Question: Ayes : All Nayes: None -000- - resolution to approve plans and to advertise for bids to be received Decem- ber 18, 1973, for the construction of Water Transmission Lines (Major Drive, Calder . Walden and Washington - C1P Project 13-WTJ-05, 13-WU-06, and 14-WU-07) was approved on a motion made by Councilman Williams and seconded by Council- man Cash. Question: Ayes: All Nayes : None -000- A resolution to approve plans and to advertise for bids at the earliest possible date for construction of Phelan Boulevard from Calder to Dowlen (Revenue Shar- ing) was passed on a motion made by Councilman Cash and seconded by Councilman Dishman, Question: Ayes: All Nayes : None -000- - resolution to advertise for bids to be received December 18 , 1973 , for con- struction of East Lavaca from Lakner to Port Arthur Road (CIP 11-ST-06) was granted on a motion by Councilman Williams and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- A resolution authorizing the Mayor to execute a Construction and Maintenance Agreement with the Texas Highway Department for future construction and main- tenance on 11th Street from south of College Street to south of Washington Boulevard was passed on a motion made by Councilman Evans and seconded by Councilman Cash® Question: Ayes: All Nayes: None -000- A resolution authorizing full payment to Huber ° s Inca for flooring the 2nd floor hallway of the City Hall, in the amount of $5, 984 ® 00 and accepting the work performed under this contract was granted on a motion made by Councilman Dishman and seconded by Councilman Evans. Polk & Company at a cost of $1, 500. 00 was approved on a motion made by Councilman Evans and seconded by Councilman Cash® Question: Ayes : All Nayes : None -000- A resolution rescheduling a benefit hearing for proposed assessment paving of Blossom Drive from Washington Boulevard to south line of Blocks 1 and 2 in Fleetwood Addition and of Parish and Proctor Streets from Blossom Drive east to end, from December 4, 1973, to December 11, 1973, was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : Mayor Ritter Abstained: Councilman Councilman Cash Williams Councilman Dishman Councilman Evans -3- A Resolution directing the Clty Attorney to institute appropriate legal pro- ceedings contesting validity of the incorporation of the City of Lumberton was approved on a motion made by Councilman Williams and seconded by Council- man Cash. Question: Ayes: Mayor Ritter Nayes : Councilman Councilman Cash Evans Councilman Dishman Councilman Williams -000- Councilman Cash made a motion to reappoint Dr. Conrad Mang, Tilden Nesmith, and Clyde Vincent to serve on the Parks Board. The motion was seconded by Coun- cilman Evans. Question: Ayes : All Nayes: None Councilman Dishman made to motion to appoint Jack Greer to serve as a new mem- ber to the Parks Board. Councilman Williams seconded the motion. Question: Ayes : All Nayes: None -000- Chief Bauer reported to Council that Major Cecil F. Rush, Commander of the Police Department Uniform Division, has been accepted to attend the 96th Session of the F.B.I. National Academy in Washington D.
