BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 16th day of August, 1994 , with the following present : HONORABLE: David W. Moore Mayor Andrew P. Cokinos Councilman At Large Becky Ames Councilman At Large Guy N. Goodson* Councilman, Ward II Calvin Williams Councilman, Ward IV Absent: John K. Davis Mayor Pro Tem Councilman, Ward III Lulu L. Smith Councilman, Ward I Ray A. Riley City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk (Councilman Goodson arrived at 1 : 38 p.m. just prior to the vote on Agenda Item No. 1 . ) -000- The Invocation was given by the Reverend Harland Merriam, Saint Andrew' s Presbyterian Church. The Pledge of Allegiance was led by Kyle Hayes, Assistant to the City Manager. -000- Citizen comment was invited on the Consent and Main Agendas . No one wished to address Council on these items . -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held August 9, 1994; Resolution No. 94-196 appointing Robert Harris to the Parks and Recreation Advisory Committee for a term expiring August 15, 1996 ; Resolution No. 94-197 authorizing an annual contract with Moore Business -188- August 16 , 1994 Forms for purchase of green-bar computer paper at $7 . 78 per thousand sheets and white-continuous-feed computer paper at $5 .40 per thousand sheets; Resolution No. 94-198 authorizing purchase of 81 five-section signal heads at $203 . 25 each (totaling $16, 463 . 25) from Traffic Parts, Inc . and eight 12 " pedestrian signal heads at $124 . 00 each (totaling $992 . 00) from Texas Signal Equipment, Inc. for a total expenditure of $17, 455 . 25 for completion of the Transportation Division' s signal head replacement project on Fourth Street; and Resolution No. 94-199 authorizing settlement of the claim of Andrew Scott vs. The City of Beaumont in the amount of $14 , 500 . 00 . The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Ames . Question: Ayes : All Nayes : None -000- Resolution No. 94-200 acknowledging receipt of the proposed FY95 Budget as submitted by the City Manager and scheduling a public hearing for the Budget and Capital Program on August 30, 1994 at 1 :30 p.m. in the City Council Chambers was approved on a motion made by Councilman Ames and seconded by Councilman Cokinos . Question: Ayes : All Nayes : None (Councilman Goodson arrived at 1 : 38 p.m. just prior to the vote on Resolution No. 94-200 . ) -000- Resolution No. 94-201 authorizing an annual contract with Bo-Mac Contractors, Inc. for purchase of cement stabilized base for use by the Streets and Drainage Division in the repair and replacement of driveways and storm sewers in the amount of $14 . 25 per ton was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes : All Nayes : None -000- Resolution No. 94-202 authorizing a contract with E. T. Construction and Maintenance for construction of restroom facilities at Central Park in the amount of $90, 274 . 00 was approved on a motion made Councilman Goodson and seconded by Councilman Williams . Question: Ayes : All Nayes : None -000- Councilman Ames expressed her pleasure for the opportunity to tour the Mobil Oil facility with the Mo-Beau high school students last week. The -189- August 16, 1994 students were part of a summer youth employment program underwritten by Mobil Oil in cooperation with the City of Beaumont to give employment opportunity and experience for students from low to moderate income families . Councilman Ames commended Mobil Oil and City staff for a wonderful work experience for the students . Mayor Moore said that apparently City staff did a wonderful job working with the Mo-Beau students because this group was the most vocal in expressing their sentiments for the work experience to their supervisors at the ending ceremonies of the program that he has heard in the past five years . Mayor Moore said that he attended the 126th anniversary of the Saint Paul AME Church last Sunday with guest speakers from Lubbock, Texas, who spoke highly of Beaumont . Also, Mayor Moore congratulated the Black Police Officers who organized the Summit at the Civic Center. He said it was well attended with very good speakers and the outcome very positive for the community. Also, Mayor Moore thanked City Council and Staff for the success of the Public Safety Forum. He said he has received a lot of favorable comments about the Forum and appreciation for the long hours Council spends on behalf of the citizens . -000- Mr. Frankie Lee Harris, 1797 Spindletop Road, addressed Council in opposition to any additional fees for operation of a recycling program added to water bills . Mr. Norman Talpo, 7524 Eastex Plaza Drive, addressed Council to complain about trucks hauling in dirt to Lot 3 , Eastex Plaza Drive, at the owner' s request, and spilled dirt from the trucks being left on the street . He asked that consideration be given to holding involved parties responsible for street clean up. Mr. Stephen Mayfield, 565 Zavalla Drive, addressed Council to announce the annual fund raiser for the Art Museum on August 22nd at 5 : 00 p.m. He said the City Council of Groves is challenging the City of Beaumont' s City Council to see who can raise the most in telephone pledges for operation of the Art Museum. On behalf of Council, Mayor Moore accepted the challenge and opportunity to assist the Art Museum. Mr. Henry Dannenbaum, 2880 Grand, addressed Council to speak about Neighborhood Association meetings and other subjects of interest to him. -000- There being no other business, the regular session of City Council was recessed to reconvene in workshop session. -000- I , Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, -190- August 16, 1994 certify that the above is a true copy of the Minutes of the regular City Council session held August 16, 1994 .
