BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met to conduct a Public Hearing this the 22nd day of September, 1988, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Councilman-At-Large Andrew P. Cokinos Councilman-At Large Lulu L. Smith Councilman, Ward I Mike Smith Councilman, Ward II Audwin Samuel Mayor Pro-Tem Councilman, Ward III David W. Moore Councilman, Ward IV Albert E. Haines City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- Mr. Haines read a Notice of Public Hearing on a proposal to increase total tax revenues from properties on the tax roll in 1987 by 8.7% published in the Beaumont Enterprise (Attached as Exhibit A) . In response to a previous request from Council, Mr. Haines distributed two pieces of information: the amount of dollars that would be generated on 1/2 cent increments on the property tax and the street repairs possible per 1/2 cent (Attached as Exhibit B) , and a tentative listing of streets considered to be in need of rehabilitation (Attached as Exhibit C) . -000- Mayor Meyers called the Public Hearing to order and invited comment from citizens. Mr. Frank Kiefer, 3190 Willowood, suggested use of excess sales tax revenues for street repairs, discontinue tax abatements, spend money locally for turn-around, and prioritize street repair. Mr. Frank Dover, 1215 Sandwood, spoke against a tax increase, stated a user fee would be better, and suggested a list of street should be given citizens for input before the budget process begins. Mr. Jess Baker, 2950 W. Lucas, addressed Council in opposition to a tax increase and asked that monies be spent on essentials instead of social programs. Mr. Cleveland Nisby, 4520 Corley, expressed disappointment in the exclusion of funds for Street Improvements in the Budget and against consultant fees. -249- September 22, 1988 b Mr. C. L. Sherman, 585 Belvedere Drive, spoke in opposition to an increase in property tax, in support of an equitable user fee. Mr. Jess Baker, 2950 W. Lucas, addressed Council again in opposition to a property tax increase since two bond issues are planned for sewer and water improvements in the near future. Mr. Frank Kiefer, 3190 Willowood, addressed Council again to suggest the possibility of assessing a 1/2 cent tax on gasoline as an equitable fee to be used for street improvements. -000- With no other citizens choosing to speak, the Public Hearing was declared closed. -000- Mr. Haines stated that in addition to approving the Budget, Council must set the tax rate September 27, 1988 and a second publication is required giving notice when tax rate will be set. -000 There being no further business, the Public Hearing was adjourned. -000- I, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Public Hearing conducted September 22, 1988. Rosemarie Chiappetta City Clerk -250- September 22, 1988 NOTICE OF PUBLIC HEARING ON TAX INCREASE The City of Beaumont will hold a public hearing on a proposal to increase total tax revenues from properties on the tax roll in 1987 by. 8.7 percent. Your individual taxes may increase or decrease, depending on the charge in the taxable value of your property in relation to the charge in the taxable value of all other property. The public hearing will be held on Thursday, September 22, 1988, 5:30 p.m. at the City Council Chamber, 801 Main, Beaumont, Texas. FOR the proposal: Audwin Samuel - Pro-Tem, Bob Lee Jr. - Councilman at Large, Michael Brumley- Councilman Ward II, David W. Moore- Councilman Ward IV, Lulu L. Smith - . Councilman Ward I. AGAINST the proposal: None PRESENT and not voting: Andrew P..Cokinos - Councilman at Large. ABSENT: Maurice Meyers- Mayor. The statement above shows the percentage increase the proposed rate represents over the effective tax rate that the unit published on August 3, 1988. The following table compares taxes on an average home in this taxing unit last year to taxes proposed on the average home this year. Again, your individual taxes may be higher or lower, depending on the taxable value of your property.
