The Pledge of Allegiance was led by Councilman Evans. -000- Mayor Ritter issued the following proclamation: "Buddy Poppy Days in Beau- mont" - May 27 & 28 , 1977 . -000- The Minutes of the regular City Council session held May 17 , 1977 , were approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes:. All Nayes: None -000- Resolution 77-147 authorizing the award of bids to Utility Supply Company for furnishing manhole covers and Western Pipe and Supply Company for fur- nishing meter boxes of various sizes for use in the Water Utilities Depart- ment was approved on a motion made by Councilman Evans and seconded by Councilman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 77-148 authorizing the award of bid to H. A. Lott, Inc. in the amount of $7, 346 ,000 for the construction of the Exhibition Hall, Munici- pal Building and sitework -- Civic Center Complex -- was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question.: Ayes : All Nayes: None -000- ordinance No. 77-55 authorizing the abandonment of a fifteen foot (15 ' ) utility easement located in Lot 3 , Block 14 , Tangledahl Addition was con- sidered: ORDINANCE NO. 77-55 ENTITLED AN ORDINANCE VACATING AND ABANDONING A PORTION OF A UTILITY EASEMENT OUT OF LOT 3 , BLOCK 14 OF THE TANGLEDAHL ADDITION IN THE CITY OF BEAU- MONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes : None -84- May 24 , 1977 Resolution 77-149 authorizing the City Manager to execute a letter of authorization to Turner, Collie and Braden for engineering/design of the Visual Approach Slope Indicator (VAST) , 90% to be funded by FAA, was ap- proved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- Resolution 77-150 authorizing final payment of $14 ,716. 80 to Cajun Con- crete for the construction of two (2) tennis courts at Alice Keith Park was approved on a motion made by Councilman Cash and seconded by Council- woman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 77-151 approving the sale of Athena Communications, Inc. (Beau- mont Cablevision) to Liberty Communications, Inc. was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Ordinance No. 77-56 creating City of Beaumont Industrial District No. 12 and authorizing the execution of an industrial district agreement with Amoco Texas Refining Company was considered: ORDINANCE NO. 77-56 ENTITLED AN ORDINANCE DESIGNATING A PART OF THE AREA LOCATED IN THE EXTRATERRITORIAL JURISDICTION OF THE CITY OF BEAUMONT AS AN INDUSTRIAL DISTRICT AS AUTHORIZED BY THE MUNICIPAL ANNEXATION ACT; PROVIDING THE PURPOSE OF SUCH DISTRICT; AND PROVIDING THAT SUCH DISTRICT SHALL BE KNOWN AS THE "CITY OF BEAUMONT INDUSTRIAL DISTRICT NO. 12" . The ordinance was approved on a motion made by Councilman Evans and se- conded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Ordinance No. 77-57 creating City of Beaumont Industrial District No. 13 and authorizing the execution of an industrial district agreement with Am- erican Rice Growers ' Association was considered: ORDINANCE NO. 77-57 ENTITLED AN ORDINANCE DESIGNATING A PART OF THE AREA LOCATED IN THE EXTRATERRITORIAL JURISDICTION OF THE CITY OF BEAUMONT AS AN INDUSTRIAL DISTRICT AS AUTHORIZED BY THE MUNICIPAL ANNEXATION ACT; PROVIDING THE PUR- POSE OF SUCH DISTRICT; PROVIDING THAT SUCH DISTRICT SHALL BE KNOWN AS THE "CITY OF BEAUMONT INDUSTRIAL DISTRICT NO. 13" ; AND AUTHORIZING EXECUTION OF AN INDUSTRIAL DISTRICT AGREEMENT. The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -85- May 24 , 1977 Resolution 77-152 authorizing an industrial district agreement with Olin Corporation was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Retirement plaques were presented to Messrs. Francisco Perez , 18 years with the Water Utilities Department; Henry Fourt, 21 years with the Fire Department and Henry W. Meek, Sr. , 26 years with the Police Department. -000- Mr. Bob Marshall, 1069 Virginia, addressed Council to complain of not re- ceiving his mail and asked City for a letter to the Post Office Department verifying his address. -000- There being no further business, the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the minutes of the regular City Council session held May 24 , 1977.
