The Minutes of the regular City Council session held October 21, 1975 , were
approved on a motion made by Councilman Evans and seconded by Councilman
Williams,

Resolution 75-384 author Izing the a,,4al,d of building construction contracts on
the Athletic Complex (CIP 11-AC-01 --- $140 ,000 to be funded from Revenue Shar-
ing) to Korrect Steel (Covered Play A.rea -- $36 ,700) , Daniels Construction
(Sports Service Center - $82, 400 and Concession and Scoring Buildings - $133,200
Port City Construct-Ion (Tennis , Paddle Tennis and Fencing - $134 , 820 and Allied
Supply (Fencing for Softball Complex - $93 , 492. 53) in the total amount of
$480, 621 . 53 , these being the lowest and best bids received, was approved on a
motion made by Councilman Cash and seconded by Councilman Evans .

Resolution 75-386 authorizing the City Manager to execute a contract between
the State of Texas and the City of Beaumont relative to the establishment of
accident investigation sires an Iii-10 �,jas approved on a motion made by Cccun-
cilman Evans and seconded by Ccuncilman Williams.

Ordinance 75-68 amending Chapter 28 of the Code of Ordinances to adopt the 1975
Edition of the Standard Plumbing Code and amendments was considered:

ORDINANCE NO. 75-68
ENTITLED AN ORDINANCE AMENDING CHAPTER 28 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT,
TEXAS, TO PROVIDE FOR THE ADOPTION OF THE 1975
EDITION OF THE STANDARD PLUMBING CODE WITH A-
MENDMENTS; PROVIDING FOR SEVERABILITY; AND PRO-
VIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Cash and seconded by
Councilman Williams.

Mr. Tommie Warren, Plumbing Board of Review, answered questions about changes
asked by Council.

A public hearing on Dilapidated Structures was set for November 11, 1975 , on a
motion made by Councilman Cash and seconded by Councilman Evans.

The third and final reading of a franchise ordinance for CATV was held for
action until further financial information can be obtained for recommendation
by the City Manager to the City Council.

Resolution 75-387 authorizing William J. Avery, Finance Officer, as alternate
signature for city checks was approved on a motion made by Councilman Evans
and seconded by Councilman Williams.

In answer to questions by Councilman Cash, Mr. Eddie Whitnell, Director of Traf-
fic and Transportation, told Council that he had met with State Highway Officials
concerning alternate temporary solutions to the intersection of Lawrence Drive
and Eastex Freeway.

Mr. Victor Russell, 2294 Broadway, addressed Council concerning the need for
more effective control and regulation of noises , especially vehicular noises .
Mr. A. Harry Lombardo, Beaumont, addressed Council to ask questions concerning
construction changes of the Freeway over Pine Street and construction of the
Lamar Freeway.
