BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 15th day of October, 1991, with the following present: HONORABLE: Lulu L. Smith Mayor Pro Tem Councilman, Ward I Andrew P. Cokinos Councilman At Large Brian R. Alter Councilman At Large Guy N. Goodson Councilman, Ward II David W. Moore Councilman, Ward IV Absent: Evelyn M. Lord Mayor Audwin Samuel Councilman, Ward III Ray A. Riley City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by Councilman Moore. The Pledge of Allegiance was led by Councilman Alter. -000- Five Proclamations were issued: "Texas High School Activities Week, " October 13-20, 1991; "Certified Professional Secretary Month, " October, 1991; "Pediatric Mended Hearts Week, " October 11-18, 1991; "Business Women's Week, " October 20-26, 1991; and "National Higher Education Week, " October 13-19, 1991. -000- Citizen comment was invited on the Consent and Main Agenda items. Mr. Mark Anderson, 3722 Seguin Street, Dallas, a representative of Rehrig Pacific Company, distributed information and addressed Council regarding types, cost and uses of recycling bins. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held October 8, 1991; and -263- October 15, 1991 Resolution No. 91-261 authorizing an application for a MasterCard credit card for use by the staff of the Convention and visitors Bureau. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Resolution No. 91-262 authorizing purchase of 37, 000, 23 .5-gallon refuse containers for recyclable materials from Shamrock, Industries, Inc. of Minneapolis, at a cost of $7.75 each for a total of $286,750, for use in a citywide curbside recycling program was considered. After reviewing specifications for recycling containers developed from a Workshop Session based on climate conditions and citizen acceptance, other discussion and an explanation by Solid Waste Director John Labrie of the various containers bid, Resolution No. 91-262 was approved on a motion made by Councilman Alter and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Resolution No. 91-263 authorizing an Interlocal Agreement with Drainage District 6 (a 50-50 split of the estimated $800, 000 costs associated with the permit application) and file a joint application for a National Pollutant Discharge Elimination System (NPDES)permit was approved on a motion made by Councilman Alter and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Resolution No. 91-264 authorizing Change Order No. 4 adjusting estimated quantities to reflect quantities actually used for the reconstruction of Lafin Road for a contract price decrease in the amount of $30,891.49 with Russ Miller Construction Company, accepting the work and authorizing final payment in the amount of $31, 875.76, bringing the final construction cost of the project to $637,515. 11, was approved on a motion made by Councilman Goodson and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Ordinance No. 91-85 amending Section 21-75 of the Code of Ordinances by adding eight (8) positions for Grade I Police Officers created in the FY 1992 budget, thereby, increasing Grade I positions from 136 to 144 and the authorized manning level of the department from 228 positions for sworn officers to 236 (Grade 1 - 144 positions (Police Officers) ; Grade -264- October 15, 1991 II - 68 positions (Sergeants and Detectives) , Grade III - 16 positions (Lieutenants) ; and Grade IV - 8 positions (Captains) , was considered: ORDINANCE NO. 91-85 ENTITLED AN ORDINANCE AMENDING CHAPTER 21 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO AMEND SECTION 21-75 TO ESTABLISH GRADES, CLASSIFICATIONS AND POSITIONS IN THE POLICE DEPARTMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL. Ordinance No. 91-85 was approved on a motion made by Councilman Cokinos and seconded by Councilman Alter. Question: Ayes: All Nayes: None -000- Resolution No. 91-265 authorizing participation in the State Purchasing and General Services Commission contract purchasing program for purchase of long distance telecommunications services, at an estimated 18% savings, from MCI was approved on a motion made by Councilman Goodson and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 91-266 authorizing an annual contract with Shepherd's Uniform and Linen Supply Company for furnishing work uniforms for City employees at an estimated cost of $18,295.45 (552 men' s long sleeve shirts, $8. 00 each; 222 men's short sleeve shirts, $6. 85 each; 30 ladies'long sleeve shirts, $8. 72 each; 50 ladies' short sleeve shirts, $7. 60 each; 400 men's pants/regular style, $10.80 each; 300 men's pants/jean cut style, $10.80 each; 50 ladies' pants, $11. 63 each; 20 long sleeve coveralls, $18.20 each; 20 short sleeve coveralls, $16.25 each; 10 long sleeve speedsuits, $17.50 each; 10 short sleeve speedsuits, $16.25; 120 jackets, $19 . 60 each; 140 caps, $1.95 each; 10 ladies' smocks, $9. 12 each; and 100 emblems, $ .73 each) was approved on a motion made by Councilman Cokinos and seconded by Councilman Alter. Question: Ayes: All Nayes: None -000- Resolution No. 91-267 accepting two (2) twenty-five foot (251 ) wide drainage easements (0.281 acre, Tract 116, and 0. 077 acre, Tract 117) out of the A. Williams Survey, to relieve flooding in the area between Martin and Pollard Streets east of Pine Street by diverting storm waters to a Drainage District 6 outfall ditch, from Mrs. Patricia Cantue and Mrs. Sarah Tatum, Executrix of the Estate of Nando J. Hebert, deceased, -265- October 15, 1991 was approved on a motion made by Councilman Alter and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Ordinance No. 91-86 lengthening the reduced speed school zone on North Circuit Drive near Sallie Curtis School by another 180 feet to establish the zone on North Circuit from the centerline of Peyton to a point 300 feet east of the centerline of Belvedere Drive was considered: ORDINANCE NO. 91-86 ENTITLED AN ORDINANCE AMENDING CHAPTER 26, SECTION 26-24 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT BY MODIFYING AN EXISTING SCHOOL ZONE; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Ordinance No. 91-86 was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council in support of purchasing new uniforms for City employees. -000- Councilman Moore thanked Staff, the Police Department and members of Council for their participation in a most successful community meeting held in Ward IV last week with over 300 people present. He said there was a lot of enthusiasm and a lot was accomplished. For those whose schedules will permit, Councilman Moore invited them to attend a similar meeting Thursday, October 17, 10: 00 a.m. , at the Roberts Avenue United Methodist Church. Councilman Moore reported that "Sunday in the Park" was great last week with beautiful weather and a good program presented by Southwestern Bell and a special appearance by John Dobson, a famous astronomer from California who invented the Dobsonian telescope. Councilman Alter commended the community meeting organized by Councilman Moore and the banquet held last Friday evening officially chartering the Pediatric Mended Hearts group founded by Jerrel and Joyce Swan.
