HomeMy WebLinkAboutMIN SEP 13 1977 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD SEPTEMBER 13 , 1977 BE T" REMLMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 13th day of September, 1977 , with the follow- in , present : HONORABLE : Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Leroy Evans Councilman, Ward IV Absent : Calvin Williams Councilman, Ward III Howard McDaniel City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Edgar McNeely, 11th Street Baptist Church. The Pledge of Allegiance was led by Councilman Evans . -000- Mayor Ritter issued the following proclamations : "African Methodist Epis- copal Church Week in, Beaumont" - September 13-16 , 1977 ; "Dr. F. Peel Alli- son Day in Beaumont" - September 13 , 1977 ; and "Constitution Week in Beaumont" September 17-23, 1977. -000- The Minutes of the regular City Council held September 6, 1977, were ap- proved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Evans . Question : Ayes : All Nayes : None -00o- Resolution 77c-260 rejecting all bids taken on ice machines was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 77-261 authorizing negotiations for Tracts 1 , 2 , 3 , 4 , 10, 11 , 12 , 13, 16 & 25 and authorizing update of appraisals as may become necessary for the Irving Street Underpass Project (CAP 45-ST-02 -- 071-74-141) was approved on a motion made by Councilman Fvans and seconded by Councilwoman. McGinnis . Question : Aves : All Nayes : . None -000- Resolution 77-262 authorizing payment of $4 , 177 . 00 to Maida Insurance Agency for a premium adjustment to the vehicle liability insurance (Policy #GA-593- 17-30) was approved on a motion made by Councilman Cash and seconded by Coun- cilman Evans. Question : Ayes : All Nayes : None -143- September 13 , 1977 Resolution 77-263 r .thoriling the purchase of R. L. Polk 's 1976-77 "Pro- files of Change" ctata for the Planning Department at a cost of X8 , 957 . 00 was approve._ on a motion made by Councilman Cash and seconded by Council- woman McGinn; s. Question - Ayes : All Nayes : None -000- Resolution 77-264 consenting to the SuaLe ' s quitclaiming its interest in a portion of an irrigation canal easement at the corner of Walker Road (Farm to Market Highway 3120) and Highway 105 was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question : Ayes : All Nayes : None -000- Resolution 77-265 authorizing the City Manager to execute an agreement with the Lower Neches Valley Authority for the proposed salt water barrier on the Neches River was considered. Councilman Cash asked that this item be held until the contract could be reviewed. Councilwoman McGinnis made a motion to approve the resolution; Councilman Evans seconded the motion . Question : Ayes : Mayor Ritter Abstained : Councilman Cash Councilwoman McGinnis Councilman Evans -000- Resolution 77-266 authorizing the City Manager to execute releases of tax judgments for E . Castile Colbert et ux and Stripling Lumber Company ($430.40), John Redeaux, Jr. ($239. 05) , Joanna Hill ($343 . 14) , William E. Hegele, et al, ($1 , 171 . 30) , David Simon ($33 . 16) , and Gwen Wolfe dba Mink Collar Beauty Shop ($17 . 10) and Resolution 77-267 authorizing the City Manager to execute a release of tax judgment for Willie Harris et ux ($1 , 105. 77) were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 77-268 authorizing the City Manager to execute Change Order #, 2 to the contract with Hubbard Electric Company for electric power at Fair Park Arena (CAP 45-P-01 - 073-74-021 ) at a cost of $15, 870. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Messrs . Alan Jameson of Frazier, Stout & Jameson - Consultants , Richard E. Zuschlag of Acadian Ambulance Service and Malcolm Sanders representing Charles Jones - a private ambulance operator, and Mrs . Gertrude Cherry of 635 Wade Street all asked to address Council concerning the proposed EMS system.
