The Pledge of Allegiance was led by Councilman Evans® -000- The Minutes of the regular City Council session held August 17 , 1976 , were ap- proved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes : None -00o- Resolution 76-246 authorizing the advertising for bids for furnishing 4 ,300 feet of 10-inch PVC pipe and four (4) connectors for the Water Production Department was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None --000- Resolution 76-247 authorizing the advertising for bids for an annual contract for providing .-Type 4 , Grade B, precoated road material (THD 304) , for the Street Department, was approved on a motion made by Councilman Cash and se- conded by Councilman Evans® Question: Ayes : All Nayes: None -000- A resolution authorizing the award of a contract to E. R. Dupuls for improve ments to Booker and Fifth Streets - Assessment Paving Project No, 8 tte amount of $135,917 ; and scheduling September 28 , 1976 as the date for the Bene- fit Hearing, was considered® A motion to approve was made by Councilwoman Mc- Ginnis Ginnis and seconded by Councilman Evans® A lengthy discussion was held which Council members expressed their opinions on the budget prior' ty that Assessment Paving should be given® A motion to table action until after the public hearing on the budget is held August 31, 1976, was made by Councilman Cash and seconded by Mayor Ritter. it was decided the item would be held for action two weeks® Question: Ayes : Mayor Ritter Nayes : Councilwoman McC.-nnis Councilman Cash Councilman Evans -000- -133- August 24 , 1976 Ordinance 76-91 authorizing the abandonment of a portion of Matagorda Strr-_et - located between W. Lavaca and Irby Streets, was considered: ORDINANCE NO. 76-91 ENTITLED AN ORDINANCE VACATING AND ABAN- DONING A PORTION OF MATAGORDA STREET LO- CATED BETWEEN W. LAVACA AND IRBY STREETS IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN. The ordinance was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Ordinance 76-92 authorizing the abandonment of a 16-foot utility easement, lo- cated in Manion Place 8th Addition along the western boundary, south of Fair- meadow Drive, was considered: ORDINANCE NO. 76-92 ENTITLED AN ORDINANCE VACATING AND ABAN- DONING A 16-FOOT WIDE UTILITY EASEMENT LOCATED IN MANION PLACE 8TH ADDITION IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN. The ordinance was approved on a motion made by Councilwoman McGinnis and se- conded by Councilman Cash. Question: Ayes: All Nayes: None -000- Resolution 76-248 authorizing final payment to Allied Supplier and Erection, Inc. , in the amount of $9 ,349 .25, under Base Contract "E" , Athletic Complex, #073-72-011 (CIP 11-AC-01) was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes: None -000- Mr. Ben Rogers, 2030 Thomas Road, explained plans for the restoration of Charl- ton-Pollard High School (badly vandalized when abandoned by the BISD) that would involve City participation but require no expenditure of City funds . He has proposed buying the school property from BISD and giving it to the City. The City could then lease the property to the CP Foundation for use by commun- ity groups. Mr. Rogers also asked that careful consideration be given before the police department budget is cut. Mr. James Lane, 620 W. Lucas, addressed Council to express his concern for the unsafe condition of Interstate 10 during the annual 4th of July Fireworks dis- play at Gateway Shopping City during which people park along the Freeway and some stop to watch the display. Mr. Leantha J. Redd, 2620 San Antonio, spoke in support of Mr. Rogers ' plans for the restoration of Charlton-Pollard High School property and also expressed his concern for the proposed cuts in the Police Department. Mrs. Patty Cantella, 955 Hibiscus Street, expressed her concern for proposed cuts in the Police Department budget and asked that Council reduce spending jr other areas or raise taxes to a level to adequately fund necessary city ser- vices. Mr. Bryan Beck, 2188 North Street, asked that the Police Department be ehialged rather than cut and that salaries be increased. -134- August 24 , 1976 Mr. Wayne Blackburn, 9210 Broun, addressed Council to say he was against pro- posed cuts in the Police Department. Mrs. Irene Henderson, 1145 Lamar Street, Co-Chairman of the Census Tract 17 Committee, spoke in support of Mr. Rogers' plans for the restoration of Charl- ton Pollard High School property. Mrs. Lou Pope Love, 780 Devilleneuve, addressed Council to ask for help in get- ting weeds cut on properties on either side of her home and also asked that the proposed cuts in the Police Department not be made. Mr. Glen Phillips, 4235 Maddox, representing the Variety Social & Civic Club, asked that Council accept Mr. Rogers' offer for the Charlton-Pollard High School property for the restoration of this property. Mr. Haywood Joseph, 6055 Liberty (address unconfirmed) , addressed Council in support of restoration plans for Charlton-Pollard property. Mr. Carroll Walker, 2175 Earl Street, spoke in support of the restoration of Charlton-Pollard property. He also said he is opposed to cuts in the Police Department and feels it could be improved and increased. Mr. W. E. Kinnear, 1810 Washington Boulevard, addressed Council to say he was not in favor of cutting the Police Department personnel. He also expressed his concern for the proposed modifications to Orleans Street. Mr. Leslie Rogers, 1260 Buford, spoke in favor of the proposed restoration of the Charlton Pollard property and in opposition to proposed cuts to the Police Department. Mr. Albert Koontz , 1620 Euclid Street, spoke in support of the proposed plans for the restoration of Charlton-Pollard property and in opposition to cuts in the police and fire departments. Mr. Grace Williams, 630 Shamrock, spoke in favor of the proposed restoration plans for Charlton-Pollard property. Mr. J. C. Leggett, 1849 Washington Blvd. , asked if cross streets would remain open under the proposed plans for the modification of Orleans Street. Answer to question was "yes" . Mr. L. P. Kinnear, 2395 Park Street, asked Council to investigate actual prices Entex and Gulf States Utilities have been paying for fuel and why they keep raising the rates for service. -000- There being no further business, the meeting was recessed before continuing with the Council Workshop Session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the regular City Council session held August 24 , 1976 .
