Robert Devin, Washington Boulevard Christian Church. The Pledge of Allegiance was led by Councilman Williams. -000- The Mayor issued three proclamations: "African Violets Week" - beginning March 11, 1973; "Public Schools Week" - March 5-9, 1973; and "Uncle Willie Day" - Wednesday, February 28 , 1973 . -000- Minutes of the regular meeting held on February 20, 1973 , were approved as amended on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes: All Nayes : None -000- In response to an advertisement previously published, the following bids for furnishing one electric hose drye-r-, for the Fire Department were received: Claude Wright & Assocs . $1, 274 . 00 Houston Fire & Safety Equip. Co. $1,285® 00 Arthur Dooley & Son $1,200. 00 The bids were referred to the Acting City Manager and staff for study and re- commendation on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes : All Nayes : None In response to an advertise--iiient p_­&piously published, the following bids for furnishing ten traffic plates for the Water Distribution Division of the Pub- lic Utilities Department were received: Ames Machine Works, Inc. $2,249. 13 John Dollinger Jr. , Inc . $3 , 018 . 00 Texas Metal Works, Inc. $2 , 884 . 50 American Machine Works $1, 913 . 66 Dollinger Specialties $1,892. 00 The bids were referred to the Acting city �.i:jqdna,�j- I ,, aid s-Lafl: for study and re- commendation on a motion made by Councilman Dishman and seconded by Council- man Evans. Question: Ayes : All Nayes : None -000- The :following resolution was introduced and read: A RESOLUTIO14 WHEREAS, on February 20, 1973, the City of Beaumont received bids for the paving of Landis, Wooten and Shelby Streets in the Gulf Terrace Addition to the City of Beaumont; and, WHEREAS, . Greer Construction Company submitted a bid in the sum of $85, 016. 96 for such paving of Landis, Wooten and Shelby Streets; and, WHEREAS, W. J. Balmer, Director of Public Works, has recommended that the contract. be awarded to Greer Construction Company; and WHEREAS, this is a participation contract in which A. D. Sylvester Company has agreed to pay two-thirds of the. cost of the construction of the street and has placed.. in. escrow with the, City of Beaumont a sufficient sum of money to cover its part of the cost of the paving of said streets; and, WHEREAS, the City Council is of the opinion that the bid submitted by Greer Construction Company is the lowest and best bid and should be ac- cepted and a contract. entered into with Greer Construction Company for said paving of .Landis, Wooten and Shelby Streets; NOW, THEREFORE, BE IT. RESOLVED BY THE CITY COUNCIL OF' THE CITY OF BEAUMONT: That the bid of Greer Construction Company be accepted and the Acting City Manager be, and he is hereby, authorized , to execute on behalf of the City of Beaumont a. contract with Greer Construction Company for the paving of Landis, Wooten and Shelby Streets in the Gulf Terrace Addition of the City of Beaumont for the sum of $85, 016 . 96 with 100 working days to complete the job; and the City Clerk, is hereby authorized to attest to said contract and to affix the seal of the City of Beaumont thereto. Question: Ayes: P-11 Nayes : None -000- The following resolution was introduced and read: A RESOLUTION WHEREAS , on February 20, 1973 , the City Council received bids for fur- nishing the necessary material, equipment, superintendence and labor for the construction of an extension and connection of three (3) streets, to wit: Corley Avenue, Madison Avenue and Sycamore Street, at Project 11-ST-05 of its Capital Improvements Program; and , WHEREAS, the City Council, is of the opinion that the bid submitted on the pro—Ject by J.C.N. Pavers, Inc . in the amount of $435, 914 is the lowest and best bid; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: That the bid for the construction of an extension and connection of Corley Avenue, Madison Avenue and Sycamore Street submitted by J.C.N. Pavers, Inc. is hereby accepted, and the Acting City Manager is hereby authorized to enter -2- into a cont-r-a-Act with i.C.1-m. Question: Ayes : All Nayes : None -000- The following resolution was introduced and read� A RESOLUTION WHEREAS, the City Council of the City of Beaumont deems it necessary to locate, construct, maintain, straighten, widen and extend Major Drive in the City of Beaumont, Jefferson County, Texas; and, WHEREAS, said- City Council has found that p-ublic necessity requires the location, construction, maintenance, straightening , widening. and -exten- sion of Major Drive on the hereinafter described property; and, WHEREAS, said City Council deems it necessary to acquire the herein- after described interest in and to the hereinafter described property for said location, construction, maintenance, straightening, widening and exten- sion of Major Drive, and the said City Council has found and determined that the said interest in and to the hereinafter described land is suitable . for such purposes and that it is necessary to acquire same for said purposes; .and, WHEREAS, the City of Beaumont, though its duILy authorized .representa- tives, has negotiated with the owners of the herelr.,.after described land and has been unable to agree with the owners of such property as to the fair cash value thereof and damages, if any; NOW, THEREFORE, BE 1'T RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: That Thad Heartfield, City Attorney, be, and he is hereby authorized and directed to file or cause to be filed a-a--nst a'll of the hereinafter described proper-C.y, and claimants of inte­_cest therein, Proceedings in Eminent Domain to acquire an easement for street right-of-way, for said purpose, in and to the following described parcel of lanal , situated -in Beaumont, Jeffer- son Councy, Texas, to-wit: ALL THAT CERTAIN tract or parcel of land being a part of Lot-3 , of-the Subdivision of the west -�ne tl-i_�zlf of the 113 Williams Survey, Abstract 56, Beaumont, Jefferson Coantv, Texas, as re- corded in Volume "D" , Page 439 of the District Court Minutes of Beaumont, Jefferson County, Texas, and a part of that cer- tain 20 acre tract described and reserved in deed from W. Question: Ayes : All Mayes : None °000® The following resolution was introduced and read: A RESOLUTION WHEREAS, the City Council and the- American National Bank of Beaumont, Texas, entered into a contract dated July 1, 1971 , whereby it was provided that the said, American National Bank .-if Beaumont would pledge with the City Council of the City. of Beaumont certain securities in lieu of giving bond as City Depository; and, WHEREAS , the American National Bank of Beaumont wishes to withdraw from the Federal Reserve Bank of Dallas $50, 000 Clear Lake City, Texas Water Auth. & Sewer Sys. Rev. 6. 00% due 3-1-73, held under Receipt No. 59901; $25, 000 Texas- City G/O 3.10%, due 3-1-73, held,.under Receipt No. 60113; and $115, 000 West. Central Mun. Water Dist. 6. 00%, due 3-1-73, held under Receipt No. 59894; and, WHEREAS , after thi-s withdrawral, the American National Bank of Beaumont will have sufficient securities pledged to protect the deposits of the said City of Beaumont, Texas; NOW, THEREFORE, BE , IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: That the American National Bank of Beaumont, Texas, be permitted to withdraw the above-described. securities from the Federal Reserve Bank- of Dallas, and a certified copy of this Resolution shall constitute evidence of the authority of the American National Bank of . Beaumont, Texas, to make . said withdrawal.
