HomeMy WebLinkAboutMIN JUN 08 1976 REGULAR SESSION CITY COUNCIL ® CITY OF BEAUMONT HELD JUNE 8, 1,976 BE IT REMEMBERED that the City 'Council of the City of Beaumont, Texas, met in regular session this the 8th day of June, 1976, with the following in attendance: HOMORABLE: Ken Ritter Mayor Vi McGinnis Councilwoman, Ward II Mayor Pro Tem Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Howard McDaniel Acting City Manager Laeon Jones Asst. City Attorney -000- The Invocation was given by Reverend John Wesley Hardt, First United Metho- dist Church. The Pledge of Allegiance led by Councilman Williams. -000- Mayor Ritter issued the following Proclamation: "Flag Day in Beaumont" Monday, June 14, 1976. Messrs. John Klinkhammer representing Elks Lodge and Bill Nelson of the Bicentennial Commission, received the Proclamation and urged all citizens of Beaumont to attend the Flag Day Celebration to be held June 13th in Cardinal Stadium. Also urged all citizens to fly their flags from June 14th through July 4th. -000- Mayor Ritter recognized Mr. Franklin C. Young, District Engineer for the State Department of Highways and Public Transportation who presented a check to the City of Beaumont for $216, 029.42 which represents the State' s share of the recently purchased City buses. This reflects about 65% rather than the 20% the City anticipated receiving for the transportation system. -000- The Minutes of the regular City Council session held June 1, 1976, were approved on a motion made by Councilwoman McGinnis; seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- on a motion made by Councilman Evans; seconded by Councilwoman McGinnis, authority granted to advertise for bids to sell a frame house located at 4215 Pradice Street. This house was acquired by the City in connection with right of way for the Sarah Street Project. (CIP 11-ST-122) Question: Ayes: All Nayes: None _90- JUNE 8, 1976 -000® On a motion made by Councilwoman McGinnis and seconded by Councilman Evans, authority granted to advertise for bids for a boat ramp and approach to the ramp, to be located on Pine Street, at the west bank of the Neches River. (To be funded by the Texas Parks & Wildlife Department in conjunction with the Lower Neches Valley Association. Question: Ayes- All Nayes : None -000® Resolution 76-174 authorizing the award of bids for furnishing 8001 of 41x78 box culvert pipe for covering of drainage ditch 15001 west of 23rd Street between Phelan Blvd. and Hillebrandt Bayou to Pyramid Concrete Pipe Co. , in amount of $50, 360. 00, was approved on a motion made by Councilman Evans and seconded by Councilman Williams, (This is a budgetary item,. Question: Ayes: All Nayes : None -000- Resolution 76-175 authorizing the award of informal bids for furnishing the necessary repairs to the roof on the warehouse building at 2610 Concord to Sabine Industries, Inc. , in the amount of $1, 346. 70, was approved on motion made by Councilwoman McGinnis; seconded by Councilman Evans. Question: Ayes: All Nayes: None -000® Resolution 76-176 authorizing the award of bids for furnishing one (1) high ban base station for the Building Maintenance Department to RCA Mobile Com- munications Systems, in the amount of $3, 350. 00, was approved on a motion made by Councilman Evans; seconded by Councilwoman McGinnis. Question: Ayes: All Nayes - None -000- Resolution 76-177 authorizing the award of a contract to CaJun Concrete Works, Inc. , in the amount of $22 , 968 . 80, for construction of two (2) tennis courts at Rogers Park and one (1) tennis court at Ida Reed Park was approved on a motion made by Councilman Evans; seconded by Council- woman McGinnis. This is a budgeted item. Question: Ayes: All Nayes : None -000- Resolution 76-178 authorizing the award of a contract for fencing the two tennis courts at Rogers Park and the one tennis court at ldma Reed Park to Allied Supplier and Erection, Inc. , in the amount of $3 , 598000, was approved on a motion made by Councilwoman McGinnis; seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Acting City Manager asked that Council consider a motion to reject all bids received for Fair Park Area Project (General Construction) and authorize readvertising for bids. Motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes. None _91- JUNE 8 , 1976 -coo- Resolution 76179 authorizing the City Manager to execute all documents necessary to make application to the Governor' s office of Traffic safety for necessary funds to continue the Systems Management for Traffic Safety Program for the City of Beaumont appro%7,ed on a motion made by Councilman Evans; seconded by Councilman wiliji-ams, Question: Ayes-, All Nayes: None -coo- Resolution 76-180 authorizing the City Manager to execute all documents necessary to apply for two grants from the Governor' s Office of Traffic Safety for construction of barricades and for associated sign replacement funds. Total for two new applications will be for approximately $12, 000. Question: Ayes; All Nayes: None -coo- ordinance No. 76°69 amending Section 37-58 . 2 by changing the speed limits and establishing new speed limits on various streets considered for adoption on a motion by Councilwoman McGinnis; seconded by Councilman Evans, ORDINANCE NO,, 76-69 ENTITLED AN ORDINANCE AMENDING SECTION 37-58.2 BY CHANGING THE SPEED LIMIT ON EAST LUCAS AND ESTAB- LISHING NEW SPEED LIMITS FOR FOURTH STREET® FOLSOM ROAD® CROW ROAD, PHELAN BOULEVARD AND AVENUE A WHEN SIGNS ARE ERECTED GIVING NOTICE THEREOF; PRO- VIDING A PENALTY; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL Question: Ayes: All Nayes: None -000- Resolution 76-181 authorizing the City Manager to execute on behalf of the City of Beaumont, a 51 utility easement to Gulf States Utilities Company from Jirou to the Babe Zaharias Memorial Building approved on a motion made by Councilman Evans; seconded by Councilwoman McGinnis. Acting City Manager stated that a public meeting was held and was well attended and the input from this meeting used In formulating the rules and regulations. It was brought out by the Manager that the ma3ority of people had been heard and it is felt that the rates do not put an undue burden on the people, but will al-1-ow t e City t,0 get some return on their expenses. Question® Ayes : Ali Nayesg None -000- CITIZENS SPEAK Mr. Albert Robinson, President of NAACP presented a Resolution to Council relative to a proposed contract with the State Department of Public Wel- fare for a Medical Transportation Program currently operated by Economic Opportunity Commission South East Texas. The Resolution called on elected officials to support the contractual funding of programs with Black Agencies. Mr... L. J, Heilmann, 5645 Scenic Drive, Blue Lake Estates, who asked that so hing be done about the drainage in this area. Further, Mr. Heilmann asked that the ordinance involving barbed wire fencing be put back on the books® Acting City Manager assured Mr. Hellmann that he would get with the Public Works Department to see what could be done to relieve the drainage problem. In the matter of the barbed wire, Acting City Manager stated he would get with members of the Staff for poasible solution and present alternates for Council consideration. Mrs. Sharon Eaves, 5550 Scenic Drive, Blue Lake Estates, asked Council to see what could done about drainage in the Blue Lake Estates, Mr. L. P. Kinnear, 2395 Park Street, asked Council to do something about the increase in gas rates in Beaumont. -000- There being no further business, the meeting was adjourned.
