McGinnis Councilwoman, Ward 11 Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Ronald Plitt Asst. City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Very Reverend .Francis Burlton, Chancellor of the Diocese of Beaumont, The Pledge of Allegiance was led by Counc:1.1man Cash. The Mayor issued the following proclamations - "Marine Corps Week in Beaumont" November 4-10, 1975; "Gladys C-Ity Week" - November 16-22, 1975; and Optimists ' "Youth Appreciation Week In Beaumont" - November 10-16 , 19750 -000- The Minutes of the regular sesrion of -the City Council held October 28 , 1975, were approved on a moticn made by Ccti.7,ci],iran Evans and seconded by Councilman Williams. Question: Ayes : All Nayes: None Ordinance 75-69 determining the necessity for the improvements, approving the plans, specifications , and cost estimates , and authorizing the advertising for bids for Home Addition Assessiment- Paving Prnject No. 7 was considered: ORDINANCE NO. /5-69 ENTITLED AN ORDINANCE DETERMINING THE NECES- SITY FOR AND ORDERING THAT NATHAN, AUDREE, ROBINSON, LIGGITT, BOWEN, PERTH PLACE & KAR- LETT THROUGH BLOCKS 1-11 IN THE HOME ADDITION, PUBLIC STREETS IN THE CITY OF BEAUMONT, TEXAS, SHALL BE IMPROVED, ADOPTING AND APPROVING PLANS AND SPECIFICATIONS FOR SUCH IMPROVEMENTS; LISTING APPARENT PROPERTY OWNERS ABUTTING ON SAID PORTION OF SAID STREETS; PROVIDING THAT A PART OF THE COST SHALL BE PAID BY THE CITY AND A PART THEREOF SHALL BE PAID BY ASSESSMENTS A- GAINST THE ABUTTING PROPERTY AND THE OWNERS THEREOF; FINDING AND DETERMINING THAT LOWER BIDS FOR SAID CONSTRUCTION WILL BE RECEIVED !F THE CONTRACT FOR THE WORK PROVIDES FOR PAYMENT IN CASH BY THE CITY RATHER THAN PAYMENT BY PAV- ING CERTIFICATES; PROVIDING FOR CITY FINANCING OF PAVING CERTIFICATES ISSUED ON SAID PROJECT; PROVIDING FOR LEVYING ASSESSMENTS AGAINST ABUT- TING PROPERTY; PROVIDING THAT ALL AMOUNTS RE- CEIVED BY THE CITY UNDER THIS PROJECT SHALL BE PAID INTO THE FUND OR FUNDS FROM WHICH THE AP- --1.65- November 4 , 1975 PROPRIATION FOR THE CONSTRUCTION CONTRACT WAS MADE; PROVIDING THE TIME, TERMS AND CONDITIONS OF PAYMENT AND DEFAULTS OF SAID ASSESSMENTS; DIRECTING THE CITY CLERK TO FILE NOTICE OF IN- TENT TO ASSESS; DIRECTING THE CITY CLERK TO AD- VERTISE FOR BIDS FOR THIS PROJECT; INVOKING THE PROCEDURE OF ARTICLE 1105b OF THE REVISED CIVIL STATUTES OF THE STATE OF TEXAS; AND PROVIDING FOR SEVERABILITY, The ordinance was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 75-388 authorizing the City Manager to accept an annual maintenance agreement ($1, 800. 00 for one year beginning November 4 , 1975) with Dover Ele- vator Company for the Dover Electric Elevator in the Police Department was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 75-389 authorizing acceptance of a 101 wide by 76 ' long easement from Amoco Production Company, connecting a previously granted easement in the vicinity of Boys Haven on major Drive (611 water line to connect with a 30" water line to serve West Haven Subdivision) was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes: None -000- An ordinance amending the Code of Ordinances of the City of Beaumont to pro- vide for the collection of certain permits and fees by the City Clerk was held and no action taken. -000- Resolution 75-390 granting permission to have Bucket Truck #30-0324 , a 1966 2-ton Chevrolet Aerial Truck used by Traffic & Transportation Department and Building Maintenance, sent to Houston to Utility Equipment Company Interna- tional, Inc. , for a complete overhaul and testing of the turret and boom, in the amount of approximately $1, 500 . 00 was approved on a motion made by Coun- cilman Williams and seconded by Councilman Evans. Question: Ayes : All Nayes: None -000- Resolution 75-391 granting permission to have Police Car #1065, which was in- volved in an accident October 17, 1975 , repaired at the approximate cost of $1,165. 56 by Bullington Oldsmobile (amount to be reimbursed by non-city' s driver ' s insurance) was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 75-392 granting to have emergency repairs made to the undercarriage of #938 , a 1969 International Model 150 front end loader (track type) by World Wide Welding and Press Company of Houston at an estimated $3 ,500. 00 was approved on a motion made by Councilman Cash and seconded by Councilman Evans. (Unit used by Sewer Maintenance Department) Question: Ayes: All Nayes: None -186- November 4 , 1975 Mr. Platt read a news release stating that Beaumont 's Code Enforcement Adminis- trator, Forrest Nelson, has been unanimously elected President of the Standard Building Code Congress at 1b, annual conference held in Nashville, Tennessee, last week. -000- Councilman Williams commended Councilwoman McGinnis for being elected President of the Institute of Mayors and Councilmen at a recent Texas Municipal League held in Houston, Texas. Council concurred. -000- Reverend J. Boyd Davis, First Bible Baptist Church, addressed Council to again request installation of 4-way stop signs at the intersection of Cleveland and Fillmore Streets.
