Public Utilities Lane Nichols Assistant City Attorney -000- The Invocation was given by Reverend Perry Busby, Borden Chapel Baptist Church. The Pledge of Allegiance was led by Councilman Evans. -000- The Mayor issued one proclamation: "Flag Day in Beaumont' - June 14 , 1973 . The proclamation was received by Mr. Allen Burch. -000-- The Minutes of the regular meeting of June 5, 1973 , were approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes: All Naves: None -000- In response to an advertisement previously published, the following bids for furnishing one cab and chassis for Street Flusher for the Street De- partment were received: NET DID TRADEIN TOTAL BID Beaumont Motor Company $6, 701.86 $ 250.86 $6,453. 00 G.M.C. Dixie Trucks $8, 540. 00 $1880.00 $6,660.00 International Harvester Co. $6, 263 .52 $ 250. 00 $6,013 .52 Kinsel Ford $7, 309. 00 $ 209. 00 $7 , 100. 00 The bids were referred to the Acting City Manager and staff for study and recommendation on a motion made by Councilman Williams and seconded by Councilman Cash. All Nayest None -o 00- In response to an advertisement previously published, the following bids for furnishing approximately 600 offs of Alumin,,.hrn Sulphate for the Water Department were received: Allied Chemical Corporation $ 39,840.00 Diamond Shamrock Chemical Co. NO BID Kaiser Aluminum & Chemical Co. NO BID McKesson Chemical Company NO BID Stauffer Chemical Company $ 41,160.00 The bids were referred to the Acting City Manager and staff for study and recommendation on a motion made by Councilman Dishman and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- In response to an advertisement previously published, the following bids for furnishing certain office furniture for the Public Works and Engineer- ing Departments were received: Alternate Szafir's office Supplies $2,649.66 $2 ,477 .91 The bids were referred to the Acting City Manager and staff for study and recommendation on a motion made by Councilman Cash and seconded by Coun- cilman Dishman. Question: Ayes: All Nayes : None -000-- Permission to advertise for bids for one automobile and one 1/2 ton van for the Police Department was granted on a motion made by Councilman Cash and seconded by Councilman Evans. Question- Ayes : All Nayes: None -000- Permission to readvertise for bids for 30 folding tables for the Harvest Club and the YMBL Hall was granted on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes .- All Nayes: None -000- Permission to advertise for bids on clearing and grubbing of the Athletic Complex site was granted on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- Permission to advertise for bids on cleaning and painting the elevated storage tank at Harriot and Kenneth Streets was granted on a motion made by Councilman Dishman and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- The following resolution was introduced and read: A RESOLUTION WHEREAS, The City of Beaumont and Allied Supplier & Erection,, Inc. executed a. certain contract on May 8th, 1973 , for fencing City Properties East of Pine Street, at a total, contract price of Three Thousand Two Hun- dred and Forty and No/100 ($3,240.00) Dollars; and, --2- WHEREAS, the Department of Public Works, Division of Engineering, has inspected the work and recorurtends its acceptance and the total pay- ment of Three Thousand Two Hundred and Forty and No/100 ($3 ,240. 00) Dol- lars to the contractor; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: That the City of Beaumont hereby accepts the completion of the aforesaid contract in all particulars and does further authorize the total payment of Three Thousand Two Hundred and Forty and No/100 ($3,240. 00) Dollars to the said contractor. PASSED by the City Council on this the 12th day of June, 1973 . Isl Ken Ritter - Mayor - The resolution was passed on a motion made by Councilman Cash and se- conded by Councilman Dishman. Question: Ayes: All Nayes: None -000- A public hearing on Gas Rate Increase was set for June 26, 1973, follow- ing the regular City Council Meeting on a motion made by Councilman Cash and seconded by Councilman Dishman. Question: Ayes: All Nayes: None -000- The Acting City Manager, Howard McDaniel, announced that there would be no meeting of the City Council June 19, 1973 , due to the attendance of the majority of the City Council at the Annual Mayors Conference to be held in San Francisco, California. -000- Mr. McDaniel, since this was his last Meeting as Acting City Manager, extended his appreciation to the Council and City Staff for their help and cooperation while he served as Acting City Manager. The Mayor and Council thanked him for his contributions to City business. -000- Mr. James Glen Smith, 460 Belvedere, addressed the Council regarding his concern for the City Bus System. Mayor Ritter responded with stat- istics of other city owned bus systems in Texas. The Acting City Mana- ger made a brief report concerning the present status of the bus grant application. 000-- The Mayor adjourned the meeting of the City Council and convened the following Dilapidated Structure Hearing. -000- DILAPIDATED STRUCTURE HEARING 1105 Buford in rear - This house burned February 8 , 1972, and was de- scribed as dangerous by Director of Environmental Control , Mr. Milton Palmer. Mr. Palmer recommended it be torn down and the debree removed as soon as possible. Mr. E. G. Gibbs, owner of the structure, agreed that the structure should be torn down and asked for time to do it him- self. Councilman Dishman made a motion to condemn the structure and to allow Mr. Gibbs thirty (30) days to work on it. The motion was seconded by Councilman Williams. Question: Ayes.- All Nayes: None 3- 2134 & 2138 Pecan These two houses are vacant and described as danger- ous by Mr. Palmer. It is his recommendation that they be torn down as soon as possible. Mr. Emory Lambert, representative for the owner Lambert Batiste, agreed with the recommendation. Councilman Dishman made a motion to condemn the structures and order the demolition and removal of del?ree. Councilman Evans seconded the motion. Question: Ayes: All Nayes: None 2148 Pecan , - This structure is in dangerous condition and it is the re- commendation of Mr. Palmer that this structure be torn down immediately. Councilman Evans made a motion to condemn the structure and order the demolition and removal of debree as soon as possible. Councilman Williams seconded the motion. Question: Ayes: All Nayes : None 2335 Lela - Mr. Palmer stated that this structure is in a dangerous and dila—p-11—dated condition and recommended that it be condemned and demolition begun as soon as possible. Mrs. Mamie Tebo agreed with the recommendation that it be torn down and asked for time to have this done. Councilman Evans made a motion to condemn this structure and to allow forty-five (45) days for demolition and removal of debree. Councilman Cash seconded the motion. Question: Ayes: All Nayes: None 747, 759, & 767 Sherman - Mr. Palmer stated that these three (3) houses are dangerous and it is his recommendation that they be condemned and de- molition and removal of debree be started immediately. Mrs. A. Roemerman, daughter of R. J. Benard, agreed with the recommendation and asked for an estimate of cost involved for City Crews doing the work. Councilman Cash made a motion to condemn the structures and allow Mrs. Roemerman thirty (30) days for demolition and removal of debree. Councilman Evans seconded the motion. Question: Ayes: All Nayes: None 953 & 965 Sherman - Mr. Palmer stated that these structures are dilapi- dated an_dffa_ngerous and he recommended that these be torn down immediately. Councilman Cash made a motion to condemn these structures and order the demolition and removal of debree as soon as possible. Councilman Evans seconded the motion. Question: Ayes: All Nayes: None 1530 Evalon - Mr. Palmer stated that this structure is dangerous and re- commended that it be condemned and demolition begun immediately. Mr. Nichols, Assistant City Attorney, stated that Mrs. Doris Bowie was ill and could not appear before the Council but did ask for thirty (30) days to have this done herself. Councilman Williams made a motion to condemn the structure and to allow the thirty (30) days for demolition and re- moval of debree. Councilman Evans seconded the motion.
