BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 3rd day of May, 1994 with the following present: HONORABLE: Evelyn M. Lord Mayor Guy N. Goodson Mayor Pro Tem Councilman, Ward II Andrew P. Cokinos Councilman At Large Brian R. Alter Councilman At Large Lulu L. Smith Councilman, Ward I John Davis Councilman, Ward III David W. Moore Councilman, Ward IV Ray A. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was give by the Reverend Blain McFarlin, Woodland Baptist Church. The Pledge of Allegiance was led by Mayor Pro Tem Goodson. -000- Mayor Lord explained that ordinarily City Council begins promptly at 1:30 p.m. , but delayed a few minutes today to give over twenty visitors from Russia enroute to City Hall an opportunity to experience as much of the City Council meeting as possible. -000- Seven Proclamations were issued: "Kaleidoscope Days, " May 4-8, 1994; "National Transportation Week, " May 15-23, 1994 ; "Foster Grandparents Day, " May 4, 1994; a Proclamation recognizing the volunteer "Arts Related Curriculum" program that has enriched and impacted the lives of children since 1979; "National Day of Prayer, " May 5, 1994; and "Western Week and Rodeo Week, " May 2-7, 1994 . The visitors from Russia arrived during presentation of the first Proclamation. At the request of Mayor Lord, their interpreter explained the significance of each Proclamation to the City of Beaumont as they were presented. -107- May 3, 1994 Honorary Citizenship Cards and Keys to the City of Beaumont were presented by Mayor Lord to Russian guests Aleksey E. Bocharnikov, Mikhail F. Balashov, Oksana G. Galkina, Vasiliy M. Dobrygin, Gumer F. Kachkurov, Galina I. Kirillova, Aleksander A. Leonenko, Kouisiantin P. Mokhnateev, Galina P. Ostpova, Alexander F. Firstov, Farit F. Ramazanov, Vitaliy F. Totov, Nikolay P. Frolov, Ludmila V. Zaklunnaya, Vladimir Y. Demchenko, M.D. , Tatiana S. Faleeva, Valentina I. Sokolova, Vasiliy M. Solopov, Vladimir V. Olkov, Stanislav V. Zaytsev, Raisa N. Popova, Gailna G. Osheka, Dmitriy A. Sapozhnikov, group leader, and Lana Svetlamon, their interpreter. Mayor Lord said that Mr. Sapozhnikov had been a very charming group leader today and presented him with a special gift from the City of Beaumont. Through the interpreter, Mr. Sapozhnikov responded to the presentation: "We're very thankful, we're very pleased to see your smiling faces. It never happens in our Mayor! We have a multi-party City Council and most of the things they do during the contentions, is they want to figure out who is bad and who is good, and they're battling and this is the same things that is happening (in) our government. I want to thank you very much, and I would like to invite Mayor of Beaumont, very nice lady, who can teach our City Council how to behave! (laughter and applause) I understand that you are very busy, and even if you can't come, I will tell everything about your City Council, and either you come over there or they come over here, but they should do it just like you do. " Council again extended hospitable wishes to our Russian guests for an enjoyable visit to Beaumont. -000- Mayor Pro Tem Goodson called Dr. Alan B. Coleman forward to make an appropriate special presentation to Mayor Lord. Dr. Coleman said that Mayor Lord mentioned to him there was a "lame duck" flying around City Hall. He said he has captured the bird and brought it to Council. He displayed to the audience a duck decoy adorned with several bandaids, and pointed out that the first thing you see is that the duck has a hole in the head, and "many people say you must have a hole in your head to be the mayor! " He said the many bandaids covered the potshots taken at her, and the bandaid on the rear section is from the kicking around by the press the last four years! Dr. Coleman said, "Seriously, I remember the first time you invited me to come work on your campaign, your first campaign, and I was proud that you asked me. I 'm proud to be here today at your last meeting to say thank you very much for the citizens of Beaumont. Mayor Lord, your lame duck! " Again, Mayor Lord asked the Russian interpreter to explain this presentation as it was given, explained that Dr. Coleman is also her dentist, and accepted the treasured "lame duck. " -108- May 3, 1994 Citizen comment was invited on the Consent and Main Agendas. No one wished to address these items. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held April 26, 1994; Resolution No. 94-102 appointing G. D. Bush to the Keep Beaumont Beautiful Commission, Herman Rogers to the Reinvestment Zone No. Board of Directors, Mary Dyes to the Senior Citizens Advisory Committee, Clayton Mayfield to the Sister City Commission, Douglas Dyson to the Plumbing and Mechanical Board of Review, for terms expiring May 2, 1996; and Daniel Williams to the Electrical Board of Review for a term expiring May 2,1997 ; and Resolution No. 94-103 authorizing a License to Encroach Agreement to Patsy Smith on a portion of a fifteen-foot utility easement on the rear of Lots 12 and 13, Block 5 of the McAnelly Place Addition, specifically 5185 McAnelly Drive, where a garage is encroaching 5. 3 feet and 6. 6 feet into the easement for a distance of twenty-feet for a one-time fee of $500. 00. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- As a matter of information, Mayor Lord explained that the Russian guests asked a lot of interesting questions today during their luncheon reception at the Country Club. She said they are fascinated by our city and are confused as how to change their own government infrastructure. They are from an oil-producing area in Siberia and wanted to see Beaumont because it is a city about the same size. She said they are perplexed in trying to recruit volunteers and our City Council meeting today was a good example of the volunteer process in action. The Proclamations that were issued represented many hours of volunteerism for the betterment of our schools and community. Mayor Lord said they are interested about business opportunities here, as well as our Council- City Manager form of government, and she was able to explain that operation to them. -000- Ordinance No. 94-24 authorizing appropriation of $343,000.00 from the unreserved fund balance of the Confiscated Goods Fund to the Confiscated Goods Fund was considered: -109- May 3, 1994 ORDINANCE NO. 94-24 ENTITLED AN ORDINANCE AMENDING THE FISCAL BUDGET OF THE CITY OF BEAUMONT FOR THE PERIOD COMMENCING OCTOBER 1, 1993 AND ENDING SEPTEMBER 30, 1994 BY APPROPRIATING $343, 000 FROM UNRESERVED FUNDS IN THE CONFISCATED GOODS FUND TO THE CONFISCATED GOODS FUND. Ordinance No. 94-24 was approved on a motion made by Councilman Moore and seconded by Councilman Alter. Question: Ayes: All Nayes: None -000- Resolution No. 94-104 authorizing purchase of approximately 200 tons of caustic soda for the Water Utilities/Water Production Plant from Weskem- Hall at $106. 00 per ton for an for an approximate expenditure of $21,200. 00 was approved on a motion made by Mayor Pro Tem Goodson and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 94-105 authorizing purchase of ten (10) air masks with carrying cases from Lincoln Welding Supply in the amount of $19,925.00 and ten (10) reconditioned air cylinders from Mine Safety Appliances Company in the amount of $2,855.00 for use by the Fire Department for a total expenditure of $22,780. 00 was approved on a motion made by Councilman Cokinos and seconded by Councilman Alter. Question: Ayes: All Nayes: None -000- Councilman Alter reported an excellent Amelia Neighborhood Association meeting last night with over 40 in attendance, said it is going to be a very positive group, and on behalf of all candidates, encouraged everyone to vote in the election Saturday. Councilman Cokinos complimented Calvary Baptist Church for presenting a wonderful musical program Saturday, April 30th. He said the choir and orchestra both performed beautifully. Councilman Smith enumerated the many community activities on slate for this weekend and urged everyone to participate in as many as possible and said we also have some Japanese visitors in our city as well as the Russians. In addition, she announced that a farewell party has been planned for Mayor Lord tomorrow evening from 5: 00 p.m. to 7:00 p.m. in the Civic Center lobby and the public is invited. -110- May 3, 1994 Councilman Moore acknowledged that the past several weeks have been interesting and busy, reiterated that the musical presentation by Calvary Baptist was tremendous, also encouraged voter participation on Saturday, and said a very spirited Neighborhood Association meeting was held at St. Pius Catholic Church under the leadership of Councilman Davis. -000- There being no further business, the regular session of City Council was adjourned. -000- I, Barbara Liming, Deputy City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held May 3, 1994.
