HomeMy WebLinkAboutMIN OCT 18 1977 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD OCTOBER 18 , 1977 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 18th day of October, 1977 , with the following present : HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II *Calvin Williams Councilman, Ward III Leroy Evans Councilman , Ward IV R. E. Platt Asst . City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Monsignor Marvin Enderle, Saint Anthony ' s Cathedral . The Pledge of Allegiance was led by Councilman Evans. -000- Mayor Ritter issued the following proclamations : "International Credit Union Month" - October, 1977 with special emphasis of "International Cre- dit Union Day in Beaumont" - October 20, 1977 and "United Nations Week in Beaumont" - October 24-30, 1977. -000- Mayor Ritter welcomed two Beaumont Charlton Pollard High School Government students in attendance at today ' s meeting. -000- The Minutes of the regular City Council session held October 11 , 1977 were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 77-300 authorizing the award of bid and a maintenance & repur- chase agreement to Mustang Tractor and Equipment Company for furnishing a compactor for use at the sanitary landfill at a cost of $104, 748. 00 was ap- proved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 77-301 rejecting formal bids received for two (2) black and white police cars and two (2) detective cars was approved on a motion made by Coun- cilman Cash and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 77-302 authorizing the City Manager to enter into an agreement with Garrod &Associates for engineering design for drainage facilities and other appurtenances under Phase II of the Community Development Block Grant Program in Census Tract 17 at an amount not to exceed $33 , 000. 00 for Brooklyn Street , Buford to Lincoln; Pear Street , Sherman to Doucette; Verone Street , Buford to Schwarner; Herring; Street , Buford to Lamar; Ste- wart Street , Verone to Carroll ; Cuniff Street , Irving to Brooklyn Street ; and Jackson Street , Irving to Brooklyn was approved on a motion made by Councilman Cash and seconded by Councilman McGinnis. ,question : Ayes : All Nayes : None -159- October , 18 , 1977 Resolution 77-303 authorizing the City Manager to execute a contract with the Beaumont Art Museum for janitorial and grounds maintenance services at the Wilson Memorial Art Center at a cost of $15,815. 00 was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question : Ayes : All Nayes : None _000- (*Councilman Williams arrived here. ) -000- Resolution 77-304 authorizing the City Manager to execute an amendment to the architectural contract with Gruen Associates for preparation of neces- sary documents for the marquee sign at the Exhibition Hall (CAP 45-B-01) at a cost of $2 , 000. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-305 authorizing the City Manager to execute a Change Order to the contract with H. A. Lott for added fire prevention equipment (200 ' of fire hose on reel and fittings) in the Exhibition Hall (CAP 45-B-01) at a cost of $1 ,436. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 77-306 authorizing payment of SETRPC membership dues in the amount of $12, 290. 69 for FY 77-78 was approved on a motion made by Coun- cilman Evans and seconded by Councilwoman McGinnis. Question : Ayes: All Nayes : None -000- Resolution 77-307 authorizing the City Manager to execute an agreement with State Department of Health for a Women, Infants and Children ' s Nutritional Program Grant was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Mrs . E . B. Durso, 4520 Calder, addressed Council to request she be allowed more time to consider the City ' s offer for property she owns on Irving Street (right-of-way needed for the Irving Street underpass project ) . Mrs. Durso told Council that she was late in receiving her letter from the City. Mrs. Durso was directed to the Real Property Manager for the City. Mrs. Alzie Swearingen, President of the Beaumont Chapter of Texas Senior Citizens , addressed Council on behalf of the Beaumont Association for Senior Citizens requesting funds for several programs offered to the aged and handicapped by this organization. Mrs. Jean Roper addressed the Council to inform them that she did not in- tend to pursue her claim against the City which resulted from an accident with a City bus. -000- There being no further business, the meeting was recessed before continuing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the regular City Council session held October 18 , 1977.
