The Pledge of Allegiance was led by Councilman Evans, -000- The Mayor issued one proclamation: "Elks ' National Youth Week in Beaumont" May 1-7 , 1976 . _000- Minutes of the regular sessions of the City Council held March 30, April 13 any April 20 and special session of April 8 , 1976 , were approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Authorization to advertise for bids for the Fair Park Arena was granted on a motion made by Councilwoman McGinnis and seconded by Councilman Evans® ("CAP - 45-P-01) Question: Ayes : All Nayes: None -o00- Resolution 76-139 authorizing final payment on the following sanitary sewer con-, tracts (WPC-TEX-975) : Contract 11 in the amount of $105,766026 ; Contract 111-D in the amount of X108, 519. 70; Contract 111-F in the amount of $82 ,271, 02 ; Con- tract III-G in the amount of $129,692. 16; Contract 111-H in the amount of $38 , 097. 42; and Contract III-I in the amount of $52 , 378 . 88 (CIP li-SS-031 and 11-SS-041/047) was approved on a motion made by Councilwoman McGinnis and se= conded by Councilman Cash. Question: Ayes : All Nayes : None -000- Ordinance 76-56 accepting funding from the State Department of Highways and Pub- lic Transportation and the Federal Highway Administration; authorizing utiiiza- tion of unallocated CIP signal improvement funds as local 10% match; appropria- ting $38 , 800 to the Safety Demonstration Projects Account of which $34 , 920 will be provided by the Federal Aid Highway Act, Section 230 funding, and $3 ,880 from unallocated traffic control funds (CIP) presently in Account 074-99-999; auth- orizing payment of local match funds as required by the State Department of Highways & Public Transportation to the State Treasurer, Account of Trust Fund No. 927; and, authorizing the Mayor and City, Council members to execute an agreement with the State Department of Highways and Public Transportation ne- cessary for the installation of a permanent signal at the intersection of Coi- lege Street & Langham Road, was considered: -67® April 27, 1976 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1975, AND ENDING SEPTEMBER 30, 1976, BY TRANSFERRING THE TOTAL SUM OF $38r800 00 TO AN ACCOUNT FOR SAFETY DEMONSTRATION PROJECTS; $34 , 920. 00 SHALL BE TRANSFERRED TO THE SAFETY DEMONSTRATION PROJECTS ACCOUNT FROM FEDERAL AID HIGHWAY ACT SECTION 230 FUNDS AND $3,680 00 SHALL BE TRANSFERRED TO THE SAFETY DEMONSTRATION PRO- JECT ACCOUNT FROM UNALLOCATED TRAFFIC CONTROL FUNDS, ACCOUNT NO. 074-99-999; AUTHORIZING PAY- MENT OF LOCAL MATCH FUNDS AS REQUIRED BY THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION TO THE STATE TREASURER; AUTHORIZING EXECUTION OF AGREEMENTS WITH THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION. The ordinance was approved on a motion made by Councilwoman McGinnis and secor,- ded by Councilman Cash. Question: Ayes : All Nayes : None -000- Resolution 76-140 authorizing payment of $48,902.24 to Gulf States Utilities Company constituting the cost differential between wood Poles/overhead lines and metal poles/underground wiring for Phelan from Kennedy to Dowlen and Dowle", from Calder to Lexington was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- Resolution 76-141 adopting the City of Beaumont Preliminary Bicycle Plan was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans: Question: Ayes: All Nayes : None -000- Ordinance No. 76-57 creating the Airport Zoning Board and appointing two member­,-to serve (joint committee with Jefferson County - two members appointed by eact entity and fifth member appointed by the four) was considered: ORDINANCE NO. 7657 ENTITLED AN ORDINANCE ESTABLISHING A JOINT AIRPORT ZONING BOARD IN CONJUNCTION WITH JEFFERSON COUNTY, TEXAS; APPOINT TWO MEMBERS AS THE CITY'S APPOINTEES; PROVIDING DUTIES; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance, also appointing Gene Darst and Stir•ling Copp to serve, was ap- proved on a motion made by Councilman Cash and seconded by Councilwoman Mc- Ginnis. Question: Ayes : All Nayes: None -000- Resolution 76-142 authorizing the execution of a Quitclaim Deed to Mrs. Eliza- beth Morris in the amount of $1200. 00 was approved on a motion made by Council- man Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- -68- April 27, 1976 Resolution 76-143 authorizing the release of weed liens against Merle A. Knox ($55. 00) , Samuel Levine, Jr. ($20. 71) and Jeannette Archer ($55. 00) was approvet on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- A dilapidated structures hearing to consider approximately 70 structures was set for May 11, 1976 on a motion made by Councilman Evans and seconded by Coun- cilman Cash. Question: Ayes : All Nayes : None -000- Mayor Ritter announced that ceremonial groundbreaking for the proposed Transit System Terminal Building was scheduled for 11: 30 a.m. this date at the corner of Milam and Park Streets. -000- Mr. John W. Horton, 3385 Wooster Avenue, asked that bus service be extended frogs Lela, Usan & Bob to Sarah, Blanchette to Lincoln Terrace and to the Melton YMCA.
