The Pledge of Allegiance was led by Councilman Evans. -000- Mayor Ritter issued three proclamationst "Multiple Schlerosis Education Month in Beaumont" - September, 1974; "Older Adult Appreciation Week in Beaumont" (junior Forum) - September 8-14, 19741 and 11E,E.O,C. Week in Beaumont" - Sep- tember 16-20, 1974 . -000, The Minutes of the regular City Council session held September 3 , 1974 , were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash. Question: Ayest All Nayesi None -000- Resolution No. 74-319 authorizing the award of bid to Austin White Lime Com- pany for furnishing approximately 150 tons of bulk hydrated lime at $3270 per ton, this being the lowest and best bid received, for the construction of Mari- posa Street from South Street to Cedar Street, was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000-- Resolution No. 74-320 authorizing the award of bid to Bailey's Seamless Gutter Service for furnishing seamless gutters to be installed at Central Fire Station, in the amount of $1r302.00, this being the lowest and best bid received, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question: Ayes: All Nayes: None -000- Resolution No. 74-321 authorizing the award of bid to American Darling Valve & Mft. for furnishing 25 fire hydrants for the Water Distribution Division, in the amount of $6,731.25, this being the lowest and best bid received was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- -182- September 10, 1974 Resolution No. 74-322 authorizing the award of bid for furnishing lighting fix, tures and related hardware for the Athletic Complex and plaza area at City Hall to Nunn Electric Company in the amount of $119, 998 ;32 as the lowest and best bid received was approved on a motion made by Councilman Williams and seconded by Councilman Cash. Question: Ayes : All Nayes: None -000- Resolution No. 74323 authorizing the City Manager to hire City Coach Lines, Inc. of Jacksonville, Florida, to manage the City Transit System (1st year for $50,000 and the 2nd year for $52,500) was approved on a motion made by Councilman Wil- liams and seconded by Councilman Evans. Question: Ayes: All Nayes: None _000- Resolution No. 74-324 granting permission to the Beaumont Independent School District to cross Anderson Street with hot and chill water lines for air condi- tioning was approved on a motion made by Councilman Evans and seconded by Coun- cilman Cash. Question: Ayes: Mayor Ritter Abstained: Councilman Councilman Cash Williams Councilwoman McGinnis Councilman Evans -000", Resolution No. 74-325 accepting the tennis courts project in Sprott Park and authorizing final payment in the amount of $14 ,456.00 to Cajun Concrete was approved on a motion made by Councilman Cash and seconded by Councilman Wil- liams. Question: Ayes: All Nayes: None ^000-- An ordinance providing a cost of service adjustment by Entex, Inc. was consid- ered: AN ORDINANCE ENTITLED AN ORDINANCE AMENDING CHAPTER 39 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT BY ADDING A NEW SECTION NUMBERED 39--18 .2 THERE- TO; PROVIDING FOR ADJUSTMENT OF RATES CHARGED BY ENTEX, INC. , BASED UPON INCREASES OR DE- CREASES IN THE COST OF PROVIDING GAS SERVICE] PROVIDING PROCEDURES THEREFOR; PROVIDING THAT NOTHING HEREIN SHALL LIMIT THE RIGHT OF THE CITY OF BEAUMONT TO REGULATE RATES CHARGED BY ENTEX, INC. ; PROVIDING FOR SEVERABILITYF PRO- VIDING FOR REPEALI AND PROVIDING A PENALTY. A motion to deny passage of this ordinance was made by Councilwoman McGinnis and seconded by Councilman Williams. Question: Ayes: All Nayes : None -000- Ordinance No. 74-60 calling a bond election was considered : ORDINANCE NO. 74.60 WHEREAS, THE CITY COUNCIL OF THE CITY OF BEAU- MONT, TEXAS, HAS DETERMINED, AND HEREBY AFFIR, MATIVELY DETERMINES, THAT AN ELECTION SHOULD BE HELD IN SAID CITY ON THE PROPOSITIONS OF IS- -183- September 10, 1974 SUING CITY BONDS PAYABLE FROM AD VALOREM TAXES FOR THE PURPOSES HEREINAFTER SET FOPTHt The ordinance was approved on a motion made by Councilwoman McGinnis and secon- ded by Councilman Williams. Question: Ayes; All Nayess None -00or Resolution 74-326 authorizing Southwestern Laboratories to perform soil tests at the Municipal Airport (not to exceed $3 ,155.00) was approved on a motion made by Councilman Cash and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution No. 74--327 accepting an FFA Grant for a Master Plan Study ($16,394 - to 1990) for Beaumont Municipal Airport was approved on a motion made by Coun- cilman Cash and seconded by Councilman Williams. Question: Ayes: All Nayes : None -000-- The Manager requested that Dent Walker (Foreman) , Ralph Arline, and James Hamp- ton, a Water Utilities crew, appear before Council for commendation for per- formance of duties referring to a letter received from a citizen calling atten- tion to these particular men and he further stated that he felt that employees who did their jobs outstandingly well should be commended more often. -000- Mr. Eddie Whitnell, Director of Traffic and Transportation, briefly discussed two propositions to be considered in the coming CAP elections Transit System and Signalization and the importance of each. -000- The Mayor called an Executive Session of the City Council to discuss appointment and duties of a public officer or employee pursuant to Section 2 (g) of the Texas Open Meeting Law. -000- There being no further business, the meeting was adjourned. -000- T, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular session of the City Council held September 10, 1974 .
