HomeMy WebLinkAboutOCT 22 1974 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD OCTOBER 22, 1974 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 22nd day of October, 1974 , with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Appointed Officials: Kenneth Devero City Manager Myrtle Corgey City Clerk Lane Nichols Asst. City Attorney -000- The Invocation was given by Reverend T. H. Proctor, Northway Assembly of God Church. The Pledge of Allegiance was led by Councilman Williams. -000- The Mayor issued the following proclamations: "Beta Sigma Phi Week in Beaumont" October 28 - November 2, 1974; "Texas Nurse Week in Beaumont" - October 27 - November 2; "Good Turn Week in Beaumont" - October 27 - November 3, 1974; and "Band Week in Beaumont" - October 20-26, 1974, with special emphasis October 18 & 19, 1974. -000- The Minutes of the regular session of the City Council held October 15, 1974 , were approved on a motion made by Councilman Williams and seconded by Council- man Evans. Question: Ayes: All Nayes : None -000- Resolution 74-392 authorizing the award of bid for furnishing Turkeys for the City of Beaumont Employees Christmas Party to J-M Poultry Packing Company, in the amount of $7,776 (* per pound or approximately $6,48 per turkey) this being the lowest and best bid received, was approved on a motion made by Coun- cilman Williams and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- Resolution 74-393 authorizing the award of bid for furnishing electro-mechan- ized filing equipment for the Municipal Court Offices to Lamb Printing and Stationery for the mechanized card file portion ($5,121.00) and to Data Graphics for the mechanized records files ($16,350. 00) , these being the lowest and best bids received (CIP 11-B-01) was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Resolution 74-394 authorizing reimbursement of cost of improving a railroad crossing of the Southern Pacific Transportation Company on the Florida Street CIP Project 11-ST-08 , in the amount of $29,710. 00, was approved on a motion made by Councilman Cash and seconded by Councilman Williams. Question: Ayes: All Nayes: None -204- October 22, 1974 Resolution 74-395 authorizing reimbursement of cost of improving a railroad crossing of the Southern Pacific Transportation Company on the College Street CIP 11-ST-02, in the amount of $38,210.00, was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Resolution 74-396 accepting water, sanitary sewer, drainage and street improve- ments in the Forest Glen Addition was approved on a motion made by Councilwo- man McGinnis and seconded by Councilman Williams. Question: Ayes: All Nayes: None -000- Ordinance 74-67 placing into effect in the City of Beaumont the provisions of the Fire and Police Employee Relations Act Of 1973 (approved by voters on May 14, 1974 , General Election) was considered: ORDINANCE 74-67 ENTITLED AN ORDINANCE PLACING INTO EFFECT THE PRO- VISIONS OF ARTICLE 5154c-1 OF THE REVISED CIVIL STATUTES OF THE STATE OF TEXAS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. The Ordinance was approved on a motion made by Councilman Williams and secon- ded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- Resolution 74-397 authorizing the American National Bank to release securities of $3, 099, 000 and to substitute $3, 000, 000 in project notes was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Resolution 74-398 authorizing the emergency purchase of 5400 yards of limestone for the Mariposa Street construction was approved on a motion made by Council- man Cash and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Councilman Cash requested the Legal Staff advise Council concerning a recent Attorney General opinion regarding the relationship between Councils and em- ployees. Councilman Williams requested a report concerning recommendations and sugges- tions made by U.M.P.T.A. in respect to bus grants after representatives of that organization visited Beaumont a few weeks ago. -000- There being no further business, the meeting was adjourned. -000- I, Myrtle Corgey, City Clerk of the City Of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular session of the City Council held October 22, 1974.
