HomeMy WebLinkAboutMIN DEC 15 1976 SPECIAL SESSION CITY COUNCIL - CITY OF BEAUMONT HELD DECEMBER 15, 1976 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in Special Session this the 15th day of December, 1976, to discuss the re- sults of discussions between the Fire Fighters Local and the City Attorney held December 14 , 1976, with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Absent: Vi McGinnis Councilwoman, Ward II Howard McDaniel City Manager Kenneth Wall City Attorney R. E. Platt Asst. City Manager Jim Thompson Admin. Asst. to Manager Al Lester Admin. Asst. to Manager -000- Mayor Ritter called an Executive Session pursuant to Section 2 of the Texas Open Meetings Law. -000- At 2 :47 p.m. , an open meeting was declared and members of the news media were present. Discussion between the City Council and Staff continued around the De- cember 14th meeting of the City Attorney and the Fire Fighters Local. City Manager McDaniel read the following to be included in the Minutes of this meeting. "December 15, 1976 Honorable Mayor and City Council City of Beaumont Beaumont, Texas Dear Lady and Gentlemen: I met Tuesday afternoon with representatives of the Firefighters Union to discuss possible settlement of the pending dispute. On advice of counsel, the firefighters preferred not to talk on tape. We, there- fore, made minutes of the meeting and had all persons present to sign them. I am attaching a copy of the propo-sed minutes to this letter. The firefighters were of the view that if they ultimately win their lawsuit, the cost to the City will be much greater and the citizens will get less fire protection than they will under their proposed settlement. They also indicated that if the City wins on appeal or if the citizens vote the act out, a strike is likely. I shall be happy to discuss this matter with you at your conven- ience. Sincerely, /s/ Kenneth Wall City Attorney KW/cb" -200- December 15 , 1976 "MINUTES OF MEETING HELD DECEMBER 14 , 1976 THOSE PRESENT WERE: City of Beaumont Local 399 Kenneth Wall Thad Heartfield Jim Thompson Paul Pierce Larry Williams Domingo Carlin -000- The Union made the following proposal: Wages Grade 1 - 0 - 1 year, $1,050.00 1 - 3 years, $1,100.00 3 years to. . .$1,150. 00 Grade II - $1,250. 00 Grade III - $1,350. 00 Grade IV - $1,450. 00 Grade V - $1,575. 00 Grade VI - $1,750.00 The wage proposal was based upon a three-year contract with annual wage reopeners. The hours worked would be 56 hours per week or the pre- sent schedules during the remainder of this fiscal year. The hours worked in the second and third years of the contract would be 48 hours per week. This would be based on the Kelly Shift Proposal which means one extra shift off every three weeks. In addition, the City would be required to pay 100% of the dependents insurance coverage. " (The above minutes were signed by all present. ) -000- City Manager McDaniel recommended to Council that all items in the coun- ter offer made by the Fire Fighters Local be rejected because of the ex- cessive dollar amount necessary to fund this offer. Councilman Cash made a motion to approve the recommendation by the City Manager; Councilman Williams seconded the motion. Councilman Cash stated that the City was attempting to keep abreast-with City personnel salaries and that the City could not afford this latest offer.
