Leroy Evans Councilman, Ward IV Absent: Calvin Williams Councilman, Ward III Ronald E. Platt Asst. City Manager Lane Nichols Asst. City Attorney -000- The Invocation was given by the Reverend Oleg Olas, St. Michael 's Orthodox Church. The Pledge of Allegiance was led by Councilman Evans. -000- The Mayor issued the following proclamations: "Alcoholism Prevention and Treat- ment Week in Beaumont" - March 14-20, 1976; "Lions' White Cane Day in Beaumont" March 20, 1976; "National Youth Art Month in Beaumont" - March, 1976; and "Volunteer Services Council Week in Beaumont" - March 15-21, 1976 -000- The Minutes of the regular session of the City Council held March 9, 1976, were approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Evans. Question: Ayes: All Nayes: None -000- Resolution 76-87 authorizing the award of bids for furnishing one (1) 651 aerial bucket truck to Utility Equipment Company in the amount of $42,299.32, this being the lowest and best bid received, (to be used by the Traffic and Transportation Department) was approved on a motion made by Councilwoman Mc- Ginnis and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- Resolution 76-88 authorizing the award of informal bids for furnishing three (3) portable walkie-talkie units for the Fire Department to Motorola Communi- cations and Electronics, Inc. in the amount of $1,590. 30, this being the low- est and best bid received, was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- Resolution 76-89 authorizing the award of bids for furnishing one (1) step van for the Fleet Department to Beaumont Motor Company in the amount of $4 ,954 .56, this being the lowest and best bid to meet specifications (to be used by the Water Department as a meter service truck) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- -43- March 16, 1976 Resolution 76-90 authorizing the award of bids for making necessary repaii:,'- 'cj a trash trailer to Audilet's Trailers in the amount of $3,560. 00, this being the lowest and best bid received, was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Resolution 76-91 authorizing the award of bids for furnishing one (1) trash trailer for the Solid Waste Department to Alex Feigelson in the amount of $8,103. 00, this being the lowest and best bid received, was approved on a mo- tion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Resolution 76-92 authorizing the award of bids for furnishing 10,000 feet of 6" and 4, 000 feet of 811 asbestos-cement pipe for the Water Department to Muni- cipal Pipe and Fabricating Company in the amount of $28,360. 00, this being the lowest and best bid received, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Ordinance 76-34 authorizing the issuance of a specific use permit to enable the development of a cluster housing project (C.A. Kohler, near Thomas Road & Delaware) was considered: ORDINANCE NO. 76-34 ENTITLED AN ORDINANCE FOR THE ISSUANCE OF A SPECIFIC USE PERMIT FOR CLUSTER HOUSING DEVELOPMENT FOR A 30. 629 ACRE TRACT HEREIN DESCRIBED IN ACCORDANCE WITH A PLAN FOR DEVELOPMENT; PROVIDING FOR THE FILING OF A DECLARATION COVERING A 22. 787 ACRE TRACT; PROVIDING FOR THE FILING OF A SUBSEQUENT DECLARATION COVERING THE REMAINTER OF SAID 30. 629 ACRE TRACT. The ordinance was approved on a motion made by Councilwoman McGinnis and se- conded by Councilman Evans. Question: Ayes: All Nayes: None -000- Resolution 76-93 authorizing the acceptance of the proposed 10% increase in medical insurance rates by California Western Insurance Company to be effective April 1, 1976, was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- Resolution 76-94 authorizing payment to Shimek, Roming, Jacobs, and Finklea, Consulting Engineers, for assistance in study of application for rate increase by Entex in the amount of $5,825.83 , was approved on a motion made by Council- woman McGinnis and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- Ordinance 76-35 amending the boundaries of the City of Beaumont Industrial District (Mobil Oil) was considered: -44- March 16 , 1976 ORDINANCE NO. 76-35 ENTITLED AN ORDINANCE AMENDING ORDINANCE 75-75 INCREASING THE AREA CONTAINED IN THE "CITY OF BEAUMONT INDUSTRIAL DISTRICT" . The ordinance was approved on a motion made by Councilwoman McGinnis and secon- ded by Councilman Cash. Question: Ayes: Mayor Ritter Abstained: Councilman Evans Councilman Cash Councilwoman McGinnis -000- Ordinance 76-36 establishing City of Beaumont Industrial District #9 (Swift Chemical Company - formerly Mobil Chemical Company) was considered: ORDINANCE NO. 76-36 ENTITLED AN ORDINANCE DESIGNATING A PART OF THE AREA LOCATED IN THE EXTRATERRITORIAL JURIS- DICTIJON OF THE CITY OF BEAUMONT AS AN INDUS- TRIAL DISTRICT AS AUTHORIZED BY THE MUNICIPAL ANNEXATION ACT; PROVIDING THE PURPOSE OF SUCH DISTRICT; AND PROVIDING THAT SUCH DISTRICT SHALL BE KNOWN AS THE "CITY OF BEAUMONT INDUSTRIAL DISTRICT NO. 911 . The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. " In answer to questions by Mr. Nichols, Mr. Brown stated that all structures met the definition of dilapidated structures in accordance with the City Dan- gerous Structure Ordinance and said that he recommended that each be condemned and ordered demolished as soon as possible. A motion to condemn and order demolished was made by Councilwoman McGinnis and seconded by Councilman Evans. Daniels President) presented a petition containing 1638 signatures to Mayor Ritter "appealing for relief from the excessively high rate of gas we are being billed for and paying . . .
