BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 17th day of June, 1986, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Councilman At Large Andrew P. Cokinos Councilman At Large Nell Pruitt Weisbach Councilman, Ward I Mike Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman,. Ward IV Albert E. Haines City Manager Lane Nichols City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Reverend David Snowden, pastor of Roberts Avenue Methodist Church. The Pledge of Allegiance was led by Mrs. Delia Harrington. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held June 10, . 1986; Resolution 86-186 authorizing purchase of a mini-van from Beaumont Motor Company at $9,667.19 for the Central Stores Division for use by the Mail Room (to replace Unit #1185, a 1980 Cheve tte 4-door sedan); Resolution 86-187 authorizing purchase of Parcel 140, 7,000 square feet, all of Lot 15, Block 10, Ogden Addition from Mr. and Mrs. Charles Munselle at $27,775 and Parcel 143, 17,090 square feet out of Lot 23 and all of Lots 24 and 25, Block 15, Ogden Addition from Richard Ralph Ferguson at $53,500 for the M. L. King, Jr. Parkway/Spur 380 Project; authorizing the City Manager to grant an easement out of Parcel 140 to the Kansas City Southern Railway Company for relocation of their railroad facilities and execution of deeds conveying the property to the State, subject to the easements; Resolution 86-188 authorizing purchase of a one-ton flat bed truck from Kinsel Ford, Inc. at $13,633.37 for use by the Water Distribution Division (to replace Unit 3043, a 1976 GMC one-ton flat ed truck); -123- June 17, 1986 Resolution 86-189 authorizing execution of a lease agreement with Goldbeck & Goldbeck Educational Service for 3,500 square feet of property out of the C. Williams League (remnant resulting from the Phelan Boulevard Extension Project) at $350.00 per year; and Resolution 86-190 authorizing an annual contract for the maintenance of typewriters with Mid-County Business Machines of Nederland, Texas at $42.50 per machine per year. Resolutions 86-186 through 86-188 and 86-190 were approved on a motion made by Councilman Samuel and seconded by Councilman Brumley. Question: Ayes: All Nayes: None Resolution 86-189_ was approved on a motion made by Councilman Weisbach and seconded by Councilman Moore. Question: Ayes Mayor Meyers Abstained: Councilman Samuel Councilman Lee Councilman Cokinos Councilman Weisbach Councilman Brumley Councilman Moore -000- No citizens wished to address Council concerning Agenda Items 1 and 2. -000- Resolution 86-191 , authorizing the City Manager to apply to have the City certified as a ' TERCEL City (' Texas Cities for Economic Leaders" Program is designed to help communities across the State to develop basic skills to capitalize on and create economic development opportunities); naming Jim Stokes, Executive Director of the Beaumont Chamber of Commerce as contact person for the application and authorizing the Beaumont Chamber of Commerce to coordinate the TEXCEL activities on behalf of the City of Beaumont with the Texas Economic Development Commission was approved on a motion made by Councilman Moore and seconded by Councilman Lee. Question: Ayes: All Nayes: None -000- Resolution 86-192 authorizing an annual contract with John W. Clubb for mowing developed lots at $0.002 per square feet and vacant lots at $0.0019 per square feet was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Mayor Meyers called an Executive Session, pursuant to Section IIe of the Texas Open Meetings Act, to discuss pending litigation between the City of Beaumont and Alexander Grant and Company, Touche Ross and Company and Bradford Trust, to be held immediately following the City Council Workshop Session. -124- June 17, 1986 There being no further business, the meeting was recessed before continuing with the City Council Workshop Session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held June 17, 1986.
