HomeMy WebLinkAboutMIN JUN 22 1976 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD TUNE 29 ? 1946 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in Regular Session this the 22nd day of June, 1976 , with the following 'Present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Ronald E. Platt Assto City Manager Lavon Jones Asst. City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Gary Turner, Tyrrell Park Baptist Church. The Pledge of Allegiance was led by Councilwoman McGinnis. -000- Mayor Ritter recognized former Mayor Jim McNichola,s who presented a plaque earned on behalf of the City by the Chamber of Commerce Task Force for Physical Environment and given by the "Texas Beautify Council" at its 1976 Meeting. Mr. McNicholas asked that a letter of appreciation be sent members of this Coun- cil with special thanks to Council member and former Beaumont resident, Mr. Maurice Acers. He also asked that a member of City staff be assigned to and given authority for the enforcement of a clean City. -000- The Minutes of the regular City Council session held June 15, 1976 , were ap- proved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- Resolution 76-189 authorizing the award of informal bids for furnishing 150 meter yokes for the Water Department to Norveli-Wilder Supply Company in the amount of $1,705. 50, this being the best bid received, was approved on a mo- tion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution 76-190 authorizing the award of contract for furnishing and erecting a 72" high chain link fence and three gates at the Water Reclamation Center on Lafin Drive to United Fence Company in the amount of $34 , 676 ., 90 , this being the lowest and best bid received was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes : Ali Naves : None Councilman Williams asked if a member of Staff would attend a Workshop in Dallas sponsored by a department in Washington, D. C. , concerning Water Reclamation- Waste Water Treatment. Particulars will be learned and consideration given for sending a member of staff to this meeting. _99- June 22, 1976 Resolution 76-191 authorizing the award of contract for hauling and placing of an asphalt surfacing on Willow Street from north of North Street to Calder, and Irving Street from Buford to Madison Street to A, F,, dones Con-st-r-uct-ion Company in the amount of $11, 800, this being the lowest and best bid received, was ap- proved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Resolution 76-192 authorizing the award of bids fo.- the Fourth Street CAP Pro- ject from Washington Blvd. to College Street "Phase I of the project - CAP 4S- ST-10) to Gatlin Asphalt Company in the amount of $280,611. 50, this being the lowest and best bid received, was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. (2nd Phase - 4th from College to Calder) Question: Ayes : Ali Nayes : None -000- Resolution 76-193 declaring Fifth and Booker Streets in Lincoln Terrace Addi- tion an assessment paving project and authorizing the Public Works and Engineer- ing Department to prepare plans, specifications and cost estimates for said project, was approved on a.. motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 76-194 authorizing the commencement of negotiations for the purpose of acquiring an easement for the relocation of water lines from Keown Supply Company as required by the Texas Department of Highways and Transportation (Pine Street Interchange) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams, Question: Ayes: All Nayes : None Ordinance 76-74 establishing rules and regulations for the operation of the Civic Center Complex was considered for its third and final reading: ORDINANCE NO 76-74 ENTITLED AN ORDINANCE ESTABLISHING THE RULES AND REGULATIONS FOR THE OPERATION OF THE CIVIC CENTER COMPLEX; PROVIDING FOR RATES; PROVIDING FOR SEVERABT LITY AND PROVIDING FOR- REPEAL. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Councilman Cash made a motion to appoint Acting City Manager to permanent City Manager. The motion was seconded by Mayor Ritter. Some members of Council expressed their reluctance to make this appointment while the Acting City Manager was away from the C- t.y 'absence due to Texas City Managers Association Conference in Amarillo without having first talked with him concerning his permanent appointment. Councilwoman McGinnis made a motion to table action © motion failed for lack of a second. A lengthy discussion was held and the question called for on the original motion. Question: Ayes : Mayor Ritter Councilman Cash -100- June 22 , 1976 Other members of Council did not vote -- motion failed for lack of a majority. Councilman Evans asked that appointmenta be placed. on the regular Agenda next Tuesday, June 29th. Council concur-red but some members asked that interviews with the four appointees be scheduled piior to Tuesday' s meeting. -000- Mr. Albert P. Reese, 1810 Walton, addressed Council to complain of the alleged unnecessary arrest of his son and several ethers on the charge of "public in- toxication" . Mr. Lavon Jones, Asst. City Attorney, advised Mr. Reese, his son, and City Coun- cil +-hat it was not proper to discuss this matter because of pending court pro- ceedings. -000- Mr. L. P. Kinnear, 2395 Park Street, addressed Council to again complain of high gas bills, -000-- There being no further business, the meeting was recessed before continuing with the workshop session scheduled for 1 : 30 p.m., -000- T, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held June 22, 1976 .
