BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 2nd day of May, 1995, with the following present: HONORABLE: David W. Moore Mayor John K. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was given by the Reverend Travis Harrington, associate pastor at Borden Chapel Baptist Church. The Pledge of Allegiance was led by Johnny Beatty of the Community Development Department. -000- Two Proclamations were issued: "National Transportation Week," May 15-23, 1995; and "YMBL Rodeo Week," May 1-7, 1995. -000- Citizen comment was invited on the Consent and Main Agendas. No one wished to address these subjects. -000- The following Consent Agenda items were considered: 117 May 2, 1995 Approval of the Minutes of the regular City Council session held April 25, 1995; Resolution No. 95-120 appointing Marie Broussard and Julia Levy for terms expiring May 1, 1997 and reappointing Jo Ann Stiles for a term expiring January 10, 1997 to the Historical Landmark Commission; Resolution No. 95-121 authorizing an annual contract with Night's Uniform Co., Inc. to provide uniforms for Fire Department personnel for an anticipated expenditure of$17,770.00; and Resolution No. 95-122 authorizing purchase and installation of two (2)telescopic gym seating systems (bleachers)for the Magnolia Park Activity Center at a unit cost of$10,067.50 for a total of$20,135.00 from Hoover Brothers, Inc. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Resolution No. 95-123 approving the 1995 HUD Consolidated Grant Program for a total of $3,386,000: CDBGBudget of$2,547,000; (Housing, $622,700; Clearance and Demolition, $143,800; Public Facilities and Improvements, $985,000; Public Service, $251,700; Administration, $400,000; Special Loan Funds, $143,800) Home Grant Budget, $750,000; Emergency Shelter Grant Budget, $89,000 was introduced. Mayor Moore and Councilman Smith reported very recent awareness of a critical need for a new roof by the Southeast Texas Community Health Clinic located at 715 Orleans and suggested that even though all of the programs listed are worthy recipients that consideration be given to funding this need. Mayor Moore said this group has limited resources and serves over 1,100 patients per month, and Councilman Smith informed Council that recent storms and heavy rains took a heavy toll on the integrity of the roof and agreed that the Clinic provides a vital service to the community. Additional discussion included the City leasing other portions of the building and reallocation of funds. Resolution No.95-123 was amended to reduce funding of the Youth Rescue Mission by $9,000.00 and the Art Studio, Inc. by $6,000.00 in the Public Service Budget and reallocate that $15,000.00 to the Southeast Texas Community Adult Health Clinic and approved on a motion made by Mayor Moore and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 95-124 accepting 551.958 acres of Collier's Ferry Park property (presently leased) from BUILD,Inc. for use in development of Phase I of Collier's Ferry Park was approved on a motion 118 May 2, 1995 made by Councilman Smith and seconded by Councilman Ames. Question: Ayes: All Nayes: None -000- Resolution No. 95-125 authorizing an annual contract with URETEK USA, Inc. for undersealing and lifting services (a high density polyurethane product) for the Streets and Drainage Division at $5.50 per pound for approximately 15,580 square feet of streets for an estimated cost of$50,000 was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Resolution No. 95-126 authorizing a six-month contract for automobile and equipment lubricants (15W-40 engine oil at$2.95/gal; 30W engine oil at$2.85/gal;Dextron II--qt. automatic transmission fluid at$1.22/gal;Dextron II--(55 gal. drum automatic transmission fluid at $3.10/gal; Type F--qt. automatic transmission fluid at$1.22/gal;hydraulic oil--55 gal. drum at$3.05/gal; drum deposit of$20) for the Fleet Management Division with Tri-Con, Inc. for an estimated annual expenditure of $26,410.50 was approved on a motion made by Councilman Cokinos and seconded by Mayor Pro Tem Davis. Question: Ayes: All Nayes: None -000- Resolution No.95-127 authorizing an annual contract with Weskem-Hall to provide sodium bisulfite at$.9660 per gallon for an estimated total expenditure of$21,252 for wastewater treatment at the City's Water Reclamation Plant was approved on a motion made by Councilman Smith and seconded by Mayor Pro Tem Davis. Question: Ayes: All Nayes: None -000- Resolution No. 95-128 endorsing a proposal to host the 1997 Annual Institute for the Association of Mayors,Councilmembers and Commissioners in Beaumont was approved on a motion made by Councilman Ames and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Mayor Moore acknowledged and welcomed former Mayor Evelyn Lord at today's City Council meeting. 119 May 2, 1995 Councilman Cokinos reported that he has received several requests from citizens for Beaumont to memorialize the victims of the bombing of the Oklahoma City federal building by planting a tree in Riverfront Park and possibly erect a plaque and asked the City Manager to suggest the proper procedure and was told that Council consensus would initiate a process. Council indicated their support, and Mayor Moore remarked that community efforts are in process with the Mayor and Council of Oklahoma City to send some means of support to the children and encouraged citizen participation. Councilman Smith said a lot of the victim's families cannot afford burial costs, the Rotary Club in Beaumont is working with the Oklahoma City Rotary Club to raise funds for this need, advocated community involvement in this endeavor and said checks may be submitted to the local Rotary Club, but made out to the Oklahoma City Rotary. In summary, Mayor Moore said Council will meet with those wishing to donate the tree and plaque and schedule a ceremony for the occasion and follow up of the other ideas will be forthcoming. Councilman Smith said the Paint-a-Thou was a great success in her Ward. She said volunteers painted a two-story house for a 92-year-old lady,Mrs. LeJeune,who is a very active citizen, but unable to perform major maintenance on her home. She said they mowed her lawn, trimmed shrubs, edged flower beds and gave her property a face-lift. Councilman Goodson joined with Councilman Smith in voicing appreciation for the Paint-a-Thon and commended David Oliver of the Clean Community Division, Valspar Paint Company and the volunteers who did the actual painting and to all the participants in the ten-day Neches River Festival. He said he was a chaperon at the get-acquainted dance and was pleased with the conduct of the teens and said they had a great time. Councilman Cokinos added congratulations to Keely Windham for being crowned queen. Mayor Pro Tem Davis voiced appreciation to Council and to former Mayor Lord for officially pitch-hitting for him the past two weeks during his father's illness and surgery. Also, he said he became nervous with the decisions that were necessary to make before his father's surgery, called Dr. Smith for advice, and not only did she satisfy his request, but was at the hospital and even went into the operating room to get answers to family questions. He relayed a special message of appreciation from his father and family to Dr. Smith. Councilman Ames encouraged support of the YMBL Rodeo efforts this week and said all of the money they raise goes back into the community and their projects are targeted for children. Also, Councilman Ames thanked Council for endorsement of the resolution inviting the Association of Mayors, Councilmembers an/d Commissioners to Beaumont in 1997, said it would be a good boost to the local economy and invited Council to attend the bid meeting in Austin during July. Mayor Moore commented about the high activity level of this Council in the community, said Councilmembers Cokinos, Ames and Smith were present last night for the annual Moccasin Exchange Program while the balance was involved other community activities--Tyrrell Park Neighborhood Association and ACORN Neighborhood Association. He said that about 300 people attended the 120 May 2, 1995 Moccasin Exchange Program, "the entertainment was worth buying tickets for, the costumes deserved an award for how beautiful they were and...the food was absolutely great." He said it was a beautiful evening with a variety of ages in attendance, and they left with the thought of enlarging the celebration to a Labor Day festival that will capitalize on culture, diversity and beauty of Beaumont. Councilman Cokinos added that Boys' Haven will be hosting a Crawfish Boil on Sunday, May 7th, and Mayor Moore said that the Indianfest will also be convening at the Civic Center on May 7. Mayor Moore asked Staff to look problems with three different streets: Virginia Street, Bob Street from Virginia to Hebert, and in the 1900 block of Lela, there is a pothole about 8 inches deep that needs immediate attention. -000- Mrs. Roma Roberts, 2063 Cable, addressed Council to enthusiastically thank everyone for working diligently in the Paint-a-thon. She said they had a good turnout and businesses--Howell's Furniture Co., Messina's Liquor Store, etc.--responded generously to requests for donations and sponsorship of a block party for the volunteers, especially thanked seven of the staff personnel of Break-Through, a new half-way house,for their help and said they painted a house of a lady at 1930 Maple who is ill and unable to keep up the property. Mrs. Delores Davis, 1930 Franklin, thanked Council for adoption of the 1995 HUD Consolidated Grant Program that includes funding the Youth Rescue Mission and for all the support and encouragement given to their project. Mr. Richard Chappell, Community Development Director, expressed to Council that Assistant City Manager Sterling Pruitt who is ill and unable to be at Council would be extremely pleased that funding was made possible for the Magnolia Park Activity Center and the Northend Library because they were projects of special concern to him. Mr. Wayne Henderson,Euclid Street, addressed Council to state that he lived on very limited income and asked that consideration be given to the street user fee being deducted from his water bill since he does not own a car and cannot afford to pay for services he does not receive. Mr. Robert Lynn DeMary, 430 East Elgie, on behalf of the South Park Neighborhood Association thanked Council for approval of funding through the Community Development Block Grant monies and encouraged everyone to take opportunity to vote for the candidate of their choice this Saturday. -000- There being no other business, the regular session of City Council was recessed to reconvene in executive session. 121 May 2, 1995 I,Barbara Liming,Deputy City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held May 2, 1995.
