BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 10th day of August, 1993, with the following present: HONORABLE: Evelyn M. Lord Mayor Guy N. The Pledge of Allegiance was led by Councilman Alter. -000- A Proclamation was issued to "Austin Middle School" in recognition of progress made in environmental education through programs such as SEA- Cology and to "Kelly High School" for the study of marine debris at Sea Rim State Park and for bringing home third place honors for junior high and senior high schools in the 1993 Anheuser-Busch "Pledge and a Promisee Environmental Award program competition. -000- Citizen comment was invited on the Consent and Main Agendas. Mr. Mike Carpenter, 2390 Broadway, questioned addressing concerns of the Tax Reduction Committee at this time and was instructed that would be appropriate after conduct of the Regular City Council Agenda. No one wished to address items on the Consent or Main Agendas. -000- The following Consent Agenda items were considered: -184- August 10, 1993 Approval of the Minutes of the regular City Council session held August 3, 1993; Resolution No. 93-188 appointing Clayton Davis to the Transit Advisory Committee for a term expiring June 30, 1995 and Terry Holmes to the Beaumont Advisory Commission for Prevention of Child Abuse and Neglect for a term expiring June 30, 1994; reappointing Raymond Ambres and Brenda Spivey to the Community Development Advisory Committee for terms expiring May 31, 1995; Homer "Butch" Baxter, Samuel Bean, Susan Broussard, Dale Buehrle, Todd Freeland, Carolyn Hudler, Edith C. Williams Survey, Abstract 385 to Gulf States Utilities Company to provide flood lighting on the Wuthering Heights Park -185- August 10, 1993 property beginning 193 .0 feet south of the northwest property line of the park property and in an easterly direction for a distance of 232.0 feet turning south for a distance of 207. 0 feet; and Resolution No. 93-192 authorizing Change Order No. 1 to the contract with Premium Construction, Inc. for removal of driveway pipe that contains asbestos at seven (7) additional sites at $340.00 each for a total of $2, 380.00, increasing the total contract amount to $20,400. 00. The Consent Agenda was approved on a motion made by Councilman Alter and seconded by Councilman Davis. Question: Ayes: All Nayes: None -000- Resolution No. 93-193 acknowledging receipt of the proposed FY94 Budget and scheduling a public hearing on Tuesday, August 31, 1993, at 1:45 p.m. in the City Council Chambers to consider the proposed Budget document and proposed Capital Program was approved on a motion made by Councilman Alter and seconded by Mayor Pro Tem Goodson. Question: Ayes: All Nayes: None -000- Mayor Pro Tem Goodson said he and Councilmen Moore and Cokinos had opportunity to meet with the Mo-Beau Team, tour the Mobil Refinery and spend time in their operating headquarters, thanked Mobil for sponsoring the summer youth employment program and said he looks forward to continued participation with the Mobil Foundation. Councilman Cokinos reported another good "Sunday in the Park" that was well attended and fun for the children. Councilman Alter congratulated all of the Hispanic students in Beaumont who received scholarships this week from a number of churches and organizations promoting growth in the arts, engineering and science fields, said the City will be excited to hear that final plats of Lefler and Halbouty Parks were given approval by the Parks and Recreation Advisory Committee and will be presented to Council next Tuesday and will be nice additions to the two neighborhoods. Councilman Moore said while out of the city last week on personal business, he happened to be in a meeting with the new mayor of Memphis, Tennessee whose eyes lit up at the mention of Beaumont, Texas. The mayor visited Beaumont a couple of years ago when he was Superintendent of Schools, said he had a wonderful time then and sent greetings to Beaumont. Councilman Moore commented that wherever you go, people know more and more about Beaumont, Texas! Mayor Lord thanked Council for their caring attitude displayed by their -186- August 10, 1993 attendance at many different functions in the community. -000- Mr. Mike Carpenter, 2390 Broadway, on behalf of the Tax Reduction Committee, addressed Council to ask that they try hard to not let Beaumont be in the top ten of the most taxed cities in Texas and that the total tax imposed by the City not exceed the effective tax rate based upon higher property evaluations. -000- There being no further business, the Regular Session of City Council was recessed to reconvene in Workshop Session. -000- I, Barbara Liming, Deputy City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Council Session held August 10, 1993 .
