Parks & Recreation -000- The Invocation was given by Dr. Mouzon Biggs, Trinity Methodist Church. The Pledge of Allegiance was led by Councilman Cash. -000- The Mayor issued the following proclamations: "Heart Month in Beaumont" - February, 1974; "A. W. Schlesinger Day in Beaumont" - February 17, 1974; "Crime Prevention Week in Beau moat" February 10-16, 1974; "Negro History Week and NAACP Birthday Week in Beaumont - February 10-16, 1974 (Zb-- Ieantha J. Redd, Secretary of the NAACP, presented certificates for service to Sylvia Daniels, Clyde Johnson and Council en Calvin Williams) ; and "Ser- toms Freedcn Week" - February 17-23, 1974. -000- A motion to approve minutes of the regular City Council sessions held January 29th and February 5th and the special session held January 24th was made by Councilman cash and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Councilman Cash made a motion to appoint Mr. Tommy Warren as Chairman of the newly formed Citizens Activities Program Steering Comni.ttee. Councilman Evans seconded the motion. Question: Ayes: All Nayes None Municipal Court Judge, Robert Thomas, administered the Oath of Office to the nx nbers of the CAP Steering Committee. -000- In response to an advertisement previously published, the following bids for furnishing a van-type vehicle for the Fleet Maintenance Department were received: CM Dixie Trucks $ 4,140.50 Friendly Dodge $ 41473.55 The bids were referred to the City Manager and staff for study and reccMendation on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes: All Nayes: None In response to an advertisement previously publishedr the: followingw bids for furnishing one (1) Suburban-type vehicle for the Fire .Department were received: International Harvester $ 4,726.00 GMC Dixie Trucks $ 4,991.00 Alternate,w/o a/c $ 4,497.26 The bids were .referred _to the City Manager and staff for study and reconTe elation on a.motion made by Councilman Cash and seconded by Councilman Williams. Question: Ayes: All Nayes: None -000- A resolution authorizing the award of bid for furnishing 95 garbage container units for the Solid Waste Department to McClain Industries in the amount of $18,583.04 as the lowest and best bid received was approved on a,moti.on made by Councilman Dishman and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- A resolution authorizing the award of bid for furnishing six films from the Public Information Funds of the Crime Prevention Grant.73-B1-1932 to Travis Froehlich Associates it the amount of $1,716.00 as the lowest and best bid of, informal bids received was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Williams Survey was introduced and read: ORDINANCE. NO._74-13 ENTITLED AN ORDINANCE-AMENDING CASTER 42 OF THE CODE OF ORDINANCES OF BEAZAAW, TEXAS AND IN PARTICULAR THE,BOLMARIES OF THE ZON- ING DISTRICTS AS INDICAMED. All Nayes None -000- A resolution authorizing payment to Moody's Investors,, Inc. in the amount of $1100.00 for Municipal Bound Rating for bonds sold on January 22, 1974 in the amount $2,120,000 on Project WPC;-TEX-975 was approved on a motion made by Councilman Williams and seconded by C ounc .b-nan Di.shmnan. Question: Ayes: All Nayes: None -000- An ordinance amending the section of the ,Civil,Service Ordinance regarding personnel was in- troduced and read: ORDINANCE NO. 74-15 ENTITLED AN ORDINANCE AMENDING SECTION 12-19(2) AND 12-19(3) OF THE CODE OF ORDINANCES OF BEAU MONT, TEXAS, BY INCREASING THE NC BF',R OF POSITIONS IN GRADE 11 AND GRADE III IN THE POLICE DEPARDEM OF THE CITY, AND REPEALING ALL CONFLICTING ORDI- NANCES; AND PROVIDING SEV,ERABILITY. The ordinance was approved on a motion made by Councilman Evans and seconded by, Councilman Cash. Question: Ayes: All Nayes: None -000- An ordinance amending Mapter 14 of the Code of .Ordinancesproviding for an additional charge to those health card applicants requiring chest x-rays ,was introduced and read: ORDINANCE NO. 74-16 CONSIDER AN ORDINANCE AMENDING CHAPTER 14 OF THE CODE OF CMINANCES OF THE CITY OF BEAUMONT PRO- VIDING FOR AN ADDITIONAL CHARGE TO THOSE HEALTH CARD-APPLICANTS REQUIRING CHEST.X-RAYS. The ordinance was approved on,a motion made by Councilman Dishn n and seconded, by Councilman Evans.
