The Pledge of Allegiance was led by Councilwoman McGinnis. -000- Mayor Ritter issued the following proclamations : "Women's Army Corps Week in Beaumont" - May 11-17, 1975, and "National Head Start Day in Beaumont" - May 14 , 1975. -000- The minutes of the regular session of the City Council held May 6, 1975, were approved on a motion made by Councilman Cash and seconded by Councilwoman Mc- Ginnis. Question: Ayes : All Nayes : None -000- Resolution 75-180 authorizing the award of bids for furnishing Bell Joint Clamps for the Water Distribution Department to Dresser Industries in the amount of $1, 870. 56 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 75-181 authorizing the award of informal bids for furnishing Swim- ming Pool Pant for the Parks Department to Russco Paint in the amount of $1, 072. 76 , this being the lowest and best bid received, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes: None -000- Resolution 75-182 authorizing the payment of insurance premium for fire and extended coverage on the new Water Utilities Service Center for the period February 19, 1975, through July 1, 1976 , in the amount of $2,365. 00 (coverage $394 , 000 for the building and $10,800 for contents) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- - resolution authorizing the City Manager to reappoint the firm of Wathen, DeShong, and Henderson to prepare the audit for the fiscal period ending September 30, 1975, was tabled on a motion made by Councilman Evans and secon- ded by Councilwoman McGinnis. (Request was to table for two weeks. ) Question: Ayes: All Nayes : None -000- Resolution 75-183 authorizing the City Manager to execute amendment No. 1 to the grant agreement between the City of Beaumont and FAA dated March 11, 1975 was approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Cash. Question: Ayes : All Nayes : None -000- The amendment of the Health Card Ordinance, Section 14-8 to read "the charge for X-rays be increased to $6 .10 was considered: AN ORDINANCE ENTITLED AN ORDINANCE AMENDING CHAPTER 14 , SECTION 14-8 TO THE CODE OF ORDINANCES OF THE CITY OF BEAU- MONT, TEXAS, TO PROVIDE FOR A $6 .10 CHARGE FOR NECES- SARY X-RAYS DONE BY THE HEALTH DEPARTMENT IN THE IS- SUANCE OF A HEALTH REGISTRATION CARD; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. Question: Ayes : All Nayes : None -000- Resolution 75-184 authorizing the City Manager to execute a contract with George Ingram and Assoc. for Architectural services on a Transit-Maintenance Administrative-Service Complex was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes: None -000- Mr. Devero told Council that Lt. Jack McCanne - Police Department ' s Public Service Unit - has an article in this month' s F.B.I. magazine concerning the Police Department's News Media Hot Line -- a device used to alert the news media concerning items of importance (wrecks, fires, crimes, etc. ) . Mr. Devero announced that Council Workshop Session has been changed from 3 : 00 p.m. Thursdays to 3 : 00 p.m. Tuesdays in the Council Chambers. -000- Councilman Evans asked the current status of CAP projects for the Civic Cen- ter and Fair Park. Mr. Devero responded that a cost estimate from area con- tractors with the architects would be prepared by next Tuesday for the work- shop session. He said a master plan for the Fair Grounds is being prepared now. Councilman Evans urged consideration be given for hiring of architects to do the site work for the Civic Center. -000- Councilman Williams asked why his request of three years ago for a Zoning study in the Virginia Estates area had not been done. Mr. Impey responded that a study had been started some years ago but action was deferred by Council at that time. He assured Mr. Williams that this mat- ter would be given top priority at this time. -88- May 13 , 1975 Mr. T. J. Hebert, President of the Beaumont Chapter of Texas Senior Citizens, addressed Council to urge granting the homestead tax exemption for senior citi- zens be raised from $3, 000. 00 to $5,000. 00. Mr. Irvin Meriwether, 2365 Orange, addressed Council to urge consideration of the City donating approximately 3 acres of Multimax Property and using $300, 000+ Revenue Sharing funds to build a Senior Citizen Recreation Facility. Mr. C. O. Rivet, 1095 Grand, addressed Council concerning poor drainage and an overgrown alley in his neighborhood. Mr. H. L. Thomas, 1520 W. Virginia, addressed Council concerning his opposi- TI-o-n to the-proposed Fish Market on W. Virginia. Mr. Jerry L. Hatton, Attorney, 906 Goodhue Building, representing Mr. George White, addressed Council to urge favorable consideration of a permit to build the Fish Market at 1985 W. Virginia.
