BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 7th day of August, 1990, with the following present: HONORABLE: Evelyn M. Lord Mayor Andrew P. Cokinos Mayor Pro Tem Councilman At Large Brian R. Alter Councilman At Large Lulu L. Smith Councilman, Ward I Guy N. Goodson Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Ray A. Riley City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by Councilman Samuel. The Pledge of Allegiance was led by Councilman Moore. -000- Mayor Lord called attention to the change of time for today's Council meeting to 1:30 p.m. and said this would become the normal commencement time unless a problem occurs. She also reported an enjoyable joint luncheon today with the Port Arthur City Council. -000- One Proclamation was issued: "Recycling Week, " August 12-18, 1990. (Tuesday, August 14, 1990, will be the Grand Opening of the Recycling Learning Center designed ' to provide useful information and educate citizenry about recycling needs. ) -000- Mayor Lord announced an Executive Session will be conducted in accordance with Section 2(e) of the Texas Open Meetings Act to discuss pending or contemplated litigation immediately following the Regular Session of City Council. -000- Citizen comment was invited on the Consent and Main Agenda items. No -196- August 7, 1990 one wished to address these items. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held July 31, 1990; and Resolution No. 90-161 appointing Allison Golias to the Parks and Recreation Advisory Committee for a term expiring June 30, 1991; David Rodriguez to the Convention and Tourism Advisory Committee for a term expiring July 31, 1991; and Shirlene Cook, Marianne Fiorenza, and James Martin to the Beaumont Advisory Commission for the Prevention of Child Abuse and Neglect for terms expiring June 30, 1992. The Consent Agenda was approved on a motion made by Mayor Pro Tem Cokinos and seconded by Councilman Alter. Question: Ayes: All Nayes: None -000- Ordinance No. 90-43 amending Section 26-24 of the Code of Ordinances to incorporate changes in reduced speed school zones by removing eleven (11) school zones as a result of closing Dowling, Giles and Tyrrell Park Elementary Schools, changing time limits on eleven (11) school zones to correspond at Westbrook Ninth Grade Center, South Park Middle School, MacArthur Elementary, Vincent Elementary and Lincoln Elementary, and adding two new school zones on Homer Drive was considered: ORDINANCE NO. 90-43 ENTITLED AN ORDINANCE AMENDING CHAPTER 26, SECTION 26-24 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO REMOVE ELEVEN SCHOOL ZONES, ADD TWO NEW SCHOOL ZONES AND CHANGE TIME LIMITS ON ELEVEN SCHOOL ZONES; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Ordinance No. 90-43 was approved on a motion made by Councilman Alter and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 90-162 authorizing a pipeline crossing agreement with the Kansas City Southern Railway Company for a one time payment in the amount of $2,000 for a 16-inch water line to be constructed across Martin Luther King, Jr. Parkway and the railroad at Fulton Street (extend from a 20-inch main on Sabine Pass on the west side of the -197- August 7, 1990 Parkway to Irving Street on the east side) to provide another source of water supply, from the west, to meet the needs of an area east of the Parkway which is now served only from the north and south before the Parkway is constructed, was considered. Resolution No. 90-162 was approved (after discussion of use of a 16-inch line instead of a 20-inch line, connection with an 8-inch line on Irving Street, proper flow, and a request to verify correct size) on a motion made by Councilman Moore and seconded by Mayor Pro Tem. Cokinos. Question: Ayes: All Nayes: None -000- Councilman Smith announced "Sunday in the Park" activities will begin at 2:00 p.m. Sunday with Councilman Moore as reader. She also expressed delight in the weekend activities with the sixty (60) representatives from our Sister City, Beppu, Japan. She stated they are lovely people, and they enjoyed work sessions, fun sessions, and shopping sessions during the marathon weekend, beginning Friday evening at the airport in Houston until they departed Sunday morning by bus. Councilman Smith thanked all the volunteers for making the visit such a hospitable occasion, especially the Sister City Commission, City Staff, Public Works Director Tom Warner, Director of Libraries Maureen Gray, Fire Chief Pete Shelton and other Department Heads who met with the guests. Councilman Samuel said he was attending a conference in Houston during the visit and unable to participate in the reception for the visitors from Beppu City. Councilman Moore commented on the number of times he experienced bowing as typical in oriental etiquette, but said it was a very enjoyable occasion. He encouraged everyone to attend "Sunday in the Park" sponsored by American Hydrant Valve, the Campfire Girls, and St. Elizabeth Hospital. The emphasis will highlight safety. Mayor Pro Tem Cokinos congratulated Mayor Lord for hostessing a very successful Beppu City reception, a luncheon with the Port Arthur City Council today, and for initiating the new Moccasin Exchange Program. Councilman Alter added his compliments to the hard work of City Staff in making the visit from representative of Beppu City so successful, explained that only four (4) of the sixty (60) could speak English, but they managed to communicate beautifully, and congratulated Chem-Waste as winners of the Houston Live Stock Show and Rodeo--Beaumont Section Bar- be-que Contest this weekend. Councilman Goodson joined in the expression of Mayor Pro Tem. Cokinos regarding the luncheon with the Port Arthur City Council and said the exchange of ideas will continue with other local governmental officials. He complimented Mayor Lord for originating the idea of the Moccasin Exchange Program and said he supports her in an effort to make any different economic, social, ethnic, or other group in the community work closer together. Councilman Goodson asked Mayor Lord to explain -198- August 7, 1990 the program to the audience. Mayor Lord substantiated Councilman Moore's statement regarding the vast number of times (at least a thousand) they experienced bowing this past weekend, but said the movement did seem to have a loosening effect on the spine. Mayor Lord said that a Press Conference was held this morning to announce called the Moccasin Exchange Program, framed after the expression, "Never judge another man until you've walked a mile (or, the Indian proverb, "two moons") in his moccasin." The purpose is to set up an exchange-type program whereby congregations will exchange with congregations, families with families, professionals with professionals, etc. from varying ethnic or racial background in order to better understand one another and be able to work together in our community. The public is invited to attend an informational meeting on August 16, 1990, at the Civic Center. Lunch today with the Port Arthur City Council served at the launching of the program. -000- Mr. Paul Duriso, 3020 Glenwood, addressed Council to complain about drug traffic in the Pear Orchard area on Fannett Road and Fourth Street near Euclid, asked if Council could intervene with the problem of the drug dealers standing at the corners of these streets and at Pee-Wee's (a club) , and expressed fear for his daughter driving home from work late at night because of the dealers presence. Councilman Moore told Mr. Duriso he has been in that area several times personally and said the Police Department is running operations there, have made some arrests, and the Narcotics Division has plans for other activities, but said until an offense is committed, no arrests can be made. Discussion followed regarding "No Trespassing" signs. Mr. Charles Hardy, 1452 College, welcomed Mayor Lord back to Beaumont and complained about inadequate signage of the detours directing traffic to Interstate 10 East towards Louisiana. Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to discuss Junior Police badges. -000- There being no other business, the meeting was recessed to conduct an Executive Session before continuing with the Workshop Session in the Executive Conference Room. -000- 2, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Council Session held August 7, 1990.
