HomeMy WebLinkAboutMIN JUL 27 1976 REGULAR- SESSION CITY COUlaCIL - CITY OF BEAUMONT HELD JULY 27 , 1976 BE IT REMEMBERED That the City Council of the City of Beaumont, Texas, met in regular session this the 27th day of July, 1976, with the following pre- sent: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Howard McDaniel City Manager Lavon Jones Asst. City Attorney Myrtle Corgey City Clerk -000- The Invocation given by Reverend J. R. Johnson, Minister of the Northwood Christian Church. The Pledge of Allegiance led by Councilman Evans. -000- The Mayor issued the following proclamation: "Water Utilities Recognition Week in Beaumont, " week of August 1-7 , 1976. Mr. B. C. Hall, President of the Southeast Regional Short School of Water Utilities, accepted the pro- clamation. -000- Minutes of the Regular Meeting held July 20, 1976 were approved on a motion made by Councilman Evans; seconded by Councilman Williams. Question: Ayes: All Nayes: None -000- Resolution 76-219 authorizing the approval of changes in the plans and speci- fications for the Fair Park Arena Project and authorizing readvertising for bids (073-64-021) approved on motion made by Councilman Williams; seconded by Councilman Evans: Councilman Cash moved to amend motion, stating he would like to delay any action for one week in order to have time to go back over the plans and specifications with members of staff. Councilman Williams expressed opposition to the delay. Further discussion held relative to the proposed changes to the project. It was brought out that further delay would result in higher construction costs. Councilman Cash withdrew his amendment to the motion. Question: Ayes: CouncilhlaLl., Williams Councilman Evans Mayor Ritter Councilman Cash abstained. -118- July 27, 1976 Resolution 76-220 authorizing the award of informal blds for furnishing one (1) oil containment boom for the Water Reclamation Department to Acme Products Company, in 1,.-he amount of One Thousand Five Hundred Ninety and 101100 ($1, 590. 10) approved on a moticn made by Councilman Evans and secoLded by Mayor Ritter. Question: Ayes: All Nayes: None -000- Ordinance 76-83 for the issuance of a specific use permit for cluster housing development for a 7. 59 acre tract in the Hezekiah Williams Survey for the development of Summerwood Addition, to George Dishman, Jr. , and his heirs, was considered. ORDINANCE NO. 76-83 ENTITLED AN ORDINANCE FOR THE ISSUANCE OF A SPECIFIC USE PERMIT FOR CLUSTER HOUSING DEVELOPMENT FOR A 7- 59 ACRE TRACT HEREIN DESCRIBED IN ACCORDANCE WITH A PLAN FOR DEVELOPMENT; PROVIDING FOR THE FILING OF A DECLARATION COVERING THE 7 . 59 ACRE TRACT. Ordinance 76-83 adopted on a motion made by Councilman Cash; seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 76-221 authorizing payment of $30, 000 to the State Department of Highways and Public Transportation for payment repairs to Eleventh Street from Smart Street northward to IH 10 approved on a motion made by Councilman Evans; seconded by Counc-11man Cash. Question: Ayes: All Nayes: None -000- Resolution 76-222 authorizing the City Manager to execute a contract with Turner, Collie and Braden, Inc. , for the preparation of plans and speci- fications for Phase II improvements at Beaumont Municipal Airport approved on a motion made by Councilman Cash; seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Resolution 76-223 authorizing emergency repairs to 1975 Fiat Allis Chal- mers HDll Dozer, #50-5010, used by the Solid Waste Department approved on a motion by Councilman Williams; seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Resolution 76-224 authorizing the release of weed liens to Emmet E. Langham, C. D. Sutton, Mary L. Jackson, Mrs. H. F. Kenney, Beaumont Independent School District, Henry H. Marquardt and Melvin Phillips. Question: Ayes: All Nayes: None -119- July 27, 1976 CITIZENS SPEAK Mr. V. S. Rudloff, 8210 white Road, asked Council to relieve the drainage problem on his side of White Road. City Manager asked Public Works Director to meet with Mr. Rudloff for a probable solution to the problem. Mr. L. P. Kinnear, 2395 Park Street, addressed Council regarding the Entex rate suit pending -- suggested that we handle the suit under the Anti-Trust Law through a District Court as opposed to a hearing before the Railroad Commission. -000- There being no further business, the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the regular City Council Session held July 27, 1976.
