Cokinos Councilman At Large Nell Pruitt Weisbach Councilman, Ward I Mike Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Albert E. Haines City Manager Tyrone Cooper Asst. City Attorney -000- The Invocation was given by Councilman Samuel. The Pledge of Allegiance was led by Councilman Brumley. -000- Mayor Meyers read a news release: "On August 12, 1986, all America will pause to pay respect to the thousands of individuals of all races, colors and creeds whose sacrifices have opened the doors of equEl opportunity. This will be the first annual "National Civil Rights Day" in America. As a part of this celebration, we are asking that all church bells ring at noon on August 12th, so that we might pause for a moment of tribute to the heros of this great struggle. At our City Council meeting August 12th, we will present a proclamation declaring this day, "National Civil Rights Day" in Beaumont, and encourage citizen attendance. " Mayor Meyers said a formal proclamation would be issued Tuesday, August 12th, during the regular City Council session. -000- -155- August 5, 1986 MR. STEVE ALEX, 1184 Sunmeadow: On Monday, the 28th of July, I was involved in an accident in mid-morning and it was kind of a freak deal. I had a couple of kids with me and a man that drove a truck for the City of Beaumont, I feel at no regard to his own safety, jumped out of his truck and pulled my children out of the car, administered first aid to them and was a comfort. We are talking babies here. He just had a very level head and I can't say enough nice things about him. He drove a truck for the City of Beaumont. I didn't get his name but I remembered he had a City truck. I called (Councilman) Mike Brumley and he found out who he was. I think we say enough of what's wrong with the Triplex or the Angleplex or the Duplex. I would like to say something nice and Frank Rose, I do thank you immensely and my kids, I feel, are a lot better off today and I feel I am better off for having dealt with him and I think I would like to say nice things about him. MAYOR MEYERS: Steve, ., I thank you very much for taking the time to bring this to our attention and say thank you. I would like to ask Frank Rose to come forward if he would. Frank, we appreciate very much as a Council as well as the citizens what you did beyond, as Mr. Alex has expressed it and I know you are anxious not to make a big to-do of that because it was explained to me. You felt like it was. something that you would do normally but, quite frankly, I would tell you it was not a normal thing that you have done. It was exceptional and this certificate reads: "Frank Rose is hereby awarded this certificate of appreciation for outstanding service and contributions at the scene of an accident." And, on behalf of the Manager, myself, and Council, we would like to present this to you. It's a small token that I think is reflective of Mr. Alex and his family and the appreciation of the citizens. Thank you very much. -000- The following Consent Agenda items were considered: Resolution 86-229 appointing Emma Kyles to fill unexpired term of Walter Mayer to the Historical Landmark Commission, term to expire October 31, 1988; Michael Bradford to the Clean Community Commission to fill the unexpired term of Tom Peterson, term to expire September 30, 1988; Dolores Lawless to the Community Development Block Grant Citizens Advisory Commission, term to expire May 31, 1988; and reappointing Dr. Elmore Kalbaugh to the Transit Advisory Commission, term to expire June 30, 1988; Herman Rogers and Shirlene Cook to the CDBG Citizens Advisory Commission, terms to expire May 31, 1988; Resolution 86-230 authorizing execution of a contract with the Wormald U.S. , Inc. of Marinette, Wisconsin for the Ansul Fire Extinguisher Sschool scheduled for March 5, 6, 9, 10, 12, 13, 16 and 17, 1987, at the Beaumont Fire Department Training Center. The Consent Agenda was approved on a motion made by Councilman Samuel and seconded by Councilman Brumley. Question: Ayes: All Nayes: None -156- August 5, 1986 Public comment on Agenda Items 4, 5 and 6 was called: Mr. C. L. Sherman, 585 Belvedere, addressed Council on Agenda Item No. 5 and to question compatibility of the encrypted mobile two-way radio system considered for purchase between the Jefferson County Sheriff's Department and the Beaumont Police Department. Mr. Sherman was told this system was to be used by the Special Services Division of the Police Department only and does not replace the present system used by the Police Department for general operations. -000- Ordinance No. 86-76 approving an HC (Historical Cultural Landmark Preservation Overlay) district on property at 585 N. Fourth. and described as Lots 10, 11 and 12, Block 17, McFaddin 2nd Addition (requested by Mr. and Mrs. Frank E. Cricchio) was considered: ORDINANCE NO. 86-76 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT, TEXAS, BY ESTABLISHING AN H-C (HISTORICAL-CULTURAL) OVERLAY ZONE FOR PROPERTY LOCATED AT 585 FOURTH STREET; PRO- VIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Ordinance No. 86-77 changing the zoning from RS (Residential Single Family) district to RM-H (Residential Multiple Family-Highest Density) district on property at 4325 and 4320 Treadway and described as Tracts 98 and 148, plats D- 23 and D-22, F. Bigner, Abstract 1, requested by Medi-Quick, was considered:. ORDINANCE NO. 86-77 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING .DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT, TEXAS, BY CHANGING THE ZONING FROM RS (RESIDENTIAL SINGLE FAMILY DISTRICT) TO RM-H (RESIDENTIAL MULTIPLE- FAMILY HIGHEST DENSITY DISTRICT) ON PROPERTY LOCATED AT 4325 AND 4320 TREADWAY; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Ordinance No. 86-78 granting a Specific Use Permit for a parking lot at 4325 Treadway was considered: ORDINANCE NO. 86-78 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR A PARKING LOT ON PROPERTY LOCATED AT 4325 TREADWAY, BEAUMONT, JEFFERSON COUNTY, TEXAS. -157- August 5, 1986 i Ordinance No. 86-79 granting a Specific Use Permit for an electrical contractor's business at 826 Chamberlin Drive, described as Lot 25, Block 3, Caldwood Acres, requested by Beaumont Electric, was consisdered: ORDINANCE NO. 86-79 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR AN ELECTRICAL CONTRACTOR BUSINESS ON PROPERTY LOCATED AT 826 CHAMBERLIN DRIVE, BEAUMONT, JEFFERSON COUNTY, TEXAS. Ordinance No. 86-80 granting a Specific Use Permit for a community shopping center on property at the northeast corner of Dowlen and Old Dowlen Road, 21.81 acre tract out of the A. Duive Survey, Abstract 459 and the F. Bigner Survey, Abstract 1, requested by the Mitchell Company, was considered: ORDINANCE NO. 86-80 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR A COMMUNITY SHOPPING CENTER ON PROPERTY LOCATED AT THE NORTHEAST CORNER OF DOWLEN AND OLD DOWLEN ROAD, BEAUMONT, TEXAS. L. Ordinance Nos. 86-76 through 86-83 were approved on a motion made by Councilman Samuel and seconded by Councilman Weisbach. Question: Ayes: All Nayes: None -000- Ordinance No. 86-84 granting a Specific Use Permit for a day care center at 945 Goliad and described as .the south 18-1/2 feet of Lot 3, Lot 4 and north 6- 1/2 feet of Lot 5, Block 18, Cartwright Terrace, requested by Henry Landry, was considere<.: ORDINANCE NO. 86-84 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR A DAY CARE CENTER AT 945 GOLIAD, BEAUMONT, TEXAS. The ordinance was approved on a motion made by Councilman Samuel and seconded by Councilman Moore. Question; Ayes: All Nayes: None -000- Ordinance No. 86-85 granting a Specific Use Permit for a congregate living facility for the elderly and an increase of building height from 45 feet to 56 feet on property at 2099 Dowlen Road, Beaumont, Texas, was considered: -159- August 5, 1986 ORDINANCE NO. 86-85 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR A CONGREGATE LIVING FACILITY FOR THE ELDERLY AND AN INCREASE OF BUILDING HEIGHT FROM 45 FEET TO 56 FEET ON PROPERTY LOCATED AT 2099 DOWLEN ROAD, BEAUMONT, TEXAS. The ordinance was approved on a motion made by Councilman Lee and seconded by Councilman Weisbach. Question: Ayes: All Nayes: None -000- Resolution 86-231 authorizing annual contracts . with Neptune Water Meter Company of Dallas and Municipal Meter Company, Inc. of Houston for the purchase of water meters was approved on a motion made by Councilman Brumley and seconded by Councilman Lee. Question: Ayes: All Nayes: None -000- A resolution authorizing purchase of an encrypted mobile two-way radio system for the Special Services Division of the Police Department from Motorola Communications and Electronics, Inc. of Houston in an amount to be announced after favorable action by Council was tabled for further information for Council on proposals handled as "high technology procurement" as provided in the State statute regulating competitive bidding, where price negotiations are allowed under law, on a motion made by Councilman Cokinos and seconded by Councilman Samuel. Question: Ayes: All Nayes: None -000- Resolution 86-232 creating - the City of Beaumont Sesquicentennial Committee, for the celetration of Beaumont's 150th Birthday, was approved on a motion made by Councilman Weisbach and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Councilman Lee reminded citizens of the Sunday in the Park activities held in Riverfront Park from 2:00 p.m. to 4:00, to be hosted by the Golden Gators Baseball Team, Sunday, August 10th. Mayor Meyers read a list of new businesses in Beaumont for the month of July: Denny's Auto Sales, 2770 College; Jeannie's Deli, 5565 Calder; U. S. Telecom, 1294 South Street; Coy's Day Care Center, 1915 W. Lucas; Homes R Us, 4070 Washington Blvd; Glenn's Automotive, 3165 Milam; Physicians Visiting Nurse Service, 3152 Fannin; Banger's Chicken, 998 Calder; Drs. Dick and Trahan, 3350 McFaddin, #3 and #5, Williams Beauty Supply, 3141 College, A-4; Brushes & Bows, 5925 Phelan Blvd. , Suite M and Triplex Vending, 4849-A Lafin Road. -160- August 5, 1986 Mrs. Delia Harrington, 815 Willow Street, addressed Council complimented Council on the success of its town meeting July 29th at Cathedral in the Pines. Mr. C. L. Sherman, 585 Belvedere, addressed Council to request that a monthly calendar be prepared for items to be discussed in Workshop Sessions. Mr. Joe Ruiz, 1675 Gilbert, owner of the structure at 1015 Avenue B, addressed Council to request continued extension of time (up to three years) for the rehabilitation of the structure at . 1015 Avenue B. Councilman Samuel told Council this structure is secure and that it is kept in an extremely neat and clean condition for the neighborhood. A brief discussion was held by Council and it was suggested that a continued work program be maintained and periodic inspections be made to insure that work is being done for the rehabilitation of the structure. -000- Mayor Meyers and Councilman Lee announced "Operation Clean Street" would be kicked-off Saturday, 8:30 a.m. at the intersection of Pine and Magazine Streets.
