The Pledge of Allegiance was led by Councilman Evans . -000- The Mayor issued the following proclamations : "Coin Week in Beaumont" April 20-26 , 1975; "Law Day U.S .A. in Beaumont" - May 1, 1975® "Secretaries Week in Beaumont" - April 20-26 , 1975; and "Beta Sigma Phi Day in Beaumont" - April 24 , 19750 -000® The Minutes of the regular session of the City Council held April 8 , 1975 , were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes -. None -000- Mayor Ritter introduced Mr. Charles E. White, News Director for KJET Radio. -000- A motion authorizing the advertisement for bids for the Street Participation Project for Shakespeare Drive (Don Streety - developer) was made by Councilman Cash and seconded by Councilwoman McGinnis, Question: Ayes : All Nayes : None -000- Resolution 75144 authorizing the award of bids for the purchase/removal of the structure located at 790-792 Caston in the amount of $660000 to Joe M. Mejia and of structures located at 4620 University Drive in the amount of $260800 , 4650 University Drive in the amount of $575000, and 688 Alabama in the amount of $260 . 00 to V® Co Marino was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Resolution 75-145 authorizing the award of bids for furnishing gym equipment for the Police Department (100% funded by CJC) to American Athletic Company in the amount of $3 , 250000, this being the lowest and best bid received, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : none -59- April 15 , 1975 Lt. Jack McCanne, Police Public Services Unit, told Council that this equipment would add much to the already successful Youth program currently being conducted by 20 off-duty police officers with 1,000 youths participating. -000- Resolution 75-146 authorizing the award of bids for furnishing 1" Recording Tape for the Police Department to Dictaphone Corporation (43 recording tapes - $1, 838 . 25 - Texas CJC Grant 3-04-2178) this being the only supplier of the bid, was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- Resolution 75-147 authorizing the award of bids for furnishing one (1) pumper test pit for the Fire Department Training Grounds to Owens-Corning Fiberglas Corporation, in the amount of $14 ,184 . 00 , this being the only bid received, (CIP 11-B-03) was approved on a motion made by Councilwoman McGinnis and se- conded by Councilman Cash. Question: Ayes : All Nayes : None -000- Ordinance 75-26 for the abandonment of an alley and right-of-way abutting Blocks 2-5, and 6 , Fuller-Keith Addition was considered.- ORDINANCE NO. 75-26 ENTITLED AN ORDINANCE VACATING AND ABANDONING TWO ALLEYS IN THE FULLER KEITH ADDITION, AS HEREINAFTER MORE PARTICULARLY DESCRIBED; PRO- VIDING FOR THE RETENTION OF A 30 FOOT WIDE GENERAL UTILITY EASEMENT, AS HEREINAFTER MORE PARTICULARLY DESCRIBED, TO THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS . The ordinance was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Ordinance 75-27 for abandonment of Rusk Street between Blocks 36 and 38 , Van Wormer Second Addition was considered: ORDINANCE NO. 75-27 ENTITLED AN ORDINANCE VACATING AND ABANDONING A RIGHT-OF-WAY FIFTY (50) FEET IN WIDTH BETWEEN BLOCK NUMBER 36 AND BLOCK NUMBER 38 OF VAN WORMER SECOND ADDITION IN THE NOAH TEVIS SURVEY, PROVIDING THAT TWO (2) FIFTEEN (15) FEET WIDE GENERAL UTILITY EASEMENTS ARE RETAINED, TO THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN. Mr. C. A. Kohler made this request and, in exchange, dedicated a 25 , X 400 ® strip of land for right-of-way for the proposed Lamar Freeway. The ordinance was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- -60- April 15, 1975 Resolution 75-148 authorizing the City Manager to execute formal acceptance of CJC Grant No. AC-73-103-2265 Supplemental, Youth Recreation Program (Police Department) was approved on a motion made by Councilman Cash and seconded by Councilman Evans, (Grant amount $11,132.00) Question: Ayes: All Nayes : None -000- Resolution 75-149 authorizing the City Manager to file all necessary forms for grant application for second year funding for Community Impact Program of Traf- fic Safety Office (continuation grant - 100% funded by Governor' s Office; $33,955000 requested for this year's funding. ) was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Mr. C. L. Overman, Traffic Safety Coordinator, gave an updated report on the programs being conducted by his Office and the goals being sought. Question: Ayes: All Nayes : None -000- Ordinance 75-28 adopting the 1975 National Electrical Code and raising the minimum inspection fee from $3. 00 to $5. 00 was considered: ORDINANCE NO® 75-28 ENTITLED AN ORDINANCE AMENDING CHAPTER 11 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT, TEXAS, BY AMENDING SECTION 11-29 (4) TO INCREASE SOME OF THE FEES, AND SECTION 11-36 (b) TO ADOPT THE 1975 NATIONAL ELECTRICAL CODE; PROVIDING FOR REPEAL; PROVIDING FOR SEVERABILITY; AND PRO- VIDING AN EFFECTIVE DATE. The ordinance was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 75-150 authorizing the City Manager to execute Supplemental Agree- ment No. 1 with J.C.N. Pavers to the Virginia Estates Addition Assessment Pav- ing Project was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -0 00- Resolution 75-151 authorizing the City Clerk to execute release of titles on vehicles (trade-ins on new rear loaders to Pak-Mor , Inc. ) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- Resolution 75-152 authorizing the Mayor to execute release of weed lien in the amount of $56050 against South Central oil Company was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 75-153 accepting final cleaning and coating of the Loeb tank and authorizing final payment to the contractor, McCrea Water Tank & Tower Company, in the amount of $13,860000, was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -61- April 15 ,1 1975 Resolution 75-154 authorizing final payment to the Enterprise-Journal Company, in the amount of $3,140. 00 for the annual report supplement, was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes : All Nayes: None -000- Resolution 75-155 regarding request of Beaumont Cablevision for extension of franchise deadline to January 1, 1976 , was approved on a motion made by Coun- cilwoman McGinnis and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- A motion to set a dilapidated structures hearing for April 29 , 1975, was made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Mayor Ritter recognized Mr. Steve Hutton and his two Government classes from Hebert High School. -000- Mr. J. L. Albritton, Big Fat Rabbit, 695 Forsythe, addressed Council to re- quest appearance at Thursday' s Workshop Session to discuss his petition against changing the closing hours for Package Stores.
