HomeMy WebLinkAboutMAY 21 1974 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD MAY 21, 1974 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 21st day of May, 1974, with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I George Dishman, Jr. Councilman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Appointed Officials: Kenneth Devero City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Reverend Bryan Kieschnick, Redeemer Lutheran Church. The Pledge of Allegiance was led by Councilman Evans. -000- The Mayor issued the following proclamations : "National Suicide Prevention Week" - May 19-25, 1974; "South Park High School Class of 1924 Day" - May 22, 1974; and "National Public Works Week" - May 19-25, 1974 . -000- The Minutes of the regular City Council session held May 14th and special ses- sion held May 17, 1974 were approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- A resolution authorizing the award of bid for furnishing three (3) Speed Radar Units for the Police Department to Kustom Signals, Inc. , in the amount of $3, 766. 50, as the best bid received, was approved on a motion made by Council- man Dishman and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- A resolution authorizing the award of bid for construction of a neighborhood re- creation facility at Sprott Park to Mar-Len, Inc. in the amount of $61,170. 00 as the lowest and best bid received was approved on a motion made by Councilman Dishman and seconded by Councilman Evans, Question: Ayes : All Nayes : None -000- A resolution authorizing the American National Bank to release $340, 000 in se- curities was approved on a motion made by Councilman Cash and seconded by Coun- cilman Evans. Question: Ayes : All Nayes : None -000- A resolution authorizing payment to Touche Ross & Co. , in the amount of $3, 000 for a preliminary joint computer feasibility study for the City of Beaumont and Jefferson County was approved on a motion made by Councilman Evans and seconded by Councilman Cash, Question: Ayes : All Nayes : None A resolution authorizing payment to Steinman, Gordy, and Huffhines for archi- tectural services for a Bus Grant Application in the amount of $3 , 000 was ap- proved on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes: All Nayes : None -000- A resolution authorizing the City Manager to sign two railroad crossing agree- ments with the Atchison, Topeka and Santa Fe Railway Company was approved on a motion made by Councilman Evans and seconded by Councilman Dishman. Question: Ayes : All Nayes : None -000- A resolution ratifying action by the City Manager in executing a contract with Turner, Collie & Braden, Inc. for preliminary engineering and approving an ap- plication for a Grant for capital improvements to the Municipal Airport was ap- proved on a motion made by Councilman Williams and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- A resolution designating Spindletop as the theme for the Bicentennial Celebra- tion in 1976 was read: A RESOLUTION WHEREAS, Beaumont will celebrate with the entire Nation the Bicentennial of the United States in 1976; and, WHEREAS, the Spindletop Oil Field had one of the most significant effects on the Nation historically and economically; and, WHEREAS, the 75th anniversary of the Lucas Gusher which erupted January 10, 1901 will also be celebrated in 1976; and, WHEREAS, the creation of civic and tourist attraction honoring Spindletop is compatable with the American Revolution Bicentennial Commission of Texas theme, "The Promise of America, Past, Present, and Future" ; and, NOW, THEREFORE, be it resolved that "Spindletop" will be the main theme of the Beaumont Bicentennial Commission as Beaumont celebrates the 200th anniver- sary of the United States. IN WITNESS THEREOF, 1, Ken Ritter, Mayor of the City of Beaumont, have hereunto set my hand and have caused the Seal of the City of Beaumont to be af- fixed. Isl KEN RITTER - MAYOR - The resolution was approved on a motion made by Councilman Dishman and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- A dilapidated structure hearing was scheduled to follow the regular session of City Council June 4, 1974 - there are twenty structures to be considered - on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- -2- Councilman Williams commended Jefferson County Commissioners for undertaking a survey to determine if our present voting system using the votomatic machines is discriminatory and will discourage citizens from voting.
