that $255 will , hopefully, be provided under the grant application from the Urban Mass Transportation Administration . That will be 80� of the total project cost . We ' re hoping to get an additional 50 from the State for their participation in this project , leaving a 7einaining balance from local funds of '17,850. Those funds are available in the Orleans Mall Bond Issue that was in the CAP program. The purpose of this public hearing is really to solicit any citizen comments on the project itself and just get their general feelings about the economic and environ- mental aspects of this whole project . So, with that kind of brief overview, I guess it ' s turned over to them. :MAYOR RITTER: At this time, we' d be happy to recognize any citizen that would like to ask any questions or make any statement regarding this item on the agenda, this "Mass Transit . . . Transportation . . . . . . Yes , sir. -163- October 25, 1977 MR. J . C . LEGGETT, 1849 Washington Boulevard : To Council Members. I want to report that out College from Fourth Street on out that yellow mark is getting bad to where you might not see it at nighttime. I 'm talking from a safety standpoint now. That yellow paint that you put down in the street , well , it ' s getting bad so you can 't see it very good. It ' s awful hard to see at nighttime. Now, I believe that ' s all I can think of right now. MAYOR RITTER: Is there anyone then that . . . yes, ma' am. Is this on the Transportation. . . ? MRS . J. C. LEGGETT : Transportation . . . no. MAYOR RITTER: Well , we ' re still in the public hearing on that and then we ' ll be happy to recognize you. Just want to make sure before we close this public hearing --this is required by law and plus the fact that the Council would like to have any input that anyone has regarding our :bass Transportation -- services or lack of services. I guess everyone ' s satisfied with the bus service. At least we 're doing something right . So, if we have no other comments from the . . . COUNCILMAN EVANS : Give me a minute, I ' ll think on it . END OF EXCERPT. -000- Mrs. J. C. Leggett , 1849 Washington Boulevard, addressed Council to speak about the Beaumont Association of Senior Citizens and their many programs. Mrs. Delia Harrington, 815 Willow Street , addressed Council to say that Beaumont should keep its same ambulance service and also to urge voting against Proposition 6 in the November election . Mr. Louis Williams, 1775 Calder Avenue, addressed Council to request that the Neches River Festival again be allowed use of a portion of the Multimax property April 19-23, 1978 . Mr .
