BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 16th day of January, 1990, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Mayor Pro-Tem Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Michael Brumley Councilman, Ward II David W. Moore Councilman, Ward IV Absent: Audwin Samuel Councilman, Ward III Ray A. Riley City Manager Tyrone Cooper Asst. City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by the Reverend Mike Bradshaw, pastor of the Washington Boulevard Christian Church. The Pledge of Allegiance was led by Henry Dannenbaum, a frequent attendee at City Council. -000- Mayor Meyers said that he and other members of Council have had the pleasure, mixed with a deep sense of pride in members of the Police Department, to be involved in the DARE Program instituted at the Junior High School level. Mayor Meyers asked Sergeant E. O. "Sonny" Chambers of the Police Department to explain the program. SERGEANT CHAMBERS: . . .Mr. Mayor, Council, and Citizens, we come before you today as representatives of the Police Department to thank you for your cooperation in the DARE Program. Last week approximately 1, 000 6th graders from our city's middle schools graduated from the DARE Program. DARE stands for Drug Abuse Resistance Education. It is nationally accepted by police departments and educators as the premier drug abuse resistance program in the nation today. Without the cooperation of you people on the Council, BISD, and our citizenry, this would not be possible. We know that to train our three officers to be DARE instructors, to keep them in the schools almost full time, and to buy -20- January 16, 1990 the supplies that's necessary to put the program on, does not come cheaply. It comes at a great expense to the City. For this, we appreciate it. We come today to thank you. As a token of our appreciation, we would like for you to accept one of the tee-shirts that we gave the kids at their graduation last week. Patrolmen Clara Pierson and Gabriel Duriso presented tee-shirts to each Councilmember. -000- One Proclamation was issued: "Arbor Day, " January 19, 1990. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held January 9, 1990; and Resolution No. 90-9 appointing Raymond Chaison to the Historical Landmark Commission with a term expiring October 31, 1991. A motion to approve the Consent Agenda was made by Councilman Cokinos and seconded by Councilman Moore. Mayor Meyers offered opportunity for citizen comment on the Consent Agenda. No one wished to address these items. The Consent Agenda was approved on the motion by Councilman Cokinos and second by Councilman Moore. Question: Ayes: All Nayes: None -000- Citizen comment was invited on Main Agenda Items one through three. No one wished to address these items. -000- Resolution No. 90-10 accepting Minute Order No. 89664 relating to the extension of the Liberty-Laurel Connector and Minute Order No. 89663 relating to the reconstruction of West Lucas as a four-lane street from Delaware to Phelan Boulevard passed by the State Department of Highways and Public Transportation Commission was approved on a motion made by Councilman Moore and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- -21- January 16, 1990 Resolution No. 90-11 authorizing an annual contract with Darby Oil Company of Port Arthur for gasoline and diesel fuel (unleaded 87 octane, unleaded 89 octane, and diesel each at +. 0083--transport load, +. 0283-- tankwagon load) at an estimated cost of $542,830 was approved on a motion made by Councilman Moore and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 90-12 authorizing a two-year renewal of an agreement with the City of Bevil Oaks for Emergency Medical Services at $1,959 per year ($3 , 918 for a two-year period) was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Councilman Moore congratulated the various groupsin the city who participated in the celebration of the Dr. Martin Luther King, Jr. holiday and said, overall, he thought it was very successful, and thanked Mr. Riley for getting his chair at the council dais repaired. Councilman Cokinos also congratulated the city for putting on a very nice Martin Luther King, Jr. birthday party and announced that on Monday night at the Harvest Club, there were over 800 people present for an Astro/A & M Club function. Councilman Lee commented that it is terrific that we have a community that does celebrate special occasions such as recognizing Dr. King. Mayor Meyers added his expression of happiness in the success of the Martin Luther King, Jr. celebration and said, "it is representative of the momentum that's gathering in recognition of his message. As more time passes, more is happening. . .the message is becoming more prominent each year. " -000- Mr. Raymond Chaison, 1130 Lamar, addressed Council regarding the Port of Beaumont's acquisition of adjacent property and the City' s possible role in monitoring any expansion the Port may plan. Mr. Jack Baxter, 5865 Longwood, co-owner of Jack's Tire Service at 915 College Street, addressed Council relative to his business being robbed and vandalized 10-12 times in 1989 and twice already in 1990 and vandalism and robbery in fenced-in lots he owns adjacent to the Shelter for the Homeless, reported information given to him that the Police Department didn't have enough time or manpower to investigate these kind of robberies, discussed problems associated with transient-type people using restrooms and water fountains in area businesses and asked for any assistance Council may give. -22- January 16, 1990 Mr. Bob Kent, 2575 West Lucas, addressed Council questioning street widening plans for Lucas between Delaware and 11th Street to alleviate traffic congestion and suggested a turn light be installed both ways at Lucas and Delaware. Mr. Michael Hall, 11025 Pine Haven, Virginia Moore, 10880 Pine Haven, Jackie Broughton, 10955 Forrest Glen, Jeannie Binetti, 11005 Forrest Glen, Georgia Hall, 11025 Pine Haven, George Durham, 11050 Glenbrook, Cindy Jones, 10850 Glenbrook, residents of Pine Island Bayou Estates addressed Council in opposition to a proposed group home for the mentally retarded being established by a private corporation affiliated with the Oaks Living Center at 10980 Pine Haven on the grounds that this would be a business in a residential area, there was no communication with neighbors regarding this establishment, probable devaluation of their property, and increased traffic, and then presented an informational petition to Council with approximately 75 signatures. Mayor Meyers asked that representatives of the Pine Island Bayou Estates Subdivision visit with him following Council so that he might receive information about the developer and his involvement with the neighborhood, and discuss the limitations of Council 's involvement. Mr. Johnny Ware, 4355 Pine, addressed Council regarding amendments to Ordinance No. 89-58 lowering collection fees to $3 . 00 and increasing time limit to 60 days with no interest charge and a discount to the disabled.
