BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 15th day of July, 1986, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Councilman At Large Andrew P. Cokinos Councilman At Large Nell Pruitt Weisbach Councilman, Ward I Mike Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Betty Dunkerley Finance Director and Acting City Manager Lane Nichols City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Mike Bradshaw, Washington Boulevard Christian Church. The Pledge of Allegiance was led by Councilman Cokinos. -000- A proclamation recognizing Albert H. Adams, a BUILD volunteer rsponsible for preparing the monthly Downtown Events Calendar and commending him for his efforts and encouraging his continued involvement with BUILD and the monthly Downtown Events Calendar. -000- Mayor Meyers read a statement: "On Friday, July 11, the City received $9,535,178.02 in settlement of its litigation with Alexander Grant and Company, auditors for E. S. M. Goverment Securities. The sum represents the $9.5 million settlement plus interest which accrued since the settlement was approved by the Court. " Mayor Meyers and Councilmen briefly related the welcoming of Vice President and Mrs. George Bush to Beaumont. A book called Beaumont, a Chronicle of Promise and "an outstanding photograph of Beaumont and its skyline from the River at night" were presented. Special recognition and expressions of appreciation were extended to Bo Weinbaum, Chairman of the Committee planning Beaumont-s 4th of July celebrations, and other members of his committee. -140- July 15, 1986 Councilman Lee told those present that "Sunday in the Park" at Riverfront Park, designed for the entertainment of young children, would resume with the South East Texas Arts Council hosting this Sunday's activites. Councilman Cokinos told of the program and scheduled events for the receiving and sending of the Olympic Torch by runners through Beaumont on its way to Houston for the Summer Olympics. Mayor Meyers mentioned Mayor Pro Tem David Moore's presentation of the "Key to the City" to Stevie Wonder and his participation in the concert recently held in Lamar's Montagne Center. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held July 8, 1986; Resolution 86-209 authorizing the pledge and release of $6,838,016.97 in securities held as collateral for City deposits by Texas Commerce Bank Beaumont; Resolution 86-210 authorizing the purchase of Parcel 180, 9,021 square feet out of Lot 1, Block 1 , Gray Addition from Evelyn Smith at $31,000 and Parcel 138, 7,000 square feet, all of Lot 17, Block 10, Ogden Addition from Mr. and Mrs. F. Glaze Byer at $37,000 for the M. L. King, Jr./Spur 380 Project; Resolution 86-211 appointing Don Dyer to the Airport Advisory Committee, term to expire May 31, 1988; and Resolution 86-212 authorizing a refund of $29,197.59 to John Hammons Company for overpayment of their 1984, tax payment. The Consent Agenda was approved on a motion made by Councilman Samuel and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- No citizens wished to address Council on Agenda Items 1 and 2. -000- Resolution 86-213 amending the grounds maintenance service contract with M & R Cleaning Service for the Civic Center Complex to include weekend service for Riverfront Park at an additional $200.00 per weekend was approved on a motion made by Councilman Moore and seconded by Councilman Weisbach. Question: Ayes All Nayes: None -141- July 15, 1986 Resolution 86-214 approving amending plans for the College Street TIP Project to only widen College Street between Neches and Orleans providing cost savings of $376,800 in right-of-way costs was approved on a motion made by Councilman Cokinos and seconded by Councilman Brumley. Question: Ayes: All Nayes: None -000- Councilman Weisbach reported that the City Council would hold its "fifth Tuesday" Council/Town Hall Meeting at 7:00 p.m. , July 29, 1986, at Cathedral in the Pines. Councilman Samuel reported drainage problems in the 1900 Block of Glasshouse. Councilman Moore expressed concerns of the residents at 620 Shell Street for possible drainage problems resulting from the Highland Avenue project. He also requested that trees obscuring the "Welcome to Beaumont" sign on the Houston side of the City be trimmed. -000- Mrs. Jan Ruppel, 1345 Stacewood, president of the League of Women Voters, addressed Council to recommend the consolidation of the Jefferson County, Port Arthur and Beaumont Health Departments. Mrs. Michelle Ray, 3315 Cherry, addressed Council to question the status of the School Crossing Guard Program. Mrs. Leona Senigaur, 2970 Pine Street, addressed Council to complain about the poor appearance of her area. ,Mr. Clarence Jones, M & R Cleaning Service, addressed Council concerning his grounds maintenance contract with the City. Mr. Roberto Flores, 2425 Buchanan, addressed Council to ask that consideration be given to opening the Library on Sundays. -000- There being no further business, the meeting was adjourned. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held July 15, 1986.
