BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 22nd day of January, 1991, with the following present: HONORABLE: Evelyn M. Lord Mayor Andrew P. Cokinos Mayor Pro Tem Councilman At Large Brian R. Alter Councilman At Large Lulu L. Smith Councilman, Ward I Guy N. Goodson Councilman, Ward II Audwin Samuel* Councilman, Ward III Absent: David W. Riley City Manager Rosemarie Chiappetta City Clerk * Councilman Samuel not present for Roll Call, but returned to Council Chambers before official action on the Consent Agenda. -000- The Invocation was given by the Reverend Mark Fleming, Wesley Foundation of the United Methodist Church Campus Ministries at Lamar University. The Pledge of Allegiance was led by Councilman Alter. -000- Citizen comment was invited on the Consent and Main Agendas. No one wished to address these items. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held January 15, 1991; and Resolution No. 91-14 appointing Gene Faires to the Small Business Revolving Loan Fund Advisory Commission for a term expiring December 31, 1992 . The Consent Agenda was approved on a motion made by Mayor Pro Tem Cokinos and seconded by Councilman Alter. Question: Ayes: All Nayes: None -13- January 22 , 1991 Resolution No. 91-15 authorizing submission of an application for a $151,480. 00 grant to finance 70% of the cost of a $216,400.00 renovation project for the Best Years Center under the Urban Park and Recreation Recovery Program and the City providing local matching funds in the amount of $64,920. 00 was approved on a motion made by Councilman Smith and seconded by Councilman Samuel. Question: Ayes: All Nayes: None -000- Resolution No. 91-16 authorizing a contract with Porter's Carpets, Inc. in the amount of $16, 100. 00 for furnishing and installing carpet and vinyl tile in various City facilities (Building Maintenance offices, 184 square yards of carpet; Police and Court building, 744 square yards of carpet on upper and lower levels and 158 square feet of tile on the lower level; Fire Station No. 6, 38 square yards of carpet and 450 square feet of tile; and Fire Station No. 11, 75 square yards of carpet and 495 square feet of tile. ) was approved on a motion made by Mayor Pro Tem Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 91-17 authorizing purchase of brass fittings and polyvinyl chloride (PVC) sewer pipe for the Water Utilities Department from A & P Water and Sewer Supply of Missouri City, Texas, in the amount of $11,481. 08 was approved on a motion made by Mayor Pro Tem Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 91-18 authorizing purchase of a trailer-mounted tree spade from Vermeer Sales of Texas, Inc. in the amount of $16,750. 00 for use by the Parks Department in planting and transplanting trees was approved on a motion made by Councilman Smith and seconded by Mayor Pro Tem Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 91-19 authorizing the sale of an unimproved lot on Buchanan Street described as Lot 12, Block 118, Pinecrest Addition, acquired by taxing entities through foreclosure for delinquent taxes in a sheriff' s sale on May 3, 1977, to Community Cemeteries, Inc. in the amount of $1,200.00 was approved on a motion made by Councilman Alter and seconded by Mayor Pro Tem Cokinos. Question: Ayes: All Nayes: None -000- -14- January 22, 1991 Councilman Smith expressed her opinion that the situation in the Persian Gulf is very alarming. She said that at 1: 00 p.m. Iraqi Scud missiles were being fired into Tel Aviv and Saudi Arabia. She suggested prayer for our leaders and our young men in the Persian Gulf and hope for their soon return. Councilman Samuel echoed the sentiments of Councilman Smith that we must continue to pray for all those involved in the war and commended each organization that participated in the Martin Luther King, Jr. ceremonies this weekend and Monday. He complimented the activities and said that at a time when there is war, it is refreshing to know the dream of peace still goes on, and we should strive toward those efforts. . .Councilman Samuel asked that it be put on record that Councilman Moore did want to be at Council today, but he was "held in bondage. " (Councilman Moore was married Saturday, January 19th, and is on his honeymoon. ) Councilman Goodson thanked the Reverend Rayfield Walker and members of West Tabernacle Missionary Baptist Church for the invitation to provide greetings at the celebration Monday evening, complimented the program advising the youth of the life of Martin Luther King, Jr. and many of the events that happened during his life time, thanked Mr. Ed Moore, Chairman of the celebration, and contributor to the program. Mayor Pro Tem Cokinos congratulated Councilman Moore upon his marriage this past Saturday and wished him a lot of success and commended Mayor Lord for a wonderful prayer service at Riverfront Park last Saturday morning for our Country and military personnel involved in Desert Storm operations in the Middle East. He said sincere prayers were offered for our young men sacrificing their lives for the safety of our Country, said we should support them one-hundred percent, and condemned anti-war protestors. Mayor Lord thanked members of the community who helped with the Saturday morning prayer service. She said the idea originated as a suggestion from the community and the administrative offices responded. She applauded the fact that citizens can look to the City as a repository for a non-partisan blending of the community in such an event. Mayor Lord added that young women as well as young men are serving our Country in the military troops in the Middle East. Mayor Lord added her best wishes to Councilman Moore for happiness in his recent marriage. -000- Steve and Linda Buser, 875 Nantucket, distributed a letter to Council and addressed a problem regarding a sewer backup into their home on January 16th that Mr. Buser said completely destroyed their carpets and made their house almost unlivable. He said the problem has been in progress for six months, and feels the City holds prime responsibility for the damage. Mayor Lord said the problem would be investigated and a response forwarded. -15- January 22, 1991 Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to add his compliments to Mayor Lord for the prayer service and advised Council of continued prayer services at area churches. Mr. Gene Darst, 585 Iowa Street, addressed Council regarding an increase in fuel prices and presented an idea for a garbage collection program that would conserve fuel, brakes and tires of City vehicles and time of employees by placing garbage cans on one side of the street for collection. Mr. Darst stated that Section 28-21.3c of the Code of Ordinances gives provision for automated garbage pickup on one side of the street. Also, Mr. Darst added his support for President Bush and his decisions regarding the war in the Persian Gulf, expressed his views towards immediate retaliation and said citizens may call the White House Comment Line at 202-456-1111 to present their views. -000- Mayor Lord requested, if possible, when a lengthy item is presented for Work Session, that background material be given as much in advance as possible. In addition, Mayor Lord said she was most impressed with Algenita Scott Davis, president of the National Bar Association, who spoke at the Martin Luther King, Jr. service on Monday. Mayor Lord said Ms. Davis was a fantastic and inspiring speaker and related that she had the privilege of spending a morning with Dr. King and his wife and has never forgotten the experience. -000- There being no other business, the Regular Session of City Council was adjourned to reconvene at 2 : 15 p.m. for the Work Shop Session. -000- I, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Council Session held January 22, 1991.
