BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 1st day of May, 1990, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Mayor Pro Tem Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Michael Brumley Councilman, Ward II David W. Moore Councilman, Ward IV Absent: Audwin Samuel Councilman, Ward III Ray A. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was given by the Reverend R. D. Carrington, Emanuel Baptist Church. The Pledge of Allegiance was led by Mayor Meyers. -000- Mayor Meyers announced that an Executive Session will be held in accordance with Section 2 (e) of the Texas Open Meetings Act to consider pending or contemplated litigation immediately following the Workshop Session. -000- Mayor Meyers introduced Marcie Miller, coach of the Stray Cats ladies baseball team, the number one team in America on July 1, 1989, and in the Top-20 of the U. S. Softball Association Women' s Class D Teams. Marcie introduced teams members Jayme Kugler and Janet Dammann. Marcie explained that at season' s end their team ranked number three in the nation. They played in a National Invitational Tournament in Lafayette, Louisiana, where they were first in their division and fifth overall. They went on to East Texas State Playoffs, won the Texas State Playoffs, and came in second at the Southwest Divisional Playoffs (equivalent of Nationals in their division) . The team name has been changed to Zoom because of another coach's affiliation and sponsorship of the Stray Cats and because the name implies added physical strenth and stamina. -107- May 1, 1990 Four Proclamations were issued: "Houston Oilers Day, " May 2, 1990; "Minority Scholars Institute, " in recognition of the commendable work of Lamar University administration in initiating a program to identify Texas high school minority students who have strong academic abilities and are eager to expand their horizons; "National Nurses' Day! 1990, " May 7, 1990; and "Better Hearing and Speech Month, " May, 1990. -000- Citizen comment was invited on the Consent and Main Agenda items. No one wished to address these items. -000- The following Consent Agenda Items were considered: Approval of the Minutes of the regular City Council session held April 24, 1990; Resolution No. 90-78 authorizing waiver of penalty and interest charges caused by a billing error or similar mistake pursuant to Section 33 . 011 of the Texas Property Tax Code on Account No. 049820-000100 (Nichols Co. , owner, $152 . 19) , Account No. 011550-010300 (Thelma Wallace, owner, 4143 . 60) , and Account No. 068400-003900 (Mildred Fontenot, owner, $248. 39) for a total of $544 . 18; and Resolution No. 90-79 approving purchase of Parcel 153, consisting of 0. 169 of an acre in the A. Huston Survey situated on the west side of Major Drive about 60 feet north of the Collier Road intersection, from Mrs. Vivian Margaret Malley in the amount of $5, 058. 00 and Parcel 156, consisting of 0. 08 of an acre at the northeast intersection of Shiloh Drive and Major Drive, from the Church of Christ at Amelia for $4, 646. 00 for the Major Drive (FM 364) Project. The Consent Agenda was approved on a motion made by Councilman Moore and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 90-80 authorizing purchase of two direct access storage facilities and one device function controller for the central computer to provide more than 28% additional information storage capacity from IBM Corporation of Beaumont in the amount of $38,566. 00 was approved on a motion made by Councilman Brumley and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 90-81 authorizing repairs to a Fire Department Seagraves truck mounted with an 85-foot aerial elevating platform, Snorkel No. 1, -108- May 1, 1990 by Snorkel Economy in St. Joseph, Missouri at a cost of $33, 185. 00 was approved on a motion made by Councilman Brumley and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Resolution No. 90-82 authorizing purchase of concrete meter boxes complete with cast iron tops for the Water Utilities Department/Water Distribution Division from Golden Triangle Pipe and Water Supply in the amount of $31, 000. 08 was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Councilman Brumley expressed appreciation to Mayor Meyers and Councilman Lee, who have chosen not to run for re-election to City Council, for the privilege of serving with them on City Council. He lauded Mayor Meyers for the progressive changes and lasting impact he will have on our city and congratulated Councilman Lee for stimulating a great spirit of volunteerism and willingness to work for the City of Beaumont. He announced that on May 22, 1990 from 4: 00 - 6: 00 p.m. , a reception of appreciation will be held for Mayor Meyers and Councilman Lee. Further information will be announced at a later date. Councilman Lee shared a very inspiring and impressive video, produced by volunteers and TV Channel 6, depicting the many volunteer groups dedicated to projects and programs to enhance Beaumont physically, emotionally, and economically during the past few years. Councilman Lee expressed appreciation to Mayor Meyers, fellow City Councilmembers, and citizens of Beaumont for the opportunity to serve as a Councilman. Councilman Cokinos said his pleasure and privilege in serving on City Council along with Mayor Meyers and Councilman Lee. He said their leadership will be missed and that they are innovators and participators. Councilman Smith added that it has been a pleasure to work with Mayor Meyers and Councilman Lee and their leadership will be missed, but hope to keep in touch. Councilman Smith complimented the impressive program presented last Friday morning honoring volunteerism and young people and said the five young people were very outstanding and their reasons for volunteering were unique and different and reported that she later went to Camp Enterprise where 132 young people assembled for a weekend seminar. Councilman Moore agreed that last week was very interesting and that the National Youth Service program was outstanding and added that the Department of Human Resources acknowledged and recognized Senior Citizens at the Harvest Club. Councilman Moore conveyed his feelings -109- May 1, 1990 that it has been interesting to work with Mayor Meyers and Councilman Lee and that this Council has been recognized as being cohesive in working in a team concept. He said a road map has been laid and a vision is in place that all Councilmembers share. Mayor Meyers stated that elected changes are good and healthy, a natural progression and a very positive move. He said that how we conduct our business and the environment created for the entire community opens opportunity for others. This Council has opened doors of opportunity for many people to do a lot of things. More people participating in the process doing positive things benefits everyone. He thanked Council for the opportunity of serving with them. -000- Mr. Jack Tinkle, 410 North Major Drive, addressed Council in opposition to the no-parking signs erected near Larry's Antique Mall. Mrs. Delia Harrington, 815 Willow Street, and Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to express appreciation to Mayor Meyers and Councilman Lee for doing a good job and to state they will be missed as Councilmembers. -000- There being no further business, the meeting was recessed before continuing with the Workshop Session. -000- I, Barbara Liming, Deputy City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held May 1, 1990.
