HELD OCTOBER 11 , 1977
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in Regular Session this the 11th day of October, 1977, with the
following present :

Invocation was given by Reverend Murray R. Powell , St . Matthews
Episcopal Church and College Center
Pledge of Allegiance was led by Councilwoman McGinnis .

Mayor Ritter issued the following proclamations :
1. "Texas Nurse Week" - October 9 , 1977 .
2 . "National Business & Professional Women' s Week" - October 16th
through 22nd, 1977 .
3 . "Country Music Month" - October, 1977 .

Mayor Ritter recognized Messrs . Joe Goetschius and Bruce Allred ,
of the YMBL . Mr . Allred announced opening of Fair at 6 : 00 p .m. ,
Friday, . October 14th and thanked Council for the new facilities
at Fair Park
Councilwoman McGinnis introduced her mother and sister visiting
in Beaumont .

The minutes of the Regular City Council Session held October 4 ,
1977 , approved on a motion made by Councilwoman McGinnis ; seconded
by Councilman Evans.

Ordinance No . 110 appropriating Economic Development Administration
funds and authorizing advertising for bids for an asphalt overlay of
Pearl Street and Park Street from Railroad Avenue to Milam Street
was considered :
ORDINANCE NO. 110
ENTITLED AN ORDINANCE AMENDING THE FISCAL
BUDGET OF THE CITY OF BEAUMONT COMMENCING
OCTOBER 1 , 1977 , AND ENDING SEPTEMBER 30,
1978, BY APPROPRIATING $55, 492 FROM ECO-
NOMIC DEVELOPMENT ADMINISTRATION/LOCAL
PUBLIC WORKS FUNDS TO PROJECT NO. 71-77-312;
APPROPRIATING $52 , 500 FROM ECONOMIC DEVELOP-
MENT ADMINISTRATION/LOCAL PUBLIC WORKS FUNDS
TO PROJECT NO . 71-77-311 ; ALLOCATING SAID
AMOUNTS TO SAID PROJECT ; AND AUTHORIZING
FOR ADVERTISEMENT FOR CONSTRUCTION BIDS .
On a motion made by Councilwoman McGinnis and seconded by Councilman
Cash, Ordinance No . 110 was adopted .

Resolution No . 77-296, authorizing the City Manager to execute
Change Order No . 1 to the contract with H. A. Lott to upgrade class
of storm sewer pipe within the easement granted by Port of Beaumont
and a 26 ' gate in the fence along the south parking area, which will
increase total contract $1 , 511 . 00, was approved on a motion made by
Councilman Evans ; seconded by Councilwoman McGinnis .

Resolution No . 77-297 , authorizing the City Manager to execute
release of judgment against Sanford S . Agate, Trustee, and Verdia
Hamilton and Wilbert Lyions , in the sum of $202. 40, approved on a
motion made by Councilman Evans; seconded by Councilman Cash.
Question: AYES : All NAYES : None

Resolution No . 77-298 , authorizing commencement of eminent domain
proceedings for the acquisition of various parcels of land required
for the Irving Street underpass, approved on a motion made by
Councilman Cash; seconded by Councilman Evans .
City Manager stated that the City had already obtained 12 parcels of
land, but still have 11 parcels left , and still shooting for November
bid date on this particular project .

Resolution No . 77-299, authorizing the release of 12 weed liens

City Manager Howard McDaniel announced a Department Head meeting
to be held immediately following Workshop Session.

RECOGNIZING CITIZENS
Mrs . Delia Harrington, 815 Willow Street , asked that the City get
behind Entex to clean up the area on North Street where they have
been doing some work. City Manager assured Mrs . Harrington that
he would look into the matter and have Entex clean up when their
project was finished .
Also , Mrs . Harrington requested that the City do something about
the ditches in the 1000 and 1100 Blocks on Grand . Mrs . Harrington
stated that garbage was being thrown about by the people in this
area and during the last rain the street was flooded .
Mrs . Cora Dunn, 1415 Calder, asked for continued help from the City
to carry out their programs .
Mr . Ben Hughes , 1510 Edson, supported Mrs . Dunn ` s request .
