BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 6th day of June, 1989, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Mayor Pro Tem Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Michael Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Ray A. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was given by the Reverend Ross Robinson, First Baptist Church. The Pledge of Allegiance was led by Councilman Moore. -000- Mayor Meyers called an Executive Session of the Beaumont City Council, pursuant to Section 2(e) of the Texas Open Meetings Act, to discuss pending or contemplated litigation following the Workshop Session. -000- Three Proclamations were issued: "Safe Boating Week," June 4-10, 1989; Coach Alex Durley NFL Football Camp Days," June 7-10, 1989; and "Management Week, " June 5-10, 1989. -000- Mayor Meyers announced that last week Beaumont received an award from First Lady Mrs. Clements and the Keep Texas Beautiful organization, and that Mrs. Maree Calcote has been the incentive behind the efforts of the Clean Community Commission. Mrs. Calcote made presentations from the Clean Community Commission to citizens who make a special effort to beautify or have a significant impact on the appearance of the city. Recognition was given to Mr. Allen Hebert for the rose gardens at the LNVA offices on the Eastex Freeway at Plant Road, Mr. Bob Ohmstede for -137- June 6, 1989 extensive improvements to the area around Ohmstede Machine Works and for contributing to the efforts to beautify the Downtown area, Mrs. Verna Roach for her work in the Charlton-Pollard neighborhood keeping vacant lots mowed and litter free, Mr. Claude Stanley for improvements made to the house and yard at 1173 North Street, and to Mr. and Mrs. Ray Wise for the landscaping at The Rib Cage, 3375 Calder, which includes flower beds with annuals. Mrs. Calcote announced the landscaping at the Energy Museum is complete. Mayor Meyers acknowledged a letter received from an E1 Paso visitor attending a V.F.W. Convention in Beaumont. He stated his plight in retrieving two lost Terriers and the aid received from Police and several citizens. The visitor said there may be cities larger in number and offering larger facilities, but none that has a more neighborly heart to help others. Mayor Meyers compared this action to those receiving awards today in doing more than their part in making our community attractive and eye-appealing. -000- Citizen comment was invited on the Consent and Main Agenda. No one wished to address these items. -000- Councilman Cokinos stated he filed the necessary document in the City Clerk' s office for Consent Agenda Item 3 and will abstain from voting. The following Consent Agenda items were considered: Approval of the Minutes of the Town Meeting held May 30, 1989; Resolution No. 89-113 appointing Mr. R. Edward Dix to the Planning Commission for a term expiring July 31, 1991; and Resolution No. 89-114 authorizing a negotiated settlement in the amount of $2,475 . 00 for release of several weed abatement liens against lots in the Cartwright Terrace Addition and Crockett Addition now owned by Beaumont Bank who wishes to clear the titles for sale of the property to a prospective developer. The Consent Agenda was approved on a motion made by Councilman Moore and seconded by Councilman Lee. Question: Ayes: Mayor Meyers Nayes: None Councilman Lee Councilman Smith Councilman Brumley Councilman Samuel Councilman Moore Abstention: Councilman Cokinos -138- June 6, 1989 Resolution No. 89-115 authorizing purchase of a 2,000 square foot former professional office building at 3199 Avenue A (Lot 2 and the West 1/2 of Lot 3 , Block 65 of the Jef Chaison Addition) to house the Spindletop Branch Library from Dr. Bobby Colbert in the amount of $52,000 plus $587 . 00 for a title insurance policy was approved on a motion made by Councilman Moore and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Ordinance No. 89-34 establishing a 45 miles per hour speed limit for 2.7 miles section of State Highway 105 from U. S. Highway 69 to the West city limits was considered: ORDINANCE NO. 89-34 ENTITLED AN ORDINANCE AMENDING CHAPTER 26, SECTION 26-23 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO ESTABLISH MAXIMUM AND MINIMUM SPEEDS IN CERTAIN ZONES; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Ordinance No. 89-34 was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 89-116 authorizing an annual contract with Beeco Sand Company for supplying approximately 1,700 tons of sand cement 1 1/2 sack at $7. 30 per ton (plus $1. 60 transportation totaling $8. 90 per ton) and approximately 2,300 tons of sand cement 2 sack at $8.60 per ton (plus $1. 60 transportation totaling $10. 20 per ton) was approved on a motion made by Councilman Brumley and seconded by Councilman Lee Question: Ayes: All Nayes: None -000- Resolution No. 89-117 authorizing a six-month contract, with an option to extend another six months if economically advantageous, with Tri- Con, Inc. for supplying engine oil at $2. 39 per gallon (approximately 4,000 gallons for a total of $9,500) , hydraulic oil at $1.89 per gallon (approximately 3,000 gallons for a total of $5,670) , ATF Dextron II and ATF Type F at $ . 89 per quart (approximately 1,000 quarts each totaling $890 for each product) for an estimated total of $17,010 was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Mr. Riley reported that Agenda Item 5 will be deferred one week to -139- recheck calculations on some of the tabulations to determine accuracy. -000- Councilman Smith invited everyone to attend the "Old Town Bash" on Saturday, June 10th, 9: 00 a.m. - 5: 00 p.m. Merchants will be open for business, and there will be car shows, hay rides, horse and buggy rides, a motorcycle show, entertainment, and food vendors. Councilman Moore congratulated City Police, Jefferson County, the Department of Public Safety, and the D.E.A. for action last Thursday evening in seizing drugs and arresting distributors. He thanked Lt. Beck and Lt. Tyler for meeting with the residents of Magnolia Gardens. Councilman Lee reported a good "Sunday in the Park" last weekend and announced that Friends of "Sunday in the Park" will be hosts next week and Councilman Brumley will be the featured reader for the children. -000- Mr. Paul Loden, 3550 South 11th, owner of Loden Machine Shop, addressed Council to complain of alleged difficulty receiving complete information from a City inspector regarding requirements to pass inspection for a convenience store he is endeavoring to establish. Mr. Henry Dannenbaum, 1567 Wall, commented on the recent drug raid, volunteered to speak to young people about saying "no" to drugs, complimented the Police Department for doing a good job in answering calls, and announced a fire-safety event at Fair Park on Saturday. Mrs. Billie Loden, ( sister-in-law of Paul Loden) 3550 South 11th, addressed Council also to complain about an inspector not being cooperative in helping to bring their building into compliance so they may open a convenience store at 3550 South 11th. Councilman Moore assured the Lodens someone will investigate their complaint. Mayor Meyers responded that Council has a clear recognition of the importance of small business to our community.
