The Pledge of Allegiance was led by Councilman Evans. -000- Mayor Ritter issued the following proclamation: "National Coin Week in Beaumont" - April 17-23, 1977. -000- The Minutes of the regular City Council session held April 5 , 1977, were approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Williams. Question: Ayes : All Nayes : None -000- Resolution 77-116 authorizing the award of informal bid for furnishing bell joint clamps for use in the Water Utilities Department to Dresser Manufacturing Division at a cost of $1,961.52 was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 77-117 authorizing the award of bid for furnishing two (2) correcting selectric typewriters for the Transit Maintenance Facility to IBM Corporation at a cost of $1,332. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- Ordinance No. 77-32 authorizing the abandonment of a 160-foot alley lo- cated between Lot 11, Block 16 , Jirou Addition and Lots 1, 2 and 3 , Block 7 , Long Addition, located generally between the 1000 Block of Long and Harrison Streets in the block bounded by Long, Magnolia, Harrison and Forrest Streets was considered: ORDINANCE NO. 77-32 ENTITLED AN ORDINANCE VACATING AND ABANDONING A TWENTY FOOT (201 ) BY ONE HUNDRED SIXTY FOOT (1601 ) ALLEY IN THE LONG ADDITION IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN. -61- April 12, 1977 The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution 77-118 authorizing the City Manager to commence negotiations for rights-of-way needed for Jackson, Brooklyn and Cuniff Streets , out of Plat F and G, D. Brown Survey, Community Development Block Grant Pro- ject in Census Tract 17 , was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- (City Manager left meeting for appointment with representatives of the Corps of Engineers concerning City Landfill operation -- Asst. City Manager to present rest of Agenda) -000- Resolution 77-119 accepting a grant offer from Urban Mass Transportation Administration for transit operating assistance funds in the amount of $3,556 ; and authorizing the City Manager to execute an "offer of contrac- tual assistance" relative to UMTA Project TX 05-4005-01 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Resolution 77-120 authorizing the support of the establishment of a Burns Center in Jefferson County was considered: RESOLUTION NO. 77-120 WHEREAS, the recent tragic explosion and fire at the Texaco Refinery has illuminated an extreme need in Jefferson County for the establishment of a qualified burn center; and, WHEREAS, the establishment of such a burn center would be in the best interest of the health, welfare and safety of the citizens of Beaumont. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the establishment of a burn center in Jefferson County is hereby sup- ported and encouraged by the City of Beaumont. Question: Ayes : All Nayes: None -000- EXCERPT FROM REGULAR CITY COUNCIL SESSION HELD APRIL 12 , 1977 PUBLIC HEARING TRANSIT OPERATING ASSISTANCE GRANT APPLICATION THOSE present for the public hearing on the Transit Operating Assist- ance Grant Application were : HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV R. E. Platt Asst. City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- MR. PLATT: In accordance with the rules and regulations for operating assistance from the Urban Mass Transit Authority, we would ask, now, Mayor, that you would open a public hearing for operating assistance grant applica- tion. MAYOR RITTER: Good. This portion of the meeting is for input and is a public hearing in relation to this transportation operating assistance grant, so Ronnie, if you or the staff have any presentation you want to make.. . . ? MR. PLATT: If I may, Mayor, I might just read . . . indicate that we are presently making application and that will enable the City to receive a grant that will allow a reimbursement of transit operating expenses in the amount of $208 , 358 . 00 for the period of October 1, 1976 through September 30, 1977. MAYOR RITTER: All right. We ' ll be happy to hear from any citizen that has any questions or comments regarding this grant, we would be happy to recognize you at this time, only asking that you give your name and address for the purpose of our record. (No citizens expressed desire to address Council. ) If there isn' t anyone, Ronnie, is there any other . . . . . . MR. PLATT: No, sir. You've already passed a resolution . . . MAYOR RITTER: . . . . . . Ronnie, do we need anything else . . . MR. PLATT: . . . No, sir. -63- April 12, 1977 MAYOR RITTER: Okay, then, fine, unless anyone on the Council has questions or comments then, we will declare this portion of the public hearing closed. MR. PLATT: The staff has no further business . . . COUNCILMAN EVANS: You might mention on the grant . . . doesn't this cover half of the loss the City has incurred on . . . . MR. PLATT: Yes, it does . . . COUNCILMAN CASH: Mayor, I 'd like to express appreciation for the staff in working to keep the cost down as low as possible. END OF PUBLIC HEARING. END OF EXCERPT. -000- Councilman Cash presented a plaque of appreciation to Kenneth Wall, City Attorney, for serving as attorney for the South East Texas Regional Planning Commission last year. -000- Mr. Walter Keneson, 4045 Rothwell, addressed Council to thank them for passing the resolution supporting the establishment of a burn center in Jefferson County and also asked them to support the Jefferson County Bond election to be held in May. Mr. Frank Arnaud, Sabine Area Central Labor Council, addressed Council to thank them for action supporting the establishment of a burn center in Jefferson County. Mr. Leroy Jones, 2395 Sycamore, addressed Council to complain about the lack of progress being made in Census Tract 17 . Mrs. Delia Harrington, 815 Willow Street, complained about contractors damaging streets while building apartments on Third and McFaddin Streets. -000- Councilwoman McGinnis, noting whistles on chains being worn by some women attending today' s Council meeting, told Council that she has received several calls from women working downtown complaining that downtown streets are unsafe for women, even in daylight hours. Councilman Evans suggested increased police patrol and beat or foot patrol- men.
