BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 5th day of September, 1989, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Mayor Pro Tem Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Michael Brumley Councilman, Ward II David W. Moore Councilman, Ward IV Absent: Audwin Samuel Councilman, Ward III Ray A. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was given by the Reverend Anthony Cecil, St. Paul' s Methodist Church. The Pledge of Allegiance was led by Councilman Lee. -000- One Proclamation was issued: "Heart Healthy Eating Week, " September 10- 16, 1989. -000- The follow Consent Agenda item was considered: Approval of the Minutes of the regular City Council session held August 29, 1989. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Ordinance No. 89-67 authorizing a specific use permit for mission church services and related activities at 2110 Liberty Avenue requested by Calvary Baptist Church, 3650 Dowlen Road, for Calvary Chapel Baptist Church was considered: -240- September 5, 1989 ORDINANCE NO. 89-67 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT TO ALLOW FOR MISSION-CHURCH SERVICES AND RELATED ACTIVITIES AT 2110 LIBERTY STREET, BEAUMONT, JEFFERSON COUNTY, TEXAS. Ordinance No. 89-67 was approved on a motion made by Councilman Brumley and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 89-179 awarding an annual contract, with a renewal option, to J D & E Enterprises for grounds maintenance for Tyrrell Park and the Tyrrell Park Garden Center at $933 . 22 per mowing cycle for the park grounds (including litter pickup, watering and weeding flower beds around the recreation buildings, washing the shelters and general grounds maintenance) and $135 per mowing cycle for the garden center lawn at a total cost of $42,728. 80 for both, if both are mowed 40 times a year, was approved on a motion made by Councilman Smith and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 89-180 adopting a travel policy for City Council covering reimbursable expenses (including transportation, food, lodging, communications) and accounting for travel expenses including advances and reporting was approved on a motion made by Councilman Lee and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Councilman Moore asked for information relative what the City has done or is going to do about a street problem at M. L. King, Jr. Parkway and Neches Street reported to him by a citizen regarding a low, sinking problem. Councilman Cokinos asked if there were any new developments on the improvement of Major Drive? City Manager Riley answered that subsequent to the Council meeting in which questions were asked concerning acquisition of right-of-way, the new appraisals are currently in progress and the City expects to receive them shortly and will move forward toward acquisition based upon the new appraisals. Councilman Lee announced that Mayor Meyers will read to the children at "Sunday in the Park, " September 10th and invited participation by all citizens. Councilman Brumley invited everyone to attend "Concerts on the Move, " hosted by Mayor Meyers, Councilman Lee, and Councilman Cokinos on -241- September 5, 1989 Thursday, September 7th, at 7 :00 p.m. to hear the Westbrook and Central High School Bands. Mayor Meyers said that the Mayor' s Committee for the Employment of Disabled Persons will host "Sunday in the Park" next week, and one of the highlights of the day will be the opportunity to view a 23-year collection, claimed to be the largest in Southeast Texas, of Bat Nan memorabilia, many activities for the children, and some musical surprises. Mayor Meyers asked Council to consider the feasibility of taking a position regarding the Browning Ferris Landfill permit application at the public hearing on September 9th at the Beaumont Hilton. -000- Mr. Frank Dover, 1215 Sandwood, addressed Council to commend them for the recent action taken for a permanent and ongoing fund to eliminate street problems, to bring them up to standard and keep them in that condition, by initiating a street user fee. Mr. Dover said he supported the street user fee instead of a tax, since tax dollars can be redirected at discretion and the monies, therefore, not dedicated for street repair and maintenance. He added that Beaumont is no longer leading cities in tax rates, but is now about 13th or 14th. Mr. Wayne Sherman, 325 Bradford, addressed Council in support of the street user fee adopted, commended them for the effort and thought in making the assessment as fair as possible, and complimented the idea of a dedicated fund for ongoing repairs. -000- There being no further business, the meeting was recessed before continuing with the City Council Workshop Session. -000- I, Barbara Liming, Deputy City Clerk for the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held September 5, 1989.
