HomeMy WebLinkAboutMIN MAR 09 1976 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD MARCH 9, 1976 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 9th day of March, 1976, with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward 11 Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Howard McDaniel Acting City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mr. W. J. Balmer, Public Works Coordinator. The Pledge of Allegiance was led by Councilwoman McGinnis. -000- The Mayor issued the following proclamation: "Camp Fire Girls Week in Beaumont!' March 14-20, 1976. -000- The Minutes of the regular City Council session held March 2 , 1976, were ap- proved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- A motion authorizing the advertising for bids for cleaning and painting exter- ior of the 1.5 MG elevated water storage tank located at 3705 E. Lucas was made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes: None -000- Resolution 76-79 authorizing the award of bids for furnishing laboratory equip- ment for the Regional Crime Laboratory to Fisher Scientific in the amount of $24 ,185. 00, this being the lowest and best bid received; and to American Opti- cal Corp. in the amount of $8 ,784 . 00, this being the only bid received (100% funded by C.J.C. ) was approved on a motion made by Councilwoman McGinnis and Councilman Evans. Question: Ayes : All Nayes: None -000- Resolution 76-80 authorizing the award of bids for furnishing various types of traffic signal equipment to Signal Engineering Company in the amount of $5,112 , this being the lowest and best bid received, was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 76-81 authorizing the award of informal bids for furnishing corpora- tion stops for the Water Department inventory to Universal Palestine in the amount of $1, 531.50, this being the lowest and best bid received, was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- -40- March 9 , 1976 Resolution 76-82 authorizing the award of informal bids for furnishing curb stops for the Water Department inventory to Municipal Supply Company in the amount of $1, 325. 34 , this being the lowest and best bid received, was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes: None -000- Resolution 76-83 rejecting all bids received for furnishing two (2) disk drives for the City' s computer system was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes: None -000^ Resolution 76-84 authorizing the American National Bank to pledge to Texas Com- merce Bank of Houston $1,630,000 in securities, was approved on a motion made by Councilman Cash and seconded by Mayor Ritter. Question: Ayes: All Nayes: None -000- Resolution 76-85 authorizing payment to the Southern Pacific Transportation Ccm- pany in the amount of $32,421.32 as reimbursement for the cost of construction of an improved plank railroad crossing and signalization on Wooten Road, con- necting Gulf Terrace Addition across Southern Pacific railroad tracks to College Street was approved on a motion made by Councilman Williams and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- Resolution 76-86 appointing Abe Millgram, Luke Honea, John S. McDonald, Don Streety and Howard Caywood to the 1976 Tax Equalization Board was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes : All Nayes: None -000- Ordinance 76-33 amending the election ordinance to provide for posting of pub- lic notices was considered: ORDINANCE NO. 76-33 ENTITLED AN ORDINANCE AMENDING ORDINANCE NO. 76-25 TO PROVIDE THAT NOTICE OF THE GENERAL MUNICIPAL ELECTION OF THE CITY OF BEAUMONT BE GIVEN BY POSTING A COPY OF THE ELECTION ORDINANCE AT EACH POLLING PLACE; BY PUBLISHING A NOTICE OF SAID ELECTION IN A NEWSPAPER; AND BY FILING WITH THE COUNTY CLERK OF JEFFERSON COUNTY, TEXAS AND PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Mayor Ritter recognized Henry Engelbrecht, Director of Parks & Recreation, who told the Council that the City' s Basketball Program had been excellent this season. He said there were 43 teams in 3 divisions (Men's Open, Men's Church and Boys' Church) . All 3 division winners won first place in regional competi- tion and will compete for State. Mr. Engelbrecht introduced Mr. Tidas Jackson, one of the participants, who showed some of the trophies that had been won. -000- -41- March 9, 1976 Mayor Ritter and Wilbur J. Balmer, Public Works Program Coordinator, urged citi- zens to attend the public hearing for the Taylor's Bayou Program to be held in the Beaumont City Auditorium, Saturday, March 13th, at 9 :30 a.m. -000- Mr. L. J. Heilmann, 5645 Scenic Drive, Blue Lake Estates, presented a petition containing 52 signatures asking for relief for drainage problems in Blue Lake Estates that he said were caused by the joining of Major Drive and Walker Road. Mr. Earl Deland, Director of Public Works, said the City is negotiating to ob- tain an easement to build a ditch going west from Walker Road to alleviate the problem. Mr. Heilmann also asked that the City reconsider allowing barbed wire to be used in the City limits in residential sections.
